CALL TO ORDER

Chair Bryant Tan called the meeting to order at 5:33PM.

Report from Acting Director: Legislative/Policy Update: Update on Senate Bill 384; Staff and Office Update: Update on Permit Application Changes and Implementation; Update on Board of Appeals Action: Nothing to Report; Corrective Actions: Suspension for Public Safety by the Director of Place of Entertainment permit EC-1216 for La Oficina, located at 4234 Mission Street. [Discussion Item]

Senior Analyst of Community & Cultural Events Dylan Rice stated they are adding new applications and revamping the old applications to improve the format.   He presented a screen presentation of the new template of the Outdoor Amplified Sound Permit Application.

4. Report from Sound Inspector: Sean Burke reports on recent venue sound inspections and activities. [Discussion Item]

NEW COMPLAINTS  

8/16/17 311 Tupelo 1337 Grant New tenant working with operator to address disturbance. In touch with both operator and complainant.

8/19/17 311 Kenu 560 Alabama Unaware of permitting process. Turned down volume. In touch with staff. In process of obtaining permit.

8/20/17 311 Bender's 806 S Van Ness   Band and patrons audible across street. In touch with operator and complainant.

8/21/17 311 Swedish American Hall    2174 Market       "Music has gotten progressively louder from this venue up to two nights a week after 10 pm." -in touch w/ operator & complainant to ensure compliance w/ dB limit.

9/2/17 311 AsiaSF 201 9th Newly renovated apartments above venue. Property manager is working with operator to address. In touch with operator & complainant to ensure compliance.

9/2/17 311 Riptide 3639 Taraval "Band is performing, extremely loud. Windows are opened" - addressed issue of open windows with operator. In touch with complainant.

9/6/17 311 Malibu   3395 Mission  "Sound levels have picked up over the past month." Conducted 2 compliance checks. No violation. In touch with complainant.

Original: 10/29/16    311        Hue        447 Broadway    Complaint: 8/27 - "Very loud music at HUE nightclub; thumping bass can be heard throughout my apartment"

Original: 11/14/16    Text       Halcyon 314 11th St.        Complaints: 8/14 - "bass thumping is disrupting sleep" & 8/20: "skylights open w/ amplified sound daylight hours"

9/3/17   6:00 PM Chambers 601 Eddy Good Neighbor Policies 2, 3, 8, 9, 10, and 12. MPC 63: Sidewalks obstructed. 34 MPC: Litter. Lack of security.

9/15/17 8:00 PM The Mint 88 5th Unpermitted amplified sound.

5. Report from the Senior Analyst – Community & Cultural Events: Dylan Rice shares an update on efforts to improve interagency coordination and organizer preparedness for outdoor events. [Discussion Item]

6. Police Department Comments & Questions. This item allows any member of the SFPD to address the Commission regarding matters related to nightlife and public safety. [Discussion Item]

Chris Lawrence spoke on behalf of the permit application.

Commissioner Frost asked would he be adding more lighting.

Commissioner Lee asked if the applicants have security have experience applicant replied they did.

Commissioner Bleiman asked if cameras would be installed.

Discussion and Possible Action to adopt written comments and/or recommendations already submitted by the Acting Director to the Planning Department and/or Department of Building Inspection regarding noise issues for proposed residential projects per Chapter 116 of the Administrative Code. Adjourned public meeting at 6:30PM and the remainder of the meeting was closed session.

Commissioner Tan recused himself from the closed session as well as the Entertainment Commission staff.   Jack Gallagher with General Service Agency stepped in on the Commission Aids behalf for the remainder of the meeting. the remainder of the closed session.
