Hearing Schedule

Draft Schedule for Hearings at Planning Commission: This draft calendar gives notice that the Planning Commission will be hearing the Market & Octavia Plan on the following dates as part of a time-specific calendar to be set in advance. Be advised that due to the nature of the public hearings, the Commission may continue any particular hearing item and/or may discuss aspects of any of the related topic matters at any time. This series of hearings would culminate in adoption actions no sooner than December 7th, 2006. Commission Packet for Initiation Hearing 9-28-06

Below are links to components of the Planning Commission package for the hearing initiating General Plan and Planning Code amendments pursuant to the Market & Octavia Plan. Although the initiation action is only to select a date to hold the first hearing on the Plan, the package contains the staff drafts of virtually all the necessary adoption documents and related background materials. This advance release allows several weeks for public review prior to the initial hearings on the Plan (first one no sooner than October 26th). Please note that environmental review documents will be distributed together as a separate package with the Comments and Responses book on or before September 28th.

Market & Octavia Plan Adoption

The Plan is going to the Planning Commission
After more than six years of hard work by residents, businesses, and other community members with the Planning Department, the Market and Octavia Plan is entering the adoption phase. The Planning Commission will start the adoption process with an informational presentation by staff on Thursday, September 7th. The Planning Commission will hold the Initiation hearing on September 28 followed by the first hearing on Plan adoption proposed for October 26 at which point the Commission may consider adoption of the Plan. Each hearing will offer opportunity for public comment.The hearings are anticipated to coincide with release of the lastenvironmental review document, called "Comments & Responses".

Recent Work on the Plan
The Planning Department held pre-adoption community meetings on the Plan in May and began the related area-wide Market and Octavia Historic Resource Survey in August.Since then, the Planning Department has continued outreach, refined the plan and developed procedures to support the community plan. As required by the Planning Code, the Plan will be initiated (prior to adoption) at the second hearing in September so that proper legal notice can be provided to interested parties. The Initiation Packet (hotlink to appropriate materials below) will unveil a comprehensive Public Benefits Program that identifies community improvements necessary to accommodate growth and maintain and improve community character.

What is the Plan?
This Market & Octavia Plan is the result of over six years of community planning as part of the Better Neighborhoods Program. With the Better Neighborhoods Program, the City is investing in the Market and Octavia area's potential as a vibrant, urban neighborhood, an essential part of the city. The Plan outlines a bold new vision for the area that aims to provide housing in response to human needs, offers people choice in how they get around, builds a "whole" neighborhood around a public realm of the highest quality, and articulates a full range of services and amenities close to where people live and work.

The plan proposes a comprehensive set of streetscape and open space improvements, new design guidelines, an implementation program, including new zoning controls and an unprecedented public benefit package complete with a funding plan to ensure that the ideas get built.

The Historic Survey is getting off the ground with a team headed by Page & Turnbull. There will be more outreach and volunteering opportunities for both archival research and the contribution of personal memoirs so that we may learn local history from both books and brains. Planning Commission Briefing and Community Comments
On March 20th, 2003 the Planning Commission heard a staff update of the Market & Octavia Community Plan and they listened to over an hour of community feedback. To see a synopsis of the community comments, review the minutes of the Commission.

Community Response to the Draft Plan Workshop
Over 75 people came to our January 28th workshop to comment on the draft plan. Click here to see a transcript of the open mic comments. Also be sure to check out the wealth of written comments we have received.

Walking Tours of the Market & Octavia Neighborhood
On January 12th and 18th, 2003, Planning Department staff led guided tours of the plan area and highlighted changes the draft plan seeks to promote.

Neighborhood Open Office Hours
Staff set up a temporary office in the First Baptist Church from 4-7 pm on January 9th, 14th, and 21st of 2003 to discuss the plan and answer questions from the public in a one on one forum.

Public Review Draft Release
The Planning Department was pleased to host a reception on December 17th, 2002 at the SF LGBT Center to present the first Public Review Draft of the Market & Octavia Neighborhood Plan.
