CALL TO ORDER

Chair Bryant Tan called the meeting to order at 5:36PM.

ROLL CALL

Deputy Director Maggie Weiland called the Roll.

Present at the meeting were Commissioners, Bryant Tan, Audrey Joseph, Steven Lee, Liam Frost, Dori Caminong, Laura Thomas and Al Perez.

President Bryant Tan announced it would be Commissioner Joseph last final meeting with the Entertainment Commission and thanked her for her amazing decade on the Commission.

1. Public Comment

Members of the public may address the Commission on items of interest to the public that are within the subject matter jurisdiction of the Commission with respect to agenda items, members of the public may address the Commission for up to three minutes at the time such item is called.

2. Commissioner Joseph moved to approved the October 18, 2016 Commission meeting Commissioner Frost second the motion

3. Discussion and Possible Action to make recommendations on Board of Supervisors File No. 161064 Administrative Code - New Hotels and Motels near Places of Entertainment. Ordinance amending the Administrative and Planning Codes to authorize the Entertainment Commission to hold a hearing on noise issues related to proposed projects for construction of new hotels and motels, or conversions of existing structures to hotel or motel uses, to be located within 300 feet of a Place of Entertainment, and to provide recommendations to the Planning Department and/or Department of Building Inspection regarding such projects, and require the Planning Department and Planning Commission to consider noise issues when reviewing proposed hotel and motel projects; affirming the Planning Department’s determination under the California Environmental Quality Act; and making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1. (Discussion and Possible Action)

4. Report from Executive Director: Report from Executive Director: (A) Legislative/Policy Update: Update on Director activities, Las Vegas, Perth and Sydney, Australia; Update on BOS File #161064, regarding amendment to add Hotel/Motel use to Chapter 116;  (B) Staff and Office Update: Update on EC holiday party; Discussion of important dates in 2017  (C)Corrective Actions: Nothing to Report  (D) Report from the Sound Inspectors: Jordan Pauley and Sean Burke report on recent venue sound inspections and report of activities by staff. [Discussion Item]

5. Police Department Comments & Questions.  This item allows any member of the SFPD to address the Commission regarding matters related to nightlife and public safety. [Discussion Item]

6. Residential Development Review Consent Calendar
All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the Entertainment Commission, and may be acted upon by a single roll call vote of the Commission.  There will be no separate discussion of these items unless a member of the Commission, the public, or staff so requests, in which event the matter shall be removed from the Consent Calendar and considered as a separate item at this or a future hearing. The following action is to adopt written comments and/or recommendations to be submitted to the Planning Department and/or Department of Building Inspection regarding noise issues for proposed residential projects per Chapter 116 of the Administrative Code. [Action Item]

Consent Agenda:

One Oak St., Bl/Lot 0836/001-005, which is located within 300 feet of the The Rickshaw Stop and SF Conservatory of Music, which are permitted Places of Entertainment.  [Action item]

345 6th St., Bl/Lot 0836/001-005, which is located within 300 feet of the 1015 Folsom, which is a permitted Place of Entertainment.  [Action item]

1801 Mission St., Bl/Lot 3548/039, which is located within 300 feet of the The Armory, The Armory Club and Public Works, which are permitted Places of Entertainment.  [Action item]

1863 Mission St., Bl/Lot 3548/033, which is located within 300 feet of the The Armory, The Armory Club and Public Works, which are permitted Places of Entertainment.  [Action item]

7. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Action item]

Regular Agenda:

EC-1388 – Kernan, Teague, Belle Cora, 565 Green Street, Limited Live Performance Permit.

Deputy Director Maggie Weiland stated the first permit application of the evening is for a Limited Live Performance permit for Belle Cora located at 565 Green Street. Belle Cora is a wine bar that primarily will be using their Limited Live Performance permit for acoustic ambient music or voice and guitar performances with minimal amplifications. Belle Cora is open 7 days a week until 2am, but they will end entertainment by 10pm. The applicant has spoken with neighbors and neighborhood groups including Telegraph Hill Dwellers and North Beach Business Association. You will see letters of support from both of these organizations in your file. We also received approximately 275 signatures of support for this permit application from neighbors and patrons that you will see in your file. There is one letter of opposition in your file from a neighbor who is worried about adding another potential nuisance to the neighborhood. Central Station approves this permit with no recommended conditions. Here to tell you more about Belle Cora is owner Teague Kernan.

EC-1389 – Shaw, Thomas, The Sea Star, 2289 3rd Street, Limited Live Performance Permit.

Our next permit application of the evening is for a Limited Live Performance permit for The Sea Star located at 2289 3rd Street. The Sea Star Cora is a bar that wants to have the option to have live music on occasion. They plan to have small local bands or DJ sets for occasional birthday gatherings, holiday celebrations, fundraisers and more. The Sea Star is open 7 days a week until 2am, but they will end entertainment by 10pm. The applicant has spoken with neighbors and you will see approximately 195 signatures of support for this permit application from neighbors and patrons in your file. We did not receive any letters of opposition. Bayview Station approves this permit with the monthly calendar being sent to Bayview Station permit officer. EC-1390 – Toensing, Aaron, Maybeck's, 2400 Lombard Street, Limited Live Performance Permit.

Our last permit application is for a Limited Live Performance permit for Maybeck’s located at 2400 Lombard Street. Maybeck’s is a restaurant that wants to have occasional live jazz performances during dinner service. They will most likely have entertainment on Friday and Saturday evenings until 10pm, but would like the flexibility to have entertainment on other nights of the week as well. The applicant has spoken with neighbors and has brought copies of their signatures of support for you to look at. We did not receive any letters of opposition. Northern Station approves this permit application with the Good Neighbor Policy as a condition. Here to tell you more about Maybeck’s is owner Aaron Toensing.

Commissioner’s thanks Commissioner Joseph for her years of service and knowledge while serving on the Entertainment Commission.
