CALL TO ORDER

Vice Chair Audrey Joseph called the meeting to order at 5:36PM.

ROLL CALL

Deputy Director Maggie Weiland called the Roll. 

Present at the meeting were Commissioners, Audrey Joseph, Steven Lee, Laura Thomas, Liam Frost, Dori Caminong and Al Perez.

Absent at the time of roll call were: Bryant Tan

Commissioner Thomas arrived at 5:38PM

1. Public Comment

Members of the public may address the Commission on items of interest to the public that are within the subject matter jurisdiction of the Commission with respect to agenda items, members of the public may address the Commission for up to three minutes at the time such item is called.

Director Jocelyn Kane stated she was informed by the City Attorney minutes can be approved without the presence of absent Commissioners.

2. Approval of Meeting Minutes.  Discussion and possible action to approve the continued minutes of May 17, 2016 and the minutes of July 19, 2016 Commission meeting.  [Action item]

3. Report from the Sound Inspectors Jordan Pauley and Sean Burke report on recent venue sound inspections and report of activities by staff. [Discussion Item]

Inspector Pauley - Notes for EC meeting 8/2/16

INSPECTIONS:

7/29/2016 6:00 PM Harper & Rye 1695 Polk St.: Performed a walkthrough. In compliance.

7/14/2016 4:30 PM The Armory 1800 Mission St.: Performed a sound inspection at the Armory. Several issues were noted but the venue is actively managing these concerns.

7/1/2016 6:00 PM Playland 1351 Polk St.: See attached memorandum.

COMPLIANCE:

7/30/2016 11:20 PM The Knockout 3223 Mission St.: Venue again accused of having doors open during entertainment. In compliance.

COMPLAINTS:

7/30/2016 11:00 PM Public Works 161 Erie St.: Venue has been receiving complaints about their noise levels and patron management. Follow up with complainant and venue pending.

7/28/2016 8:30 PM Revolution Cafe 3248 22nd St.: Venue has been receiving complaints about open doors and excessively loud music. After observing these violations on several occassions, the venue was given a verbal/final warning. Serious sanctions pending.

7/7/2016 12:00 PM Rock Bar 80 29th St.: Venue has been receiving complaints about noise emanating from patrons occupying front sidewalks. In contact with complainant. Action pending.

NEW COMPLAINTS                          

7/16/16   NWBLK   

1999 Bryant Space has applied and received permits for past events. This event was unpermitted. Will be following up with operator to learn more and ensure future compliance.

7/22/16   Ha-Ra Club 875 Geary  

Report of live band with door open on Sunday evenings. No current EC permits. Will speak with operator this weekend and investigate the following Sunday.

7/30/16 Carbon Lounge 383 Bay St. Loud music reported Thursday through Sunday. Location has had a permit in the past, but does not currently. Will investigate and bring into compliance.

Inspector Burke - Notes for EC meeting 8/2/16

INSPECTIONS                    

7/23/16   11:45P    Grand Hot Pot Lounge 3565 Geary Recurring complaint about intermittent loud live music. Have been unable to onview. Spoke with operator who denies having entertainment and is aware of complaint.

7/29/16   10:15P    Kien Thanh Coffeeshop 431 Eddy Loud karaoke reported intermittently. Location has never been permitted. Operator and staff are in touch after inspection and a hearing date has been scheduled.

7/29/16   10:45P    Beer Basement 222 Hyde Visited for general inspection. No permit on display. Operator unaware that he must retrieve permit from staff. Staff and operator are in touch.

7/29/16   11:00P    Black Cat 400 Eddy Visited for general inspection. Entertainment occurring. Unpermitted venue. Staff has been made aware and operator will be brought into compliance.

7/29&30 11:30P Midway 900 Marin    No complaints. All conditions of permit followed.

7/31/16   1:00P SF Marathon Embarcadero No complaints. All conditions of permit followed.

7/31/16 3:00P Chambers @ Phoenix 601 Eddy Operator has hired a dedicated tech to monitor sound during events until a permanent solution can be put into place. Will continue to monitor. No complaints.

7/31/16 5:00P Dore Alley Fair   Dore Alley No complaints. All conditions of permit followed.

4. Discussion and possible action to amend the Bylaws of the Entertainment Commission to remove the three-year term limit for the President of the Commission in Article II, Section 1(g) of the Bylaws. [Action item]

Commissioner Thomas moved to approve Commissioner Lee second the motion

5. Police Department Comments & Questions.  This item allows any member of the SFPD to address the Commission regarding matters related to nightlife and public safety. [Discussion Item]

No comments were made.

6. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Action item]
