MOTION: Commissioner Caminong moved to approve the February 18, 2020 minutes, Commissioner Perez seconded the motion.
 
ACTION: Approved Minutes for February 18, 2020.

4. Report from Deputy Director: Deputy Director Kaitlyn Azevedo reports on recent venue 
inspections and activities. [Discussion Item]

Sat 2/15/2020  11:52:03 PM Independent / Emporium 616-628 Divisadero St POE NORTHERN Loud bass ACTION: Inspector Fiorentino responded to 311 complaint and conducted a sound check at both locations. Music levels were below the sound limits for both locations; in compliance.
 
Fri 2/28/2020  6:18:45 PM The Independent 628 Divisadero St POE NORTHERN Independent has back door open and it's very loud and obnoxious to hear the music. ACTION: Inspector Fiorentino responded to complaint. He found their back door to be closed. Live band playing in the Seismic Retrofitters Building was clearly audible from rear of Independent and Emporium. 
 
Fri 2/28/2020  11:43:02 PM Independent/ Emporium/ Band Practice 628 Divisadero St POE NORTHERN Aggressive bass ACTION: Inspector Fiorentino responded to 311 complaint. Independent was closed when he arrived.
 
5. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Discussion and Possible Action Item]

a) EC-1574 – Brian Sheehy and Doug Dalton of Future Bars Inc, dba Nightingale, 239 Kearny St., Place of Entertainment permit.

MOTION: Commissioner Perez moved to approve the permit with the Good Neighbor Policy, Commissioner Caminong seconded the motion.
ACTION: The Place of Entertainment permit was conditionally granted to the applicant.

b) EC-884 – Malia Spanyol of Jack of Hearts LLC, dba Thee Parkside, 1600 17th St., Place of Entertainment permit – minor amendment.

MOTION: Commissioner Falzon moved to approve the permit with the Good Neighbor Policy, staff recommendation, and to strike SFPD Southern Station’s first recommended condition, Commissioner Caminong seconded the motion.
ACTION: The minor amendment to the Place of Entertainment permit was approved by the Commission.

MOTION: Commissioner Caminong moved to approve with staff recommendations, Commissioner Lee seconded the motion.

d) EC-1034 – Jose Ricardo Vallejo, dba 26 Mix, 3024 Mission St., Place of Entertainment permit – minor amendment.

PUBLIC COMMENT: = Stefano Cassolato suggested the applicants could put up some signage that says “no loitering” and security could explain to guests that they cannot hang outside of the club.

MOTION: Commissioner Falzon move to approve with the Good Neighbor Policy, and adopt the staff recommendations with an amendment to one condition so it now reads: Regardless of occupancy, beginning at 8 pm daily there shall be a minimum of 3 security onsite, one of which must be outside. On weekdays, 2 security will be inside patrolling and 1-2 security will be outside covering the front door and the front of the premises. On weekends, 2 security will be inside patrolling and no less than 2 security will be outside covering the front door and the front of the premises. Commissioner Perez seconded the motion. 
ACTION: The minor amendment to the Place of Entertainment was approved by the Commissioners.
