2. Approval of Meeting Minutes.  Discussion and possible action to approve the minutes of the January 21, 2020 Commission meeting. [Discussion and Possible Action Item]

MOTION: Commissioner Caminong moved to approve the January 21, 2020 minutes, Commissioner Thomas seconded the motion.

Report from Executive Director: Legislative/Policy Update: none; Staff and Office Update: Reminder about upcoming event “Zero Waste Events: How to Prepare for Event Success” co-hosted with SF Environment on February 11, 2020 at 111 Minna; Update on Board of Appeals Actions: none; Corrective Actions: none. 4. Report from Deputy Director: Deputy Director Kaitlyn Azevedo reports on recent venue inspections and activities. [Discussion Item] 
 
Wed 1/22/2020  12:05:56 AM El Trebol 3149 22nd St LLP MISSION El Trebol Bar. Loud music, music heard clearly in open air a block away as side door is open. Can hear bass from block away with windows closed. ACTION: Inspector Savino responded to 311 complaint the following Saturday night. He asked the manager to turn down volume of jukebox and talked about fixing their front door, which was broken and cannot be opened/closed properly. Owners have since installed new doors.
 
Sat 1/25/2020  6:15:12 AM Club 26 Mix 3024 Mission St POE MISSION The security guard for this venue intentionally turns his music up in his truck across the street - and right under my building - around last call at night and he doesn't turn it down until he leaves after the bar closes. Please discuss this blatant disregard for neighbors with him and make him stop. It creates a nuisance. ACTION: Inspector Fiorentino responded to 311 complaints later that night and conducted a sound measurement. He found them operating above sound limit and had them turn volume down. He conducted thorough site inspection, reviewing permit conditions and found them out of compliance with quite a few. Director Weiland and Deputy Director Azevedo shared the findings with the owner/manger and gave a verbal warning at meeting on Thursday (1/30/2020).
 
Sat 2/1/2020  11:17:39 PM Underground SF 424 Haight St POE NORTHERN This club continues to keep their both doors open. The noise pollution rattles our windows and the bass can be felt/heard all the way to the back of our apartment. Please please ask them to follow code and shut their doors. Thank you. ACTION: Inspector Fiorentino responded to 311 complaint and found front door propped open, back door open, and very loud music playing. He had them shut doors, conducted a sound test, and had them turn the volume down. EC staff issued Notice of Violation for doors and sound.  
 
Sat 1/25/2020  10:07:38 PM Slovenian Hall 2101 Mariposa St POE Bayview Inspector Savino conducted a site visit and talked to the renter of the space. He observed loud music, no permit holder on site, and the door open. He gave the renter a copy of GNP and asked to keep front door closed. Deputy Director Azevedo followed-up with venue manager ad sent them a copy of POE permit and discussed conditions. 
 
Sat 1/25/2020  11:36:58 PM Spin 690 Folsom St POE Southern Inspector Savino responded to a 311 complaint after inspector Fiorentino, who had them turn down the music. He then took a sound reading which was in compliance. The inspectors met with new manager and explained their sound limit. Inspector to follow-up next week and sync sound meter with their sound monitoring device.
 
5. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Discussion and Possible Action Item]

MOTION: Commissioner Caminong moved to approve the regular agenda with the Good Neighbor Policy, Commissioner Perez seconded the motion.
ACTION: The Place of Entertainment permit was conditionally granted to the applicant.

6. Discussion and Possible Action to adopt written comments and/or recommendations to be submitted by the Executive Director to the Planning Department and/or Department of Building Inspection regarding noise issues for proposed residential and/or hotel/motel projects per Chapter 116 of the of the Administrative Code. [Discussion and Possible Action Item]

a) 433 Mason Street, Bl/Lot: 0306/003, discussion and possible action to adopt written comments and/or recommendations regarding noise issues for the proposed hotel project at 433 Mason Street, which is located within 300 feet of August Hall, Biscuits and Blues, and Zingari Ristorante and Jazz Bar, all permitted Places of Entertainment.
