1. Call to Order and Roll Call
Vice Chair Paz called the meeting to order at 5:34 p.m.
Present: Vice Chair Paz, Commissioners Fujii, Radwan, Rahimi (5:37), Wong.
Not present: Chair Kennelly (excused), Commissioners Enssani (excused), Gaime (excused), Gurvits (excused), Khojasteh (excused), Kong (excused), Ricarte (excused), Wang (excused).
Staff present: Director Pon, Deputy Director Fernández Sykes, Commission Clerk Shore, Office Manager Chan.

2. Public Comment
There was no public comment.

3. Action Item: Approval of previous minutes

Vice Chair Paz deferred these items to the next meeting due to lack of quorum.

4. Commissioner Report-Back
(Information/Discussion)
a. Digital Equity Summit (Commissioner Radwan)
This item was heard out of order. Director Pon requested that items 5 and 6 be heard first. Vice Chair Paz invited Director Pon to present items 5 and 6.

Vice Chair Paz then invited Commissioner Radwan to report to the Commission on the Digital Equity Summit.

Commissioner Radwan provided an overview of the Digital Equity Summit which he attended on October 26, 2019. The summit was organized by San Francisco’s Office of Digital Equity and included a cross-section of stakeholders to discuss goals for a citywide digital equity strategy. The next step will be to seek community feedback.

Vice Chair Paz thanked Commissioner Radwan for representing the Immigrant Rights Commission at the summit.

5. Staff Reports

a. Director’s Updates
Director Pon provided an update on planning for the 2020 census. She and OCEIA staff presented to the Board Government Audit and Oversight Committee at its hearing on the census. The Complete Count Committee will be appointed in the next few weeks. OCEIA will also issue a Request for Proposals.

Director Pon provided an update on the next San Francisco Pathways to Citizenship Workshop, which will take place on February 23, 2019 at City College of San Francisco. Commissioners interested in volunteering should call the phone number listed on the flyer. Commissioners may contact OCEIA staff if they have questions.

Director Pon reminded Commissioners that their Statements of Economic Interests (Form 700s) are due every year on April 1. OCEIA staff have emailed the form to Commissioners and provided them with printed copies at today’s meeting. Commissioners must sign the completed form and turn it in to Office Manager Melissa Chan.

b. Adoption of LAO Report (Deputy Director Fernández Sykes)
Vice Chair Paz deferred this item to the next meeting due to lack of quorum.

6. Old Business
(Information/Discussion/Action)
a. Re-authorizing Chair and Vice Chair to Release Statements on Behalf of Commission
Director Pon explained that the Chair and Vice Chair are currently authorized to issue statements on behalf of the Commission on issues consistent with positions the Commission has previously taken. This vote would reauthorize the officers to do so.

Vice Chair Paz deferred the item to the next meeting due to lack of quorum.
