Chair Bryant Tan called the meeting to order at 5:34PM.

Executive Director Jocelyn Kane called the Roll.

1. Public Comment
Members of the public may address the Commission on items of interest to the public that are within the subject matter jurisdiction of the Commission with respect to agenda items, members of the public may address the Commission for up to three minutes at the time such item is called.
2. Approval of Meeting Minutes. Discussion and possible action to approve the minutes of October 18, 2016 Commission meeting. [Action item]
The minutes were struck from the agenda.
3. Ben Blieman introduced himself as acting chair of CMAC. He added he was appointed by Mayor Ed Lee as the new Industry representative of the Entertainment Commission.

COMPLIANCE:
1/17/2017 10:00 PM Underground Grill King 2543 Noriega St.: Operator came by to discuss his operation. Venue was instructed by SFPD, planning, and our agency to discontinue their karaoke offering pending permit process. The venue has since ceased at least that aspect of its operation.
SOUND TEST:
12/15/2016 12:30 PM The Riptide 3639 Taraval St.: Performed a sound test and inspection. Venue hasn’t received any complaints and has been in compliance.

6. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Action item]Â
Regular Agenda:
EC-1391 – Inglin, Shae, Ferment.Drink.Repeat, 2636 San Bruno Avenue, Limited Live Performance Permit.
Deputy Director Maggie Weiland stated the first permit application of the evening is for a Limited Live Performance permit for Ferment.Drink.Repeat located at 2636 San Bruno Avenue. Ferment.Drink.Repeat is a brewery and tap room that plan to use their Limited Live Performance permit for acoustic style bands, some karaoke, and open mic nights. The applicant has spoken with neighbors, patrons, surrounding businesses, and their neighborhood association regarding their application. You will see 70 signatures of support in your file, two letters of support from neighboring businesses, and a letter of support from the Portola Neighborhood Association. Please note that I did receive one letter of opposition that’s in your file from a neighbor who is only OK with the premises adding entertainment if it doesn’t disturb them. The applicant can speak a little more to this particular letter. Bayview Station approves this permit with a monthly calendar as the condition. She added the owner Shae Inglin was present to tell the Commission more about Ferment.Drink.Repeat.

EC-1392 – Harooni, Sohrab, RS94109, 835 Larkin Street, Limited Live Performance Permit.
Deputy Director Maggie Weiland stated the second permit application of the evening is for a Limited Live Performance permit for RS94109 located at 835 Larkin Street. RS94109 is a café and record store that wants to have to have live music a few times a month. They plan to have bands, performance art and DJ sets. The applicant has spoken with neighbors, patrons, and surrounding businesses and you will see 8 letters of support including a letter from the Larkin Street Merchants Association and approximately 85 signatures of support in your file. We did not receive any letters of opposition. Tenderloin Station approves this permit with the Good Neighbor Policy, one security personnel on nights when a live band is performing, and schedule of events sent to Tenderloin Station at least one week prior to an event as conditions. She added owner Sohrab Harooni was present to tell the Commission more about RS94109.
7. Presentation regarding draft ordinance amending the Police Code to revise permit requirements, procedures, and filing fees for outdoor amplified sound and sound truck permits issued by the Entertainment Commission and establish a permitting procedure for street performers using outdoor amplified sound equipment. Chair Tan state the Redevelopment may be renamed as it will expand to hotels and motels.
Chair Tan appointed Commissioner Thomas as representative of the Residential Development Review Committee and Commissioner Lee as an alternate.
Commissioner Perez inquired about the future Entertainment Commission retreat.
Commissioner Lee sated Don Holiday has retired from Slims American Music Hall.
9. New Business Request for Future Agenda Items. [Discussion item] (This item is to allow      Commissioners to introduce agenda items for future consideration).
Chair Tan requested that a new agenda item be added for next Commission meeting for February 21, 2017. Report from the Senior Analyst – Community & Cultural Events: Dylan Rice and the vote for Commissioner Vice President.
