CALL TO ORDER

Chair Tan called the meeting to order at 5:38PM.

Director, Jocelyn Kane called the Roll. 

Present at the meeting were Commissioners, Bryant Tan, Steven Lee, Laura Thomas, Liam Frost, Dori Caminong and Al Perez.
Absent at the time of roll call were: Audrey Joseph.

1. Public Comment

2. Approval of Meeting Minutes.  Discussion and possible action to approve the continued minutes of May 17, 2016 [Action item] 

Commissioner Thomas moved to continue Commissioner Frost second the motion.

4. Police Department Comments & Questions.  This item allows any member of the SFPD to address the Commission regarding matters related to nightlife and public safety. [Discussion Item]

5. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Action item]

Regular Agenda:

ECLSP-5342 – Manchester, Isabel, Chambers Eat & Drink, 601 Eddy Street, Loud Speaker Permit, July 24, 2016, 12PM-7PM.

Isabel Manchester spoke on the permit application.  She added there have been complaints from one neighbor and she has reached out to neighbor for a solution or some common ground.  She added she started working closely with Inspector Burke.  She added she works all the events and is present to attend to noise issues during the events.  She added the resident is aware of all summer events from an email that was sent.  She added she has been trying different methods and has supplied her phone number for complaints a number of times.

Inspector Burke stated he needed to follow up with a sound test in the resident’s unit that is being disturbed by the noise.

Public comment

Steve Heimerle resident in area for 16 years disturbed by noise from the venue.

Commissioner Thomas asked Mr. Heimerle to speak more on possible measurements in his unit to mitigate the issue.  

Steve Heimerle stated he already has double pane windows. He stated the issue was the base.   Applicant is open to inspections someone to feel the base and address it from there.

Commissioner Lee moved to approve based on sound check with current ambient level and work with the neighbor on the 24th of July Commissioner Thomas friendly amendment to end at 6:10PM second the motion.

EC-1372 – Marks, Doug and Marks, Danny, Emporium SF, 616 Divisadero Street, Place of Entertainment, Mechanical Amusement Device and Billiard Parlor Permits.

Public comment

Connor Johnson spoke in support of the permit application. 

Mark working with applicants on the construction and working with Salter on the sound issues.

Stefano Castellano spoke in support of the permit application.

Commissioner Thomas moved to approve Commissioner Perez second the motion

EC-1373 – Quinby, David and Mobley, Leslie, The Riptide, 3639 Taraval Street, Place of Entertainment Permit.

David Quinby business partners for over 20 years 12 years at the riptide. He added it was a 750 square venue where they put on benefit shows. 

Commissioner Lee asked how they will handle their closeout.

David stated they would have dedicated staff to help people move along the way.

Officer Faliano with Taraval police station spoke about the conditions and came to a conclusion on June 15, 2016 recommendation no amplified sound after 10PM and resent the time for 11PM at the suggestion of the applicant.   11PM was a compromise at the time.  He added at 10PM the weekdays the neighborhood is quiet.  He added there is a lot of new proposed business venues opening up in the area.

Public comment

Cammy Blackstone stated she was a resident of the Sunset District and the venue was her neighborhood bar.  She added she appreciated what Officer Faliano stated.  She added the Riptide has put in a lot of sound proofing and it was untested at this point.  She added it shouldn’t matter until the inspectors have done a sound test it shouldn’t matter how late it goes as long as you can’t hear it from outside.   She asked the Commission to give the applicant’s shot and see how it goes with their sound proofing application.   She added they had tones of development in the Sunset district but no live venues and the Riptide was a community hub and ask the Commission to approve the permit to Planning Commission’s recommendation.

Mary stated she was a lifelong resident of the Sunset and is in support from the community. She added she is in complete agreement with the owners and feel they have great integrity and have done substantial work to try handle the noise in the bar.

James a resident for the past 11 years and is in support of the venue resident in neighborhood.  

Guy Galbreath stated he prayed the Commission would be leaders and not followers.  He added it was in his opinion there was a conflict of interest and feels that Ms. Blackstone be discounted.  He added there is noise and littering from the venue and he loses sleep. He added he is not in is not support of the venue.

Melissa Ruben stated later entrainment draws younger crowds and would like entertainment to end at 11PM and attends the venue and supports the permit application.  

Russ supports the permit application.

Janet Lisman lives a couple doors down from the Ripetide. 2003 contacted the ABC and is not in support of the venue.

Danny works Riptide cut time would be detrimental to business.

Commissioner Thomas moved to approve the conditions from the police dept. Sun-Weds no entertainment passed 11:00PM Commissioner Lee second

EC-1374 – Hayman, Tim, Scopo Divino, 2800 California Street, Limited Live Performance Permit.

Tim Hayman spoke on behalf of his permit a wine bar with entertainment.

No public comment.

Commissioner Caminong moved to approve Commissioner Perez second the motion

EC-1375 – Merlin, Zenaida and Estrada, Luis, D’Maize, 2778 24th Street, Limited Live Performance Permit, Change in Ownership.

Luis and Zenaida spoke on behalf of his permit and want to promote their culture with El Salvadorian food with music.  He added they have added sound proofing to the roof.

Public comment

Male speaker is in support of the permit

Sisanaros – spoke in support of venue it has a family friendly environment.

Dara lives around the corner and in support of the permit application.

6.  Commissioner Comments & Questions. [Discussion item]  Commissioner Lee met concerns was the mass shootings and clubs

Commissioner Lee stated there are concerns about the mass shootings and clubs have been doing strong prevention.  He added the topic was to have armed security and active shooter scenario.  He added they were going to come up with some best practices sweeps like know where to turn on lights.  He suggested they come to meetings to learn and there was more to come on what was discussed and it was open to the public.
