CALL TO ORDER

Chair Tan called the meeting to order at 5:35PM.

Director, Jocelyn Kane called the Roll. 

Present at the meeting were Commissioners, Bryant Tan, Audrey Joseph, Steven Lee, Laura Thomas, Liam Frost, Dori Caminong and Al Perez.

1. Public Comment

2. Approval of Meeting Minutes.  Discussion and possible action to approve the minutes of the May 17, 2016 Commission meeting. [Action item]

Commissioner Joseph moved to continue the minutes to the next Commission meeting Commissioner Lee second the motion.

3. Report from Executive Director Report regarding attendance as a speaker at Music Cities Convention in Brighton, United Kingdom; Staff and Office Update: 1823 Events Analyst position update; Corrective Actions: Nothing to Report. Report from the Sound Inspectors Jordan Pauley and Sean Burke report on recent venue sound inspections and report of activities by staff. [Discussion Item]

NEW COMPLAINTS                        

5/21/16   Harmonic Brewing 1050 26th St.  Report of amplified live rock heard from 1.5 blocks away. Unpermitted venue. Investigation underway.

5/23/16  Grand Hot Pot Lounge     3565 Geary         Report of loud singing and electronic beats. Have been unable to confirm. Will continue to investigate.

6/4/16  Mezzanine  444 Jessie St  "Disruptive noise" reported by the Hampton Inn.

INSPECTIONS

606 Geary Observed flow of patrons entering and exiting. Staffed with security. No loitering observed.

5/28/16 5:00P  Chambers @ Phoenix      601 Eddy St.  Took ambient measuremnts in residence for comparison to readings while entertainment occurring.

5/28/16  6:00P     Carnaval  Mission Dist.  All permit conditions followed. No complaints.

1015 Folsom Followup regarding news report of fight around closing time. No nexus to nightclub's event.

5/28/16 12:37A SPiN Social Club                690 Folsom  DJ promotions came to attention of staff. Operator unaware of need for permit. In process of application.

6/5/1   5:30P     ENDUP   401 6th St.    Met with manager on duty the night of incident involving firearm. SFPD investigation pending. Meeting with staff in process of being scheduled.

4. Police Department Comments & Questions. This item allows any member of the SFPD to address the Commission regarding matters related to nightlife and public safety. [Discussion Item]

5. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Action item]

a. EC-EC-1368 – Smith, Steve, Ales Unlimited: Beer Basement, 222 Hyde Street, Limited Live Performance Permit.

Deputy Director Maggie Weiland stated the first permit application for this evening is for a limited live performance permit for Ales Unlimited: Beer Basement located at 222 Hyde Street in the former space of The Basement. New owner, Steve Smith, owns a specialty beer store called Ales Unlimited in Pacific Heights and plans on expanding on this business model in his new premises. He will have standup comedy, open mic nights, and acoustic live jazz in his craft beer focused bar. He hopes to be able to have the flexibility to do entertainment any day of the week until 10pm. I have not received any opposition about this permit application. Tenderloin Station approves this permit application with the good neighbor policy as a condition.  The applicant, Steve Smith, was present to tell the Commission more about his application.

b. EC-1369 – Olivero, Nicholas, Boxcar Theatre, 644 Broadway Street, Place of Entertainment Permit.

Deputy Director Maggie Weiland stated the second permit application for this evening is for a Place of Entertainment for Boxcar Theatre located at 644 Broadway Street. Boxcar Theatre is a nonprofit performing arts organization that intends to operate the new venue as the home for “The Speakeasy,” which is an immersive theatre experience that allows audiences to explore a replica of a 1920’s San Francisco speakeasy. The performances will include live music, cabaret, vaudeville, and more. The Planning Department has sent a recommendation that “Other Entertainment” use is permitted by right within the district, but alerts the Commission that the component of the “bar” within the premises is currently awaiting a Conditional Use Authorization hearing before the Planning Commission. The Entertainment Commission is only approving the use of entertainment in the space this evening. The applicant has done neighborhood outreach that you will see in your files. I have not received any opposition about this permit application. Central Station approves this permit application with the applicant’s existing safety plan, having bartenders LEADs and/or TIPS trained, as well as having security camera footage maintained for at least two weeks. Applicants Nicholas Olivero and David Gluck were present to tell the Commission more about their permit application.

6. Appointment of Alternate Member to the Residential Development Review Committee. [Action item]   Commissioner Thomas agreed to join as an alternate.

Commissioner Joseph moved to approve the appointment to Commissioner Thomas as an alternate to the Residential Development Review Committee Commissioner Frost second the motion.

7. Commissioner Comments & Questions. [Discussion item]

Commissioner Joseph closed the meeting in honor of Prince Rogers Nelson’s Birthday today June 7, 2016.

Commissioner Perez urged the public to go out and vote.  

8. New Business Request for Future Agenda Items. [Discussion item] (This item is to allow    Commissioners to introduce agenda items for future consideration).

No new items were discussed.
