CALL TO ORDER

Chair Tan called the meeting to order at 5:35PM.

Director, Jocelyn Kane called the Roll.

Present at the meeting were Commissioners, Bryant Tan, Al Perez, Steven Lee, Audrey Joseph, Liam Frost, Dori Caminong and Demetri Moshoyannis.

Commissioner Perez absent at time of roll call.

Chair Bryant Tan moved item 5 to item 3 on the agenda.

5. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Action item]

a) EC-1332 – Stone, William, Atlas Cafe, 3049 20th Street, Limited Live Performance Permit.

Deputy Director Maggie Weiland stated, Atlas Café is a restaurant located at 3049 20th Street at the corner of Alabama Street in the Mission District. Atlas has been in operation for 19 years and is a staple of the community. They plan to have small, mostly acoustic live blues, jazz, and bluegrass music 2-3 evenings per week on Thursday, Friday and Saturday evenings ending by 10pm. Mission Station approves this permit application with the Good Neighbor Policy as a condition.

Director Jocelyn Kane stated there were two applications for concerts at AT&T Park. She added there will be a sound check the day before the events. She added the applicants were present because in the past there have been problems with containment of sound as with the Beyoncé and Jay-Z concert. She added there have been at least five meetings with staff and all parties involved including the Giants, the Port and Supervisor Cohen’s office. She added staff did outreach to let the public and residents that had problems with concerts in the past know about tonight’s hearing.

Commissioner Perez arrived at 5:46PM

Sarah Hunt, Vice president of Giants Enterprises spoke on behalf of the San Francisco Giants.

a) ECLSP-4797 Hansen, Brad, Giants Enterprises, AT&T Park Billy Joel Concert, September 4 & 5, 2015, 3:00 PM – 11:00 PM. (includes sound check and concert).

b) ECLSP-4798 Hansen, Brad, Giants Enterprises, AT&T Park AC/DC Concert, September 24 &25, 2015, 3:00 PM – 11:00 PM, (includes sound check and concert).

Commissioner Joseph moved to approve item A & B with the adding of a dedicated phone line and Supervisor Cohen’s support and their control of the speakers she moved to approve with the proposed conditions and the caveat to have the Entertainment Commission sound inspectors on site recommended by staff Commissioner Lee second the motion

Report from the Sound Inspector’s Sean Burke and Jordan Pauley report on recent venue sound inspections and report of activities by staff. [Discussion Item]

Inspector Pauley Report 7/21/15
COMPLAINT:
7/18/2015 10:30 PM City Club 155 Sansome St.: A complaint was generated in regards to noise at the event space. No violation was present. After talking to the complainant, the next course of action is to take an interior test to determine the veracity of the complainant’s concerns – in terms of whether they violate code.
7/17/2015 10:30 PM Illegal Party 787 Brannan/1025 Howard St.: Several complaints were received about a couple illegal parties that seem to be run by the same promoter.

7/12/2015 1:00 AM Audio/Bergerac 316 11th St.: A complaint was generated in regards to noise at the venue. I talked to management about attempting to resolve issue directly with complainant.

COMPLIANCE:
7/18/2015 12:00 AM 1015 Folsom 1015 Folsom St.: Stopped by to ensure the venue was in compliance during a well promoted event.

7/17/2015 10:00 PM The Basement 222 Hyde St.: The Basement is no longer operating the subwoofer that was the source of its sound issues.

SOUND TESTS:
7/17/2015 11:00 PM Fort One 2801 Leavenworth St.: A sound test was performed and a recommendation issued in regards to the venues approved LLP.

PERMIT UPDATES:
7/18/2015 6:45 PM Burgermeister 86 Carl St.: Contact information form was issued.

7/17/2015 6:30 PM Carl’s Jr. 1 Hallidie Plaza: Contact information form was issued.

7/11/2015 5:20 PM Grant Place Restaurant 737 Washington St.: There was question about whether the restaurant still needed an EHP. Restaurant closes at midnight and therefore doesn’t need EHP.

7/10/2015 5:50 PM San Franciscan Hotel 1231 Market St.: There was question about whether the hotel still needed a POE… It doesn’t need POE.

Inspector Burke Report 7/21/15
COMPLAINTS
7/18/15 Revolution Cafe 3248 22nd St.
Complaint from Vida apartments. Spoke with building management and one resident. Setting up a meeting with operator to discuss.

7/19/15 Taqueria La Cumbre 515 Valencia St.
Complaints of amplified music on sidewalk. Band found to be utilizing restaurant’s power outlet. Informed operator about the complaint and they asked musicians to stop.

7/19/15 The Corner Spot 1368 Irving St.
Complaints of patron noise outside bar. Operator stated that he will better manage crowds.

7/18/15 The Chapel 777 Valencia St.
Met with new General Manager regarding new complainant. They are communicating directly.
INSPECTIONS
7/19/15 1:20 AM Nena’s Restaurant 3459 Mission St.
Ongoing complaint about loud music and possible band. Found them to be utilizing a jukebox at high volume. They were asked to turn down and complied.
CITATIONS
7/18/15 11:34 PM Mayes Oyster House 1233 Polk Good Neighbor Policy #7 Violation. Window open. Upgrades to be complete 1st week of August.

the August 4, 2015 meeting is the
Commission’s 12th anniversary party and the
September 1, 2015 is cancelled.
