1.0     CALL TO ORDER AND ROLL CALL

 

Chairperson Karen Chung called the Wednesday, December 10, 2014 meeting to order at 6:05 p.m.

 

Acting Commission Secretary LeAnn Prifti, read the Roll Call which was followed by the Mission Statement.

  1.      SUNSHINE ORDINANCE AND AUDIO RECORDING POLICY

 

Acting Commission Secretary LeAnn Prifti read the Sunshine Ordinance and Audio Recording Policy.

 

 

  1.      ADOPTION OF MINUTES

 

3.1      PROPOSED ACTION

 

Commissioner LaVaughn King moved to adopt the commission meeting minutes of Wednesday, November 12, 2014 as submitted.

 

Commissioner Al Norman provided the second for the motion.

 

The minutes of the November 12, 2014 commission meeting were adopted as submitted.

 

Chairperson Karen Chung read the Public Comment rules and invited Public Comment.

 

 

  1.       PUBLIC COMMENT IS LIMITED TO 3 MINUTES

 

Dr. Espanola Jackson provided a Parcel Boundary map to the Commissioners advising she had also provided a copy to Mayor Lee.  The map outlines changes to the parcel boundaries of the Hunters Point Shipyard.  Dr. Jackson advised a section from Parcel A had been added to Parcel B and the Parcel A section has not been properly decontaminated.  She invited the Commissioners to attend a meeting on December 17th at 1050 Gilman (Bret Harte Elementary School) to discuss the Shipyard and the Alice Griffith property which is built on a landfill.

 

Angela Thomas, member of the Wealth and Disparities Committee of SEIU, Local 1021 introduced herself to the Commissioners and advised she will be attending meetings on a regular basis.

 

Rashon Sturdivant, President Student Council, Southeast Campus, City College announced the father of Michael Brown would be speaking at Third Baptist Church on Sunday, December 14 and everyone interested in supporting the family was invited to attend.

  1. CORRESPONDENCE

 

Letter of support to Harlan Kelly, General Manager, San Francisco Public Utilities Commission advocating tenancy in the Southeast Community Facility Commission building for the Nexgenegirls organization.

 

 

  1.     ANNOUNCEMENTS

 

-The Southeast Community Facility building will be closed Thursday, December 11th due to a major storm set to hit the Bay Area late December 10th.  The facility will reopen Friday, December 12th.

-The next meeting of the Southeast Community Facility Commission will be Wednesday January 14, 2015.

-City College/Southeast Campus is collecting toys for children to be distributed at their Christmas Event on Thursday, December 11, from 11 a.m. to 1 p.m.  They are requesting SECFC provide gifts for children ages 2-4 years old.  If you would like to contribute there is a gift box located in the SECFC office.

-The SFPUC Annual Food Drive commenced November 24 and will continue through December 19.  A large red bin is located in the SECFC office for your canned food contributions.

 

Chairperson Chung announced the Global Children’s Foundation would be distributing bicycles to children in the community on January 8th at the Bayview Police Station.  

 

 

7.0   ADVISORY COMMITTEES REPORTS

 

Governance-Facility Advisory Committee, (Interim-Chair, Commissioner Brigette LeBlanc, Commission Member, Commissioner Karen Chung, Commissioner LaVaughn King, Community Members, James Autry, Greg Doxey, Dr. Espanola Jackson,  Siri Datta Khalsa,  Alma Robinson,  Robert Woods)

 

Commissioner Brigette LeBlanc, Interim-Chair provided a summary report from the meeting held on December 5th.  The MOU between the SECFC and the SFPUC was discussed.  Commissioner LeBlanc acknowledged the hard work of the Committee that began the process of working on the draft MOU under the guidance of former Commission Chair Willie B. Kennedy.

 

The next meeting of the Committee will be in January and the issue of community repasts will be addressed at that time. 

