CALL TO ORDER

Chair Tan called the meeting to order at 5:43PM.

ROLL CALL

Director, Jocelyn Kane called the Roll. 

Present at the meeting were Commissioners, Bryant Tan, Steven Lee, Laura Thomas and Liam Frost.

Absent were: Audrey Joseph and Dori Caminong.

1. Public Comment

Members of the public may address the Commission on items of interest to the public that are within the subject matter jurisdiction of the Commission with respect to agenda items, members of the public may address the Commission for up to three minutes at the time such item is called.

Daniel Cappler asked if there were ways a friend of his to play at events outdoor.

Chair Tan directed staff to assist in his inquiries. 

2. Approval of Meeting Minutes.  Discussion and possible action to approve the minutes of the March 1, 2016 [Action item]

Chair Tan stated there was one change to the minutes of the March 1, 2016 minutes.  The minutes of March 1, 2016 were continued due to lack of a quorum.

Commissioner Frost moved to continue the minutes of March 1, 2016 to the next commission meeting Commissioner Lee second the motion

Director Jocelyn Kane spoke about the new position and the amount involved.

3. Report from the Sound Inspectors Jordan Pauley and Sean Burke report on recent venue sound inspections and report of activities by staff. [Discussion Item]

3/10/2016 9:40 PM The Royale 800 Post St.: Having trouble schedule interior noise testing with complainant despite repeated attempts to do so. Action pending.
3/7/2016 12:40 PM Hue Nightclub 447 Broadway: Followed up with complainant. Complainant has yet to respond. Action pending.
3/4/2016 4:30 PM Barbarosa Lounge 714 Montgomery St.: Complainant reported that issue had been resolved. Will follow up periodically.

INSPECTION:

3/13/2016 1:35 AM Monroe 473 Broadway: Performed a drive-by inspection. Not a well-attended party due to weather. In compliance.
3/12/2016 12:15 AM Holy Cow Nightclub 1535 Folsom St.: Performed a drive-by inspection to assess crowd control during popular promotion. In compliance.
3/4/2016 11:50 PM The Grand 520 4th St.:  Performed walkthrough during popular party. No issues. In compliance.
3/4/2016 11:50 PM Fort One 2801 Leavenworth St.:  Performed a drive-by inspection to assess crowd control. No issues. Otherwise in compliance.
3/3/2016 11:15 PM Love & Propaganda 85 Campton Pl.: Follow-up inspection showed discrepancy between police contentions and official position of hotel management. Issue has been resolved. Will follow up periodically.

4. Police Department Comments & Questions.

This item allows any member of the SFPD to address the Commission regarding matters related to nightlife and public safety. [Discussion Item]

No police comments were made.

5. Consent Calendar

All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the Entertainment Commission, and will be acted upon by a single roll call vote of the Commission.  There will be no separate discussion of these items unless a member of the Commission, the public, or staff so requests, in which event the matter shall be removed from the Consent Calendar and considered as a separate item at this or a future hearing.

Public comment

Terrance Alan stated rule 116 is known out in the vernacular was seen as a very important step in helping entertainment venues sustain themselves with the onslaught of residential development that is happening throughout the city.  He urged the commission as he did at the subcommittee hearing to take that intent behind the legislation more seriously and broaden it so the Commission actually had an impact on the future of those venues.  He added after the Committee meetings he had some conversations with some of the people who were supportive on the legislative side they felt they gave the Entertainment Commission non-specific directive to the Commission so they could take specific actions that were tailor made for each venue.

88 Arkansas, Block/Lot 3953/02 & 02A Discussion and possible action to adopt written comments and/or recommendations to be forwarded to the full Entertainment Commission regarding noise issues for the proposed residential project at 88 Arkansas, which is located within 300 feet of Thee Parkside and The Connecticut Yankee, permitted Places of Entertainment.  Presentation by project sponsor, Julie Heinzler, Martin Building Co.

901 16th Street, Block/Lot 3950/001; 3949/001 & 001A & 002  Discussion and possible action to adopt written comments and/or recommendations to be forwarded to the full Entertainment Commission regarding noise issues for the proposed residential project at 901 16th Street, which is located within 300 feet of The Bottom of The Hill, a permitted Place of Entertainment.  Presentation by project sponsor, Steven Vettel, on behalf of Josh Smith, Walden Development.
390 1st Street, 3749/058  Discussion and possible action to adopt written comments and/or recommendations to be forwarded to the full Entertainment Commission regarding noise issues for the proposed residential project at 390 1stStreet, which is located within 300 feet of Terra Gallery, a permitted Place of Entertainment.  Presentation by project sponsor, Chloe Angelis, Reuben, Junius and Rose, on behalf of Mill Creek.

6. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Action item]

Regular Agenda:

Deputy Director Wieland stated the one permit on calendar this evening is a Place of Entertainment permit for a bar, restaurant, and karaoke establishment called Playground located at 1705 Buchanan Street in Japantown directly across from the Peace Plaza. The premises plans to be opened from 5pm-12am on Sundays-Wednesdays and 5pm-2am on Thursdays-Saturdays and will provide karaoke, food, and a full bar. Northern Station approves the Place of Entertainment permit and recommends the Good Neighbor Policy as a condition. Here to tell you more about Playground is owner Leo Ra.

EC-1360 – Ra, Leo & Kim, Jin Kwon, Playground, 1705 Buchanan Street, Place of Entertainment Permit.

No public comment.

Commissioner Thomas moved to approve the permit lifting the time restriction Commissioner Lee second the motion.

7.  Commissioner Comments & Questions. [Discussion item]

Commissioner Frost stated the rain held off for the St. Patricks Day parade and the event went well.

Commissioner Tan stated he attend the Responsible Hospitality Institute in Charleston Louisiana and the meeting brought in the regulators and law enforcement and he did presentation on a panel.  

8.  New Business Request for Future Agenda Items. [Discussion item] (This item is to allow Commissioners to introduce agenda items for future consideration).
