1.0      CALL TO ORDER

Chairperson Karen Chung called the Wednesday, May 14, 2014 meeting to order at 6:04 p.m.

 

Ms. Carla Vaughn, Commission Secretary read the Mission Statement and announced the Sunshine Ordinance rule at 6:05 p.m.

 

 

2.0       ROLL CALL AND ANNOUNCEMENT OF SUNSHINE AUDIO RECORDING POLICY

Ms. Carla Vaughn, Commission Secretary called roll at 6:06 p.m.

3.0     CONSENT CALENDAR

Ms. Carla Vaughn, Commission Secretary read the Consent Calendar.

 

3.1      PROPOSED ACTION

Commissioner LaVaughn King moved to adopt the commission meeting minutes of Wednesday, April 23, 2014 as submitted.

 

Commissioner Al Norman provided the second for the motion.

 

The minutes of the April 23, 2014 meeting were adopted.

 

 

4.0      PUBLIC COMMENT IS LIMITED TO 3 MINUTES

Dr. Espanola Jackson, community member commented regarding the invitation to Art Tyler, Chancellor, City College of San Francisco and noted she was happy to see the City College signage.

 

Carla Vaughn, Commission Secretary provided an update and advised the invitation had been forwarded and to date there was no response from the Chancellor’s office.

5.1       CORRESPONDENCE

Letter of invitation to Barbara Garcia, Executive Director, Department of Public Health and Ms. Belle Taylor-McGhee, Commission, Health Commission to provide an update on the healthcare disparities found in the Bayview community.

 

Letter of invitation to Barbara Smith, Interim Executive Director, San Francisco Housing Authority, to provide an update regarding housing concerns related to the Bayview community, specifically with regard to “Public Housing”.

 

 

6.0        ANNOUNCEMENTS

-The next meeting of the Southeast Community Facility Commission will be Wednesday May 28, 2014.

-The 2014 Job Fair will be held on Wednesday, May 21st in the Alex Pitcher, Jr. Community Room.

-The 2014 SECFC Retreat will be held on Wednesday, June 18th in the Alex Pitcher, Jr. Community Room.

-The 2014 Southeast Community Facility Commission Annual Health Fair will be held on Saturday, October 4th in the Alex Pitcher, Jr. Community Room from 10:00 a.m. to 2:00 p.m.

 

 

7.0        ADVISORY COMMITTEES REPORTS

Health, Housing and Public Safety Advisory Committee, (Chair, Commissioner LaVaughn King, Commission Member, Commissioner Janine Greer, Alternate, Commissioner Karen Chung, Community Members, Dan Goldman, Michele Davis, Veronica Shepard, Lyslynn LaCoste, Harrison Parker, Onika Shabazz

 

Commissioner LaVaughn King, Chair, Health, Housing and Public Safety Advisory Committee provided a brief summary of the committee meeting held on Monday, May 12th.  Dr. Cesar Churchwell has agreed to bring a van to the Health Fair to provide dental screenings.  Also in attendance were Roxanne and Brian Yang who offer free medical and dental services to children and seniors.

There were many good ideas offered by Ms. Onika Shabazz, Dan Goldman and others.  For the full report please contact the Commission Secretary.  You are invited to attend the next committee meeting scheduled for Monday, June 9th.  The 2014 Annual Health Fair will be held on Saturday, October 4th from 10 a.m. to 2 p.m.

 

 

Public Comment

Dr. Espanola Jackson, community activist announced the Health Department received $15 million dollars earmarked for Bayview Hunters Point.  She requested an update from Ms. Barbara Garcia of the Health Department.  Dr. Jackson also requested a health and safety report for the super fund site where housing is being proposed on Bayshore Boulevard.

 

Economic Development Advisory Committee, (Chair, (Vacant), Commission Member, Commissioner Eddy Zheng, Alternate, Commissioner Karen Chung, Community Members, Dan Goldman, Tempe Priestly, Lyslynn LaCoste, ShamannWalton)

 

Commissioner Al Norman, Chair of the Economic Development Advisory Committee provided a brief report from the Tuesday, May 13th meeting.  There will be one more committee meeting before the Job/Career Fair which is scheduled for May 21st and Commissioner said he hoped everyone would attend.

Outreach and Diversity Advisory Committee, (Chair, Commissioner Eddy Zheng, Commission Member, Commissioner LaVaughn King, Alternate, Commissioner Bobbrie Brown, Community Members, Lance Burton, Gina Fromer, Barbara Ockel, Pastor Carl Alexander)

 

Commissioner Eddy Zheng, Chair of the Outreach and Diversity Advisory Committee reported the committee met on May 8th and discussed providing the Commission meeting calendar to various media outlets.  KQED channel 9 and radio station KBLX are possible outlets.  Commissioner King has provided outreach to the faith based community and there was a discussion to request monetary support from the SFPUC to sponsor a poster contest to represent the Commission.  There was some discussion with Lance Burton owner of Planet Fillmore to create a 30 second PSA for radio station KPOO.  There was discussion regarding the possibility collaborating with BayCat and Planet Fillmore.  A meet and greet event was suggested for Commissioners and staff to meet the community.  The committee is interested in sponsoring a multi-cultural event.  Commissioner King suggested “Tea Around The World” as a possible title.  Following are three action items that were raised at the committee meeting.

