Vice Chair Audrey Joseph called the meeting to order at 5:36PM.

INSPECTIONS:
4/30/2016 11:50 PM Fort One 2801 Leavenworth St.: Performed a walkthrough inspection to check for property sound level around the premise and patron screening measures.
4/30/2016 2:45 AM Pinecrest Diner 401 Geary Blvd.: Performed a quick walkthrough of the establishment afterhours.
4/23/2016 9:15 PM Ireland 32 3920 Geary Blvd.: Performed a quick walkthrough of the establishment during normal operations. Observed permits clearly posted near bar area.
COMPLIANCE:
4/29/2016 2:15 AM Infusion Lounge 124 Ellis St.: Talked to new venue manager about current operation. Venue in compliance.
4/23/2016 2:45 AM Beatbox 314 11th St.: Have received complaints about noise after hours from venue. Stop by two separate nights. Faint sound of music on Saturday night on Norfolk St. In compliance.
4/23/2016 9:15 PM 800 Larkin Bar 800 Larkin St.: Venue had one night even permit. In compliance.
COMPLAINTS:
4/29/2016 5:30 PM The Square Bar & Kitchen 1707 Powell St.: Neighbor still complaining about noise of interior speakers. Venue has a period of time to comply with order to remove speakers from walls.
4/22/2016 1:00 AM Monroe 473 Broadway: New complaint from landlord of upstairs property located next to venue. Issue is under active management. Action pending.                                                      Â
4. Police Department Comments & Questions.
This item allows any member of the SFPD to address the Commission regarding matters related to nightlife and public safety. [Discussion Item]

5. Consent Calendar
All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the Entertainment Commission, and will be acted upon by a single roll call vote of the Commission. There will be no separate discussion of these items unless a member of the Commission, the public, or staff so requests, in which event the matter shall be removed from the Consent Calendar and considered as a
Consent Agenda:
Deputy Director Maggie Weiland stated the first permit this evening is for a mechanical amusement device and billiard parlor permit for Evil Eye at 2937 Mission Street. The owner and applicant, Matthew Norris, is asking to have two pinball machines and one pool table for his guests to use in his restaurant and bar. I have placed this on the consent calendar because SFPD had no problem with this application and Planning approved it as well.

EC-1366 – Norris, Matthew, Evil Eye, 2937 Mission Street, Mechanical Amusement Device and Billiard Parlor Permits.
6. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Action item]
Regular Agenda:
Deputy Director Maggie Weiland stated the second for Place of Entertainment and Extended Hours Premises permit applications for a new premises, Bar Fluxus at 447 Bush Street. The owners of Bar Fluxus have several years of industry experience among them including ownership and management of Madrone, Pops, Tunnel Top, and Amelie. Bar Fluxus is going to be a contemporary cocktail bar inside of the Hotel Des Arts with live and amplified music with styles ranging from jazz to bluegrass to acoustic mayhem. Central Station recommends approval of the Place of Entertainment permit with two conditions attached and denial of the extended hours premises permit. Here to tell you more about their permit applications and proposed operations are owners, Jean-Michel, Ludovic, and Michael.
EC-1365 – Fabregon, Jean-Michel, Ludovic Racinet & Michael Krause, Bar Fluxus, 447 Bush Street, Place of Entertainment and Extended Hours Premises Permits.
Ludovic Racinet stated they withdrew their extended hours to prove themselves before doing after hours.
Officer Mathias stated he met with the applicants and went over their business plan and were satisfied with their proposed plans.

Commissioner Joseph stated the Howierd fair was great.

Commissioner Joseph stated she would like to talk about an alternate for the RDR Committee.
