Chair Bryant Tan called the meeting to order at 5:38PM.

6. Residential Development Review Consent Calendar
All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the Entertainment Commission, and may be acted upon by a single roll call vote of the Commission. There will be no separate discussion of these items unless a member of the Commission, the public, or staff so requests, in which event the matter shall be removed from the Consent Calendar and considered as a separate item at this or a future hearing. The following action is to adopt written comments and/or recommendations to be submitted to the Planning Department and/or Department of Building Inspection regarding noise issues for proposed residential projects per Chapter 116 of the Administrative Code. 7. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Action item]Â
Regular Agenda:
EC-1380 – Markal, Ender, Richmond Republic, 642 Clement Street, Billiard Parlor Permit.
Deputy Director Wieland stated the first permit application this evening is for a billiard parlor in Richmond Republic located at 642 Clement Street. Richmond Republic is a craft beer bar and restaurant that has a pool table. Richmond Station approves this permit application and recommends approval with no conditions. EC-1379 – Zahner, Lisa, Fillmore Heritage Center, 1330 Fillmore Street, Place of Entertainment Permit, Change in Ownership.
Deputy Director Wieland stated the second permit application this evening is for a Place of Entertainment for Fillmore Heritage Center located at 1330 Fillmore Street in the space formerly occupied by Yoshi’s. Fillmore Heritage Center plans to host community-focused events including live performances and music concerts in addition to comedy, spoken word, and visual arts performances. The space will also be used for private parties, corporate, and special events. Fillmore Heritage has done community outreach of which you will find four letters in your file including letters of support from the Office of Economic and Workforce Development as well as Supervisor Breed’s Office. Northern Station recommends approval with the Good Neighbor Policy as a condition. Here to tell you more about their permit application is Lisa Zahner from Urban Solutions.

Roy Bennet supports venue because he allowed outside promoters to come in a have bands that promote and market the Fillmore.
Daniel Landry a producer thank Urban Solutions and Supervisor Breed for the great work they have been doing over the last two years to anchor the project to move forward and increase foot traffic and make it a win for everyone.
Madrid Crawford stated he was born and raised in the Fillmore. He added Urban Renewal could be the decline in Jazz across the whole country. He added there were not a lot of places in the neighborhood for people to meet and supports Urban Solutions.
Ken Johnson native San Franciscans Supports Urban Solutions for providing a space to put on events and use the facility.
Male speaker supports Urban Solutions.
Shelly Tatum stated he was in support of Urban Solutions and getting the permit for the space. He added he had the opportunity of organizing the Prince tribute at the Juneteenth Festival and the success was overwhelming.   He added it was important for the community and the community component was in place and without it he would not support the event and looks forward to working with Urban Solutions in the future.
Connor Johnston staff to Board President London Breed in District 5. He added it was a tremendous opportunity to reactivate the theatre and to bring more people into the commercial Fillmore corridor which will benefit all of the businesses in the area.  He added Supervisor Breed put money in the budget to move this project forward.   Her added Supervisor Breed strongly supports the project.
Valarie Brown with the office of Economic Development supports the project. She added and Supervisor Breed felt strongly to have the community benefit to the business.
EC-1377 – Milano, Gina, Halcyon, 314 11th Street, Place of Entertainment and Extended Hours Premises Permits, Change in Ownership.
Previous owner of the venue supports the permit.
Mark Renne supports the venue and in the history’s location.

Deputy Director Wieland stated the next permit is for both Place of Entertainment and Extended Hours Premises permits for Halcyon located at 314 11th Street in the space formerly occupied by Beatbox. Halcyon will have DJs and electronic music acts for entertainment. The new owner has done outreach to the Folsom Street and Norfolk Alley neighbors. You will see proof of this in your file along with two letters from neighbors who request that sound tests be conducted in their homes during the scheduled sound inspection. Southern Station recommends approval with conditions on the last page in your file for this application. Here to tell you more about their permit application is owner Gina Milano.
EC-1378 – Gordon, Andrew, Spin San Francisco, 690 Folsom Street, Place of Entertainment Permit.
Deputy Director Maggie Weiland stated the final evening is for a Place of Entertainment for Spin San Francisco located at 690 Folsom Street. Spin is a ping pong social club that began in New York City and just opened up a new location in San Francisco. They plan to have DJs perform background music to enhance their client’s experience while playing ping pong. Spin has done outreach in their area which is largely commercial, and you will see several letters of support in your file. Southern Station approves this permit application with conditions on the last page in your file for this application. Here to tell you more about Spin is owner Andrew Gordon.

Commissioner Joseph stated she was co-producing an event on October 8, 2016 called Together Fest all women’s performance at the Armory.
Ace Washington stated he had concerns about Urban Solutions and is not in support.
9. New Business Request for Future Agenda Items. [Discussion item] (This item is to allow      Commissioners to introduce agenda items for future consideration).