 

1) Purge the current email list to provide the most updated information as well as the regular mail.

 

2)  Invite Tyrone Jue, SFPUC Communications Department to advise the Commission of the efforts of his department to reach out to the community on behalf of the SFPUC and the possible implementation of those same efforts by SECFC staff to engage the community.

 

3)  Create a newsletter for the Commission to provide information to the community such as the upcoming Job Fair.  The next committee meeting will be held on Thursday, June 12th.

 

 

Public Comment

Dr. Espanola Jackson, community activist, stated she attended a recent SFPUC budget meeting and no reference was made to the funds that the SFPUC receives from tenants.  Dr. Jackson advised that she presented a $1 million dollar budget to the SFPUC because the SECFC does not have enough staff to do what needs to be done.  Dr. Jackson said the community needs its own media center.

 

 

8.0    PRESENTER

Chairperson Karen Chung announced Mr. Ron Batiste, Chairman & CEO, Eagle Construction, Inc. the scheduled presenter, was unable to attend.

 

Carla Vaughn, Commission Secretary confirmed receiving a call from Mr. Batiste with his heartfelt apology to the Commission and he has offered to provide the presentation at a future meeting.

 

 

Public Comment

Dr. Espanola Jackson, community activist, said she was interested in the presentation and she wondered whether or not the ECON project was located on Jennings Street.  Dr. Jackson suggested the Commissioners access information on their computers regarding Heron’s Head Park and also Toxic City to become more informed regarding the issue.

 

 

9.0       CHAIRPERSON’S REPORT

Chairperson Chung reminded the Commissioners the 2014 Job Fair will be held on May 21st and she encouraged everyone to attend.  

              

10.0     STAFF/DIRECTOR REPORT

Dr. Toye Moses, SECFC Executive Director said staff is working closely with the tenants and the SFPUC to make sure everything is going well. The SFPUC newsletter with pictures of the Commissioners was provided.  Meetings with the retreat facilitators have taken place and plans are moving forward for a successful retreat.  Dr. Moses invited the Commissioners to use the city website to access the Good Governance Guide.

 

Mr. Francis Starr, Management Assistant, provided information regarding the upcoming Job/Career Fair and noted the collaboration between the SECFC and SFPUC staff.  An update was provided regarding the framing and mounting of the Commissioners photos in the Alex Pitcher, Jr. Community room.

 

Public Comment

Dr. Espanola Jackson, community activist, requested the SECFC be added to the Good Governance Guide which currently recognizes boards and commissions in the City government, but does not mention the SECFC. 

 

10.1     SAN FRANCISCO PUBLIC UTILITIES COMMISSION STAFF REPORT & GENERAL UPDATE

Sam Murray, SFPUC Interim Facility Manager/Community Outreach Liaison, provided updates on several events.  After introducing Andre Torrey, SFPUC staff, Mr. Murray reported the SFPUC has initiated an after school program entitled Youth Sprout which allows 9th and 10th graders to earn money while creating brochures and learning how to advertise various businesses.  Project Pull another SFPUC summer program was created by General Manager Harlan Kelly, Jr. prior to his appointment as General Manager.  This program has existed for a while and is highly successful.  Applicants have been accepted for the program throughout the City and a report will be provided in the future to advise how many candidates are from this community.  Regarding the Job/Career Fair parking permits for the vendors have been received.  Mr. Murray noted he was looking forward to the Health Fair.  In closing, he reported that Career Day at Thurgood Marshall was successful and he thanked the Commissioners and Dr. Moses for their participation.

 

Public Comment

Dr. Espanola Jackson, community activist, commented regarding her grandson who attends Abraham Lincoln High School.  She requested the inclusion of Abraham Lincoln H.S. in future events for youth. 

Sam Murray, SFPUC Interim Facility Manager/Community Outreach Liaison, noted Abraham Lincoln H.S. and Washington H.S. are already a part of the outreach efforts to students. 

 

In closing, Mr. Murray announced a new Workforce Development Program where 22 individuals from the community are meeting to discuss activities at the Southeast Treatment Plant.

12.0    NEW BUSINESS REQUESTS

Commissioner Eddy Zheng requested sending a letter of invitation to Tyrone Jue, SFPUC Director of Communications.

  

Commissioner Eddy Zheng requested a discussion regarding providing the commission minutes verbatim.

 

Commissioner Eddy Zheng requested a discussion regarding the opportunity to broadcast on SFGovTV to highlight the community.

 

Commissioner Eddy Zheng requested a discussion regarding the Commissioners ability to acquire an email address specific to the Southeast Community Facility Commission.

 

Commissioner LaVaughn King announced her participation in a task force with the Mayor and other city officials regarding homelessness in San Francisco.  A peer program will be implemented and individuals are encouraged to receive training at City College to receive a certificate as a Community Health Worker, Post-Prison Health Worker or Youth Worker.  Applications are now available through City College.  In closing, Commissioner King invited everyone to attend The Healing Circle.  

 

A discussion continued with Commissioner LeBlanc, Attorney John Roddy and Commissioner Zheng regarding procedural issues.
