COMMISSIONERS PRESENT: Ben Bleiman (President), Dori Caminong (Vice President), Steven Lee, Laura Thomas, Cyn Wang, Dave Falzon

 

COMMISSIONERS ABSENT: Al Perez (excused absence)
 

STAFF IN ATTENDANCE: Executive Director Maggie Weiland; Deputy Director Kaitlyn Azevedo; Senior Analyst Dylan Rice; Senior Inspector Antonio Savino

 

THE MEETING WAS CALLED TO ORDER BY PRESIDENT BLEIMAN AT 5:30 PM

1. General Public Comment

Members of the public may address the Commission on items of interest to the public that are within the subject matter jurisdiction of the Commission. With respect to agenda items, members of the public may address the Commission for up to three minutes at the time such item is called.

= Barry Taranto commenting on Commissioner Thomas’s personal accomplishment and expressed general support for the taxi industry.
 

2. Approval of Meeting Minutes.  Discussion and possible action to approve the minutes of the September 21, 2021 and October 19, 2021 Commission meetings. [Discussion and Possible Action Item]

Public Comment: None

MOTION: Commissioner Wang motioned to approve the meeting minutes; Commissioner Thomas seconded the motion.

 

ACTION: The Commission motioned to approve the September 21, 2021 and October 19, 2021 meeting minutes.  

 

AYES: President Bleiman, Vice President Caminong, Commissioner Lee, Commissioner Thomas, Commissioner Wang, Commissioner Falzon.

 

NAYS: None

3. Report from Executive Director: Legislative/Policy Update:  Update on Halloween weekend and upcoming agenda items; Staff and Office Update: brief update; Update on Board of Appeals Actions: none; Corrective Actions: none. [Discussion Item]

4. Report from Deputy Director: Deputy Director Kaitlyn Azevedo reports on recent enforcement activities. [Discussion Item]

Public Comment: None
 

5. Update on Shared Spaces Program: Robin Abad, Director of Shared Spaces at SF Planning, provides an update on the Shared Spaces legislation and implementation. [Discussion Item]

Public Comment:

- Barry Taranto commenting on the Shared Spaces program and how it negatively affects the City’s taxis.

MOTION: Commissioner Thomas motioned to move agenda item number 6 ahead of item number 5; Commissioner Wang seconded the motion.

 

ACTION: The Commission motioned to move agenda item number 6 ahead of item number 5.   

 

AYES: President Bleiman, Vice President Caminong, Commissioner Lee, Commissioner Thomas, Commissioner Wang, Commissioner Falzon.

 

NAYS: None


6. Updates on Nightlife Business Assistance in Response to COVID-19: Ben Van Houten, Business Development Manager, Nightlife and Entertainment Sector with the Office of Economic and Workforce Development, provides an update on nightlife business assistance in response to COVID-19. [Discussion Item]

7. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Discussion and Possible Action Item]  

Consent Calendar:

All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the Entertainment Commission, and will be acted upon by a single roll call vote of the Commission.  There will be no separate discussion of these items unless a member of the Commission, the public, or staff so requests, in which event the matter shall be removed from the Consent Calendar and considered as a separate item at this or a future hearing.

a)         EC-1610 - David (Yong Gun) Chin, Sandy Chun, Ezekiel Lyles, and Jaired Chin of Sool Partners LLC. dba Sool Bar & Lounge, 323 Grant Ave, Limited Live Performance permit

MOTION: Commissioner Falzon made a motion to move approve the Consent Agenda with staff recommendations; Commissioner Thomas seconded the motion.

 

ACTION: The Commission approved the Consent Agenda with staff recommendations.   

 

AYES: President Bleiman, Vice President Caminong, Commissioner Lee, Commissioner Thomas, Commissioner Wang, Commissioner Falzon.

 

NAYS: None

b)         EC-1611 - Rick Haynes of SR Visions LLC, dba The Record Store, 177 Eddy St., Place of Entertainment with outdoor amplified sound and Extended Hours Premises permits
 

Public Comment:

= Barry Taranto commenting with support of this new business located on Eddy Street and a reminder about keeping taxi’s in mind once they open.
 

MOTION: Commissioner Falzon made a motion to approve with staff recommendations; Commissioner Lee seconded the motion.

 

ACTION: The Commission approved the Place of Entertainment permit and Extended Hours Premises permit.  

 

AYES: President Bleiman, Vice President Caminong, Commissioner Lee, Commissioner Thomas, Commissioner Wang, Commissioner Falzon.

 

NAYS: None

 

c)         EC-1613 - Nicholas Honda of TaiShoSF, LLC, dba Tai-Sho, 1161 Post St, Place of Entertainment permit
 

MOTION: Vice President Caminong made a motion to approve with staff recommendations; Commissioner Thomas seconded the motion.

 

ACTION: The Commission approved the Place of Entertainment permit.  

 

AYES: President Bleiman, Vice President Caminong, Commissioner Lee, Commissioner Thomas, Commissioner Wang, Commissioner Falzon.

 

NAYS: None