 

 

Health, Housing and Public Safety Advisory Committee, (Chair, Commissioner LaVaughn King, Commission Member, Commissioner Janine Greer, Alternate, Commissioner Karen Chung, Community Members, Dan Goldman, Michele Davis, Veronica Shepard, Lyslynn LaCoste, Harrison Parker, Onika Shabazz

 

Commissioner LaVaughn King, Chair of the Health, Housing and Public Safety Advisory Committee announced the 2015 Health Fair would be held on Saturday, October 3rd and the planning meeting dates will be provided soon.

 

 

Economic Development Advisory Committee, (Chair, Al Norman Commission Member, Commissioner Eddy Zheng, Alternate, Commissioner Karen Chung, Community Members, Dan Goldman, Tempe Priestly, Lyslynn LaCoste, ShamannWalton)

 

Commissioner Al Norman announced meetings to plan the 2015 Job Fair would be provided after the 1st of the year.

 

 

8.0   PRESENTATION

 

Chairperson Karen Chung introduced Karen Huggins, President, Holly Courts Resident Council and CEO, San Francisco Tenants Union.

 

Ms. Huggins requested adding Resident Management of Public Housing Training to the City College/Southeast Campus curriculum.  She reported the San Francisco Housing Authority is going through a transition in a Rental Assistance Demonstration Program (RAD) which sells and privatizes public housing buildings to non-profits and for-profit organizations.  The residents are requesting to become a part of the RAD process.

 

Ms. Huggins requested on behalf of the public housing residents that City College/Southeast Campus offer the curriculum for the Certification of Property Managers for Public Housing (PHM) as well as a letter from the Commission to the Mayor requesting money be diverted from the Mayor’s Office of Housing and SF HOPE to be put in an account to offer scholarships and stipends to residents of the San Francisco Housing Authority to take the appropriate classes at City College/Southeast Campus.

 

Ms. Huggins said training is important in any organization and this has been reiterated by community leaders in the past as a key to the success of their organizations.  Although residents bring a wide range of skills to resident management, many need training in the basic business and management skills that are crucial for running a housing development effectively.  Residents desire leadership training and training in the nuts and bolts of managing a public housing development.  While some of the pioneering resident management groups have proven that residents can teach themselves what they need to know to make resident management succeed, residents could function in these positions more effectively and sooner if more training were provided in areas such as property management, community organizing, financial management and organizational development.

 

Ms. Huggins provided hand-outs displaying the 118 units of the Holly Courts Community.  The hand-outs also provided information regarding surveys that were completed with the residents.  Of the current 118 units, 62 surveys have been completed.  The results showed 21 households that are looking for work, 22 households that have offered to help within the community, 10 households with children attending local schools, 5 households that need translation services, 16 households that are actively involved in a fitness program, 18 households involved in afterschool programs and 15 households requiring senior services.

 

Ms. Huggins provided a summary of her experience as a resident manager at Alice Griffith before the program was dropped by the SF Housing Authority. The money earmarked for resident manager training was diverted to The Mayor’s Office of Housing and SF HOPE.

 

Chairperson Chung thanked Ms. Huggins for her presentation and said the issue would be placed on a future agenda for discussion.

 

Commissioner Zheng suggested Ms. Huggins engage the City College Dean regarding programming to include Resident Management of Public Housing Training.

 

Commissioner King said funds were mismanaged and after the hiring of Mr. Davis things began to change.  She thanked Ms. Huggins for her presentation.

 

Public comment followed with closing comments by Dr. Espanola Jackson, community activist who stated the programs started in the community were taken to City Hall by Dwayne Jones.

 

An unidentified female speaker commented regarding gentrification. 

 

                                    

9.0       ITEMS FOR DISCUSSION

 

Commissioner Zheng led a discussion regarding the possibility of hosting a community event to celebrate the resiliency of the community in partnership with the SFPUC, possibly an Open House in the New Year.

