2. Approval of Meeting Minutes.  Discussion and possible action to approve the minutes of the December 17, 2019 Commission meeting. [Discussion and Possible Action Item]

MOTION: Commissioner Caminong moved to approve the December 17, 2019 minutes, Commissioner Thomas seconded the motion.

4. Report from Deputy Director: Deputy Director Kaitlyn Azevedo reports on recent venue inspections and activities. [Discussion Item]
 
Tues 12/17/2019  12:04:36 AM Club 26 Mix 3024 Mission St POE MISSION Way too loud at this bar and it is midnight. Tired of this bar constantly disrespecting neighbors on Monday nights. If they can't respect the neighbors they shouldn't have live music. Please make their midnight nuisance stop.  ACTION: Deputy Director Azevedo continues to work with SFPD Mission Station and monitor situation. EC staff is arranging a meeting with the owner and SFPD Mission Station. Inspectors continue to visit this venue when they are in the field and observe their closing time procedures. Patrons exit at a normal volume and do not loiter. Security does a good job of clearing the sidewalk. 
Sun 12/22/2019  2:17:07 AM Revolution Café 3248 22nd St POE MISSION Bar is playing music obscenely loud past closing.  ACTION:  Inspector Savino responded to the 311 complaint the following Saturday. Jazz band was playing and sound levels exceeded their permitted sound limit. Deputy Director met with owner to discuss programming and that they are frequently in excess of their sound limit. Senior Inspector Roberts is conducting a site visit this Friday to discuss sound abatement and to set new sound limit.
Wed 1/1/2020  5:09:30 PM The Great Northern Space Cowboys Block Party 119 Utah St OTOEEP MISSION Great Northern party is incredibly loud and has been going on for hours and will continue tonight, unbearable even with windows shut and earplugs in. ACTION: Inspector Fiorentino responded to 311 complaints made on New Years Day. Business closed for the evening, no entertainment.
Fri 12/27/2019  11:38:26 PM El Trebol 3149 22nd St LLP MISSION Inspector Savino checked on compliance with newly issued LLP permit. Spoke with owner who said DJ was still playing. He explained that they cannot have DJ past 10pm, and needs to fix front door so it is able to close. Deputy Director Azevedo issued citation for entertainment after 10pm. This is their 3rd citation since July, 2019. 
 
5. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Discussion and Possible Action Item]
Consent Calendar:
 
All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the Entertainment Commission, and will be acted upon by a single roll call vote of the Commission. There will be no separate discussion of these items unless a member of the Commission, the public, or staff so requests, in which event the matter shall be removed from the Consent Calendar and considered as a separate item at this or a future hearing.

a) EC-1560 – Luke Higgins of Lion Nathan USA, Inc. dba Little Creatures, 1000 3rd St. Unit A, Limited Live Performance permit. 
 
b) EC-1564 – Pine & Powell Partners, LLC, dba The Stanford Court Hotel, 905 California St., Limited Live Performance permit.

MOTION: Commissioner Caminong moved to approve the consent agenda with the Good Neighbor Policy, Commissioner Perez seconded the motion.
ACTION: The Consent agenda was approved and both Limited Live Performance permits were conditionally granted to the applicants.

MOTION: Commissioner Thomas moved to approve the permit application with the Good Neighbor Policy and that the permit holder shall have one staff onsite with a guard card on Friday and Saturday nights from 9pm to 2am, Commissioner Perez seconded the motion.
 
ACTION:  The Place of Entertainment Permit was conditionally granted to the applicant.
