CALL TO ORDER AND ROLL CALL       

1. General Public Comment 

Members of the public may address the Commission on items of interest to the public that are within the subject matter jurisdiction of the Commission. With respect to agenda items, members of the public may address the Commission for up to three minutes at the time such item is called. 

2. Approval of Meeting Minutes.  Discussion and possible action to approve the minutes of August 15, 2017 Commission meeting. [Action Item]

3. Report from Acting Director: Legislative/Policy Update: Update on Senate Bill 384; Staff and Office Update: Update on Permit Application Changes and Implementation; Update on Board of Appeals Action: Nothing to Report; Corrective Actions: Suspension for Public Safety by the Acting Director of Place of Entertainment permit EC-1216 for La Oficina, located at 4234 Mission Street. [Discussion Item]

4. Report from Sound Inspector: Sean Burke reports on recent venue sound inspections and activities. [Discussion Item]

5. Report from the Senior Analyst – Community & Cultural Events: Dylan Rice shares an update on efforts to improve interagency coordination and organizer preparedness for outdoor events. [Discussion Item]

6. Police Department Comments & Questions. This item allows any member of the SFPD to address the Commission regarding matters related to nightlife and public safety. [Discussion Item]

7. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Action Item]

All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the Entertainment Commission, and will be acted upon by a single roll call vote of the Commission.  There will be no separate discussion of these items unless a member of the Commission, the public, or staff so requests, in which event the matter shall be removed from the Consent Calendar and considered as a separate item at this or a future hearing.

Discussion and Possible Action to adopt written comments and/or recommendations already submitted by the Acting Director to the Planning Department and/or Department of Building Inspection regarding noise issues for proposed residential projects per Chapter 116 of the Administrative Code. [Action Item]

2 Russia Ave., Bl/Lot: 6272/027, Discussion and possible action to adopt written comments and/or recommendations already submitted by the Acting Director of the Entertainment Commission regarding noise issues for the proposed residential project at 2 Russia Ave., which is located within 300 feet of Italian American Social Club and El Tapatio Night Club, permitted Places of Entertainment.

a) Public Comment on All Matters Pertaining to the Closed Session

b) Vote on Whether to Hold Closed Session Pursuant to Government Code Section 54957 and San Francisco Administrative Code Section 67.10(b) [Action Item]

c) Closed Session Pursuant to Government Code Section 54957 and San Francisco Administrative Code Section 67.10(b) – Public Employee Appointment:  Executive Director, Entertainment Commission.  Possible submission of nominees to the Mayor pursuant to City Charter Sections 3.100(19) and 4.102(5).  [Action Item]

11. Reconvene in Open Session:  Vote to Elect Whether to Disclose Any or All Discussions Held in Closed Session.  (San Francisco Administrative Code Section 67.12(a).)  [Action Item]