 

Commissioner LeBlanc reminded the Commissioners they had decided to look at the month of January for this event.

 

Commissioner King announced turkeys would be provided to the community on December 17th at Olivet Baptist Church.

 

Commissioner Zheng suggested there should be a subcommittee meeting to discuss the possible dates available for this event.

 

Dr. Moses suggested creating an Ad-Hoc committee to plan the event.

 

Commissioner LeBlanc asked staff to follow up with the Commissioners to make sure there was representation from the Commission.

 

Commissioner King said Veronica Shepard was involved as well as Commissioner Zheng.

 

Commissioner Zheng and Commissioner King made it clear the invitation was for volunteers to assist with the giveaway.

 

Commissioner Zheng volunteered to help and suggested the SFPUC Facility Manager volunteer as well.

 

Commissioner King volunteered to be a back-up volunteer.

 

 

10.0    CHAIRPERSON’S REPORT

 

Chairperson Chung reported on the success of the 2014 Health and Job Fairs and wished everyone Happy Holidays.

 

 

  1. STAFF/DIRECTOR REPORT

 

Dr. Toye Moses, Executive Director said the Mayor was pleased with the progress of the Commission.  The resource directory is being updated and the 7th annual SECFC Directory will be available by June.  Much time has been spent working on the MOU.

 

  1. SAN FRANCISCO PUBLIC UTILITIES COMMISSION STAFF REPORT & GENERAL UPDATE

 

Ms. Renee Willette, Special Projects Manager, External walked the Commission through a brief summary of the Memorandum of Understanding between the SECFC and the SFPUC.  The work has been a collaborative effort and the common goal has been to define and formalize the roles and responsibilities of the respective organizations pertaining to the operations and programming at the SECF and the adjacent greenhouses located at 1150 Phelps Avenue.

 

Ms. Willette summarized the most recent changes to the MOU.

 

Ms. Willette read the following paragraph from the document which captures the spirit and hope of the shared document:

 

“Building off our shared history, the SECFC and the SFPUC commit to continue working together with a spirit of mutual cooperation.  We believe this partnership will best serve the needs of residents living in the Bayview Hunters Point Neighborhood, will maximize community and resident use of the Facility and adjacent Greenhouses and will ensure proper care and maintenance of both the Facility and Greenhouses.  As a result, the SFPUC and the SECFC desire to memorialize the following agreed upon provisions relative to the operations and programming at the Facility and adjacent Greenhouses.”

 

A section by section walk-through of the document was provided as follows:

 

  1. Recognition of Mission, Vision and Purpose
  2. Understanding the Needs of the Bayview Hunters Point Neighborhood
  3. Developing Guidance for Use of the Facility and Greenhouses

 

Ms. Willette read Item v. of Section III as follows:

 

“To clarify costs of operating the facility, the SFPUC will provide an annual SECF and Greenhouse expenditure and revenue report to the SECF Commission.  This report will include all rental revenue received by the lessees, as well as all costs associated with staffing the building and commission, maintenance, security and utility usage.  A representative from the SFPUC General Manager’s Office shall provide this initial report to the SECF Commission within two months of the signing of this Memorandum of Understanding.”

  2. Review and Modify Staffing Plan to Ensure Performance Goals are Achieved for the SECF Building and Commission

  4. Term of the Agreement

 

There were comments from Commissioners Eddy Zheng and Karen Chung who thanked Ms. Willette for including and addressing the items the community had raised.

 

Andrea Tacdol, SFPUC Southeast Community Engagement Coordinator & SECF Building Manager, provided a general update and announced the building would be closed on December 11th due to the severe storm warning.  Ms. Tacdol reported there were ongoing problems with the elevator, boiler, water leaks, etc.  There will be a renovations process and these issues will be dealt with at that time.

 

Tenant meetings are ongoing and the tenants are kept abreast of the building maintenance status.

 

In the coming month the repast event security issue will be addressed and   recommendations that have been compiled will be discussed with the SECFC.

