CALL TO ORDER

Chair Tan called the meeting to order at 5:34PM.

Director, Jocelyn Kane called the Roll.

Present at the meeting were Commissioners, Bryant Tan, Al Perez, Steven Lee, Audrey Joseph, Liam Frost, Dori Caminong and Demetri Moshoyannis.

1. Public Comment

Members of the public may address the Commission on items of interest to the public that are within the subject matter jurisdiction of the Commission with respect to agenda items, members of the public may address the Commission for up to three minutes at the time such item is called.

Coyote O’Brien a resident in the area spoke in support of Code Word and feels they are good operators.

2. Review and approve the minutes of June 2, 2015 & June 16, 2015. [Action item]

Report from Executive Director Legislative/Policy Update: Update on Implementation of Nightlife Protection Legislation; Update on permits for concerts at ATT Park; Update on Late Night/Early AM Transit work; Staff and Office Update: Update on Outdoor/Special Events Position; Corrective Actions: Nothing to Report. Report from the Sound Inspector’s Sean Burke and Jordan Pauley report on recent venue sound inspections and report of activities by staff. [Discussion Item]

Benjamin Van Houten, Business Development Manager of Nightlife & Entertainment spoke about late night transportation update.

COMPLAINT:
6/21/2015 1:00 AM 1015 Folsom 1015 Folsom St.: A complaint was generated in regards to a nuisance allegedly created by the venue’s patrons. At this point, the residential property may need to provide its own private security in order to alleviate some of these issues.

6/21/2015 1:00 AM Cosmo Bar & Lounge 440 Broadway St.: A complaint was generated in regards to an event at the venue. Several fights occurred though the incident was quickly dispersed by venue security.

COMPLIANCE:
7/4/2015 5:00 PM Zingari Ristorante 501 Post St.: Stopped by venue to ensure that their public notice was properly posted. Venue was in compliance.

7/2/2015 10:30 PM City Club 155 Sansome St.:

Talked to the venue’s management about noise issues that may be emanating from the establishment. They agreed to work with complainant in order to alleviate those problems. The complainant was given my phone number and told to contact me during alleged disturbances.

SOUND TESTS:
6/25/2015 3:00 PM Fish & Farm 424 Clay St.: A sound test was performed and a recommendation issued in regards to the venues approved LLP.

CITATIONS:
6/26/2015 8:00 PM The Square Bar & Kitchen 1707 Powell St.: The venue had amplified sound in the form of a 3 piece reggae band. The bar was cited and warned that further violations could lead to the revocation of their permit.

4. Police Department Comments & Questions. [Discussion Item] (This item allows any member of the SFPD to address the Commission regarding matters related to nightlife and public safety).

5. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Action item]

a) EC-1288 – Canupp, Eric and Dai, Shujan, Mochica, 1469 18th Street, Place of Entertainment Permit.

b) EC-1326 – Beard, Dena, the Lab SF, 2948 16th Street, Place of Entertainment Permit.

Commissioner Joseph stated she had concerns with the security plan and suggested the applicant hire at least one trained security guard.

Dena Beard stated she works the door and had concerns herself and had planned to hire two people one being a security guard.

Officer Avery Parker stated Mission station supported the permit application.

Joseph with Supervisor Campos office thanked the Commissioner for supporting the request for a waiver of the permit.

Commissioner Moshoyannis suggested a friendly amendment for the applicant to keep monthly calendar that goes out to the residents.

Commissioner Joseph moved to approve the permit and send a monthly calendar of events to the Entertainment Commission Commissioner Perez second the motion

c) EC-1333 – Miglani, Kristian, Zingari Ristorante, 501 Post Street, Limited Live Performance Permit.

Miglani, Kristian stated the restaurant has been there for20 years and has no complaints in the past 20 years.

Public comment

Stefano Castalano stated the applicant was a season veteran as a manager for the Hyatt Hotel and supports the permit application.

Commissioner Moshoyannis moved to approve Commissioner Joseph second the motion.

Deputy Director Maggie Weiland started the item ask the item to be continue due to issues with the Planning Department.

6. Discussion and possible action to adopt Guidelines for Entertainment Commission Review of Residential Development Proposals Under Administrative Code Chapter 116. Guidelines Admin Code Chapter 116 (PDF) [Action item]

The Commissioners discussed and suggested the process of standing committees and commissioner’s availability and recommendations and pointing a committee and how long will it serve and the ability to rotate in and out. Commissioner Lee suggested that an industry representative be on the committee and planning person.

Chair Tan approved the overall process and standard recommendations and putting meat to it.

Deputy Director Kane stated the idea for having a committee will speed the meetings up.

Commissioner Joseph moved to approve the Guidelines for Entertainment Commission Review of Residential Development Proposals as written and change the wording to include an industry rep along with urban planning person Commissioner Caminong

Yeas - Commissioner Lee, Commissioner Tan, Commissioner Joseph, Commissioner Perez, and Commissioner Moshoyannis and Commissioner Frost

Chair Tan appointed Commissioner Caminong and Commissioner Joseph.

7. Commissioner Comments & Questions. [Discussion item] Commissioner Joseph set a date for the anniversary party and new vote for president.

Commissioner Joseph requested a date be set for the Entertainment Commission annual party.

8. New Business Request for Future Agenda Items. [Action item] (This item is to allow
Commissioners to introduce agenda items for future consideration).

Commissioner Joseph requested a date be set for the election of president and vice president. Of the Entertainment Commission.
