1.0    CALL TO ORDER AND ANNOUNCEMENT

Commission Vice-President Bobbrie Brown called the Wednesday, August 21, 2013 meeting to order at 6:03 p.m. and announced the 3 minute Public Comment time frame as well as the Sunshine Ordinance. 

 

2.0    ROLL CALL AND ANNOUNCEMENT OF SUNSHINE AUDIO RECORDING POLICY

Ms. Carla Vaughn, Commission Secretary called roll at 6:04 p.m.

3.0    CONSENT CALENDAR

Ms. Carla Vaughn, Commission Secretary read the Consent Calendar.

3.1    PROPOSED ACTION

Commissioner Brigette LeBlanc moved to approve the Wednesday, July 24, 2013 Commission meeting minutes.

Commissioner Karen Chung seconded the motion to approve the July 24, 2013 Commission meeting minutes.

The minutes of the Southeast Community Facility Commission meeting of Wednesday, July 24, 2013 were adopted as submitted.

       
4.0    PUBLIC COMMENT IS LIMITED TO 3 MINUTES

There was no public comment.

 
5.0    COMMUNICATION

5.1    CORRESPONDENCE

Ms. Carla Vaughn, Commission Secretary announced the following correspondence:
-SFPUC/SECFC Board Approved Budget FY 2012-13 & FY 2013-14 as requested by our Commissioners.
-Southeast Community Facility Commission By-Laws.
-Thank you letter to July 12 event participants.

 

6.0    ANNOUNCEMENTS

Ms. Carla Vaughn, Commission Secretary announced the following:
-The next meeting of the Southeast Community Facility Commission will be Thursday, September 12, 2013. 
-Residents of 94124 receive FREE vaccines for your dog every 2nd Saturday of every month through December 2013.
-Residents of 94124 can enter SPCA drawing to win a share of $6,500 in prizes.
-Flyer from SF Foliage and LA Tropicals regarding Careers in Horticulture internships and field trips sponsored for Five Keys Charter School.

Health, Housing and Public Safety Advisory Committee, (Chair, Commissioner Bobbrie Brown, Co-Chair, (Vacant), and Community Members <see Commission Secretary for List> Ex-Officio: Commission President Willie B. Kennedy)

SECFC Senior Management Assistant, Francis Starr provided the following report from the August 15th planning meeting as follows:

Donation updates were provided.  The San Francisco Bulls have provided 4 tickets as well as an offer to provide a photo booth with cheer leaders or players for photo ops with the children. We have acquired 2 tickets from Marriott Great America, commitments from CBO’s and government agencies as well as other monetary donations.  Starting in September the planning meetings will take place twice a month.

Director Toye Moses thanked various Commissioners for previous donations and requested all the Commissioners consider donating to the event.  The Health Fair Committee has chosen to honor Barbara Garcia, Director, San Francisco Department of Public Health.  There will be an award given in the name of former Commission President Willie B. Kennedy.    

The next tentatively scheduled meetings of the Health, Housing and Public Safety Advisory Committee will be September 12 & 26, October 3, 10, 17 & 24.  The public is cordially invited to attend.
 
The Health Fair is scheduled for Saturday, October 26 from 10 a.m. to 2 p.m.

Economic Development Advisory Committee (Chair, Commissioner Karen Chung, Co-Chair, Commissioner Al Norman, and Ex-Officio: Commission President Willie B. Kennedy)

No report.

Facility Advisory Committee, (Chair, Commissioner Brigette R. LeBlanc, Co-Chair, Commissioner Al Norman, and Ex-Officio: (Vacant))

Commissioner LeBlanc provided an update from the meeting held on August 20th at the Earl. P. Mills Auditorium.  The meeting provided an opportunity to revisit who runs the auditorium.  HSA operates the building and moving forward an MOU will be created to provide a timeline on the availability of the room for usage by the Southeast Community Facility Commission and the community.

Director Moses thanked Commissioners LeBlanc and Norman for their participation and added the meeting was one of the best he has seen.

 
8.0    PRESIDENT’S REPORT

Commission Vice-President Bobbrie Brown announced she would be providing more items for the Health Fair raffle.

8.1    UPDATE ON THE 9910 STATIONARY ENGINEER INTERN PROGRAM

No report.

 

9.0    STAFF/DIRECTOR REPORT

Director Moses reported staff is busy preparing for the Health Fair as well as responding to inquiries regarding the status of City College and the declining enrollment. 

Dr. Moses thanked the SFPUC for installing the new temporary stage.  Currently there is no ramp however a ramp will be added when the permanent stage is installed and ADA compliance will be met.

 

10.0    SAN FRANCISCO PUBLIC UTILITIES COMMISSION STAFF REPORT & UPDATES

Commissioner LeBlanc had questions regarding the soft opening for the SFPUC construction program at 5 Mellon Circle.

Sam Murray, SFPUC Communications, said the SFPUC wanted to talk to the community about the certification process and future programs.  During construction the vendors/ and or tenants of the greenhouse will park near the plant and security will be provided until construction is completed.

BJ Jones, SFPUC Community Development Specialist, reported the Contractor Assistance Center is open for the contractors and the grand opening will be at a later date.  The Center is located at 5 Mellon Circle, Suite #145.

 

11.0    ONGOING BUSINESS

Commissioner Brigette LeBlanc rescinded her motion to change the monthly Commission meeting schedule from two meetings per month to one meeting per month.

 

12.0    NEW BUSINESS REQUESTS for Future Agenda Items (Discussion and Possible Action)

This item is to allow Commissioner’s & Staff to suggest/introduce agenda items for future consideration)

Commissioner Al Norman requested a letter be forwarded to Mr. Steve Kawa, Mayor’s Chief of Staff regarding the need for new Commissioner’s to be appointed to provide a quorum. 

There was ongoing conversation regarding the need for Commissioner’s to be appointed as soon as possible and questions as to what the response had been from the Mayor’s Office.

Dr. Moses responded that communication had taken place and the response from the Mayor’s Office is that they are working on it.  He said a letter would be provided for Commission Vice-President Bobbrie Brown’s signature.

Commissioner LeBlanc requested a response date be suggested in the letter that is forwarded to the Mayor’s Office.

There was discussion regarding whether or not the Dean of City College should be invited to provide an update to the Commission regarding the status of the accreditation of City College.

Commissioner LeBlanc suggested contacting individuals that had been invited previously, such as Tiffany Bohee, formerly of the Redevelopment Agency which is now known as the Successor Agency Commission.

In the event Ms. Bohee is unavailable Commissioner Norman suggested inviting former SECFC Commissioner Theo Ellington who now sits on the Successor Agency Commission more commonly known as the Commission on Community Investment and Infrastructure.

Commissioner LeBlanc suggested inviting Christine Johnson as well.

Carla Vaughn, Commission Secretary offered to review the list of previously invited presenters and make it available to the Commissioners. 

 

13.0    PUBLIC COMMENT

Siri Datta Khalsa, San Francisco Foliage asked if the Commissioners had regarded the openings on the Commission as an opportunity to develop leadership and what had been done to foster, explore and put forth a slate of candidates of their own choosing instead of waiting for the Mayor’s Office to provide new Commissioners.

Commissioner Norman responded there were candidates who had given resumes to Dr. Moses and they have been submitted to the Mayor’s Office.

There was a brief discussion regarding the process of how Commissioners are appointed.
 

14.0    ADJOURNMENT 
 
The meeting adjourned at 6:41 p.m. and dismissed in silence in the memory of former Commission President Willie B. Kennedy.