Ms. Tacdol requested the item be placed on the agenda of an upcoming meeting.

 

Ms. Tacdol reported there is continued collaboration with the Mayor’s Office regarding the possibility of bringing a tech organization to the Bayview to provide training to the community.  There are plans for community events such as a youth mixer and an adult senior coffee hour.

 

Dr. Espanola Jackson, community activist commented regarding the original purpose of the college/facility and the use of the funds provided by the tenant leases.

 

Alma Robinson, Director, California Lawyers for the Arts, Bayview resident and community member of the Governance-Facility Advisory Committee spoke regarding beginning the work of establishing the MOU.

 

The MOU began with Commissioner Willie B. Kennedy two years ago and would have the SECF function as an independent body with the SFPUC fulfilling the fiduciary responsibility to fulfill the mitigation measures.

 

In 1996 the City Charter amendment and Mayoral action established the SFPUC’s jurisdiction over the San Francisco Clean Water Program and responsibility for operating, overseeing and maintaining the greenhouses and the SECF.

 

The SFPUC receives guidance on community needs and programming options for the facility and greenhouses from the Southeast Community Facility Commission, a community advisory board appointed by the Mayor.

 

Ms. Robinson encouraged the Commission to accept the opportunity to be a part of a bigger agency that has a lot of resources and move forward.

 

Rashon Sturdivant, President of Student Council at City College/Southeast Campus spoke regarding the need to work together and not forget the College was here first.

 

Karen Huggins, President Holly Courts Resident Council, suggested tabling the MOU until more information regarding the College was available.

 

Ms. A. Fernandez Smith, SFPUC, Director, Community Benefits Program, spoke in support of the MOU and noted the City College/Southeast Campus was an intricate part of the MOU collaboration.

 

 

  1. PROPOSED ACTION:

 

Commissioner Brigette LeBlanc moved to approve the draft MOU between the SECFC and the SFPUC that will define and formalize the roles and responsibilities of the respective organizations pertaining to the operations and programming at the Southeast Community Facility and the adjacent greenhouses located at 1150 Phelps Street.

 

Commissioner Eddy Zheng provided the second for the motion.

Commissioner Brigette LeBlanc requested the necessary signatures be provided so the MOU could be forwarded to Harlan Kelly, SFPUC, General Manager.

 

       

  1. NEW BUSINESS REQUESTS for Future Agenda Items

 

Commissioner LaVaughn King requested a letter of invitation to Ken Mitchell of TURF on behalf of the Jr. 49’s to provide a report regarding their fundraising activities and their overall experience in participating in the playoffs in Florida.  She added she would like to see a billboard in the community of the team as well as Old Skool Café.  Commissioner King also requested a billboard to honor Lynn Westry, the first member of the city’s Crisis Response Team, (Department of Public Health) who helps families cope with the trauma of violent death.

 

Commissioner Eddy Zheng requested a Statement in support of the individuals advocating for justice and more oversight of the Police Department.

 

 

PUBLIC COMMENT

 

Alma Robinson, Director, California Lawyers for the Arts, reminded the Commission of the youth development program provided through her organization which recruits youth and places them in arts internships.  Recruitment for next summer is beginning.  This is a paid summer internship.  Last year two students were subjected to police harassment.  The youth made a 16 minute video about this experience and some police have viewed it and feel it should be a part of the police academy training.  The Commission is invited to view the video and show it at a future Commission meeting.  The program is funded by DCYF (Department of Children, Youth and Families) and the video will be forwarding it to all of their groups because it has tips regarding how to behave when the police stop you and clearly this is a survival issue.

 

Commissioner LeBlanc requested the meeting close in memory of The Honorable Willie B. Kennedy, former President of the Commission, elected member of the San Francisco Board of Supervisors who is dearly missed and all of the past Commissioners for their hard work and never ending belief in the Community.
