SOUTHEAST COMMUNITY FACILITY COMMISSION

This meeting was held by Teleconference Pursuant to the Governor’s Executive Order N-29-

20 and the Twelfth Supplement to Mayoral Proclamation Declaring the Existence of a Local

Emergency Dated February 25, 2020

 

1.  Call to Order and Roll Call:  Chair Gina Fromer, called the meeting to order at 6:01 P.M.

2.  Adoption of renewed findings under State Urgency Legislation to continue remote meetings during the COVID-19 Emergency and direct the Commission Secretary to agendize a similar resolution at a Commission meeting within the next 30 days.

6.  Report of the Chair:  (discussion only)

Chair Fromer announced an invitation has been forwarded to Dennis Herrera, General Manager of the San Francisco Public Utilities Commission.  We have also invited David Martin, Chancellor of City College to provide an update regarding the intention of City College to provide the educational component at the new Center.  Chair Fromer reported there has been no response from City College at this time and Director Pharr has escalated the request to leadership.

Chair Fromer reported the Tenant Solicitation RFP was released and reminded the Commissioners to share the information widely with their networks and to direct any questions to the Real Estate Department.

Chair Fromer acknowledged the ongoing work at 1800 Oakdale in response to COVID-19 and said she was proud of the work that was being done.

Chair Fromer reported the Commissioners participated in a photo opportunity with the Mayor and copies of the photos would be provided.

Director Pharr added the photos were in celebration of Black History Month, Women’s History Month, and Lunar New Year.

7.  Presentation: SECC Public Art Update:

(Jackie von Treskow, Project Manager/Civic Art Collection and Public Art Program, SF Arts Commission)

(Tina Wiley, Graphic Designer, SF Arts Commission)

Blair Randall introduced staff from the SF Arts Commission who provided an update on the art commissioned specifically for the new Center at 1550 Evans.  He reported the SFPUC worked closely with the Arts Commission, the Southeast Community Facility Commission, and community stakeholders for the past five years.  The artwork provided is funded by the SFPUC in compliance with the City’s art ordinance.

Ms. von Treskow provided updates as follows:

Philip Hua – (Big Six Founders completed and ready for installation) Main Lobby

Kenyatta A.C. Hinkle – (Hand-painted canvases of community) Alex Pitcher Pavilion

Multiple Artists – (2-Dimensional Artwork Program over 30 artists from Bayview Artist Registry-artwork has been acquired and is being framed for installation) 2nd and 3rd Floor

Mildred Howard – (Landmark sculpture – assembly ongoing) Entrance Plaza

Ms. von Treskow reported Ms. Howard is developing an engagement program offering members of the community an opportunity for professional development and skill building.  Ms. Howard is collaborating with First Exposures, an artist non-profit organization based in the Dog-Patch neighborhood.  This organization works with youth throughout San Francisco and have provided a six-week mentorship program in fine art photography in collaboration with Ms. Howard.  Eight residents were chosen to participate in the mentorship and residency program.  Some were from Bayview Hunters Point and joined with residents of the Tenderloin and outer Sunset neighborhoods to develop portfolios of photographs reflecting their experience of their communities.  This program provided an astounding body of work and some of it will be displayed as part of the Center’s 2-dimensional artwork collection.

Ms. von Treskow announced 40 kiosks will be installed throughout downtown San Francisco and surrounding neighborhoods to display artwork from the project and to announce the opening of the Center this summer.  She introduced Ms. Tina Wiley, graphic designer who provided information regarding the process of developing the poster designs that will be installed next month and will be showcased through June.

Ms. Wiley reported she researched the program values of the Center to develop the poster designs and landed on the community value that we are all a reflection of each other and connected to support each other.  Colors of the Pan African flag were highlighted, and the photos selected show the diverse representation of all San Franciscans.  Each poster will provide information regarding where the artwork can be viewed and will announce the opening of the Center toward the end of the summer.

Ms. von Treskow said the eight young artists whose work is featured were very excited to have their work exposed in this exhibition and she thanked the SECF and SFPUC staff.     

Questions and Comments from Commissioners:

The Commissioners thanked Ms. von Treskow for the presentation and said they would like to be notified of any future opportunities for District 10 residents to highlight their artistic skills.

  • Blair Randall responded the goal has been to have a rotating exhibition space that will provide the opportunity to launch additional public art.

The Commissioners advised they were impressed with the presentation and the artwork would make the Center a destination spot.  They also suggested providing educational materials for students to understand the significance of the artwork.

  • Ms. von Treskow responded she would be happy to work on some educational programming.

The Commissioners thanked Ms. Wiley for creating posters that reflected the diversity of the community.

Director Pharr noted it was a pleasure to work with Mr. Randall, Ms. von Treskow, and Ms. Wiley.

8.  Committee Reports: (discussion only)

a.  Community Programs Advisory Committee (Murphy)

Commissioner Murphy reported from the March 14 meeting where a presentation was provided regarding the Tenant Partner Solicitation.  Commissioners and Community Committee members were reminded to direct all questions to the Real Estate Services Department to ensure there were no conflicts of interest.  Future agenda items will consist of Program Development and Design for 1550 Evans, Secondary Land Use, and the Business Plan.

 

b.  Facility and Design Advisory Committee (Sanchez)

Commissioner Sanchez, Vice-Chair reported from the March 10 meeting which included the Tenant Partner Solicitation, an update on the Access Lending Program, and the Secondary Land Use Program.  The Access Lending Program is a technology program that will loan laptops to community members to work on personal or professional projects.  The Commission will partner with the Office of Digital Equity to administer this program and an RFP should be available in early to mid-April.

Regarding the Secondary Land Use Program, it was noted there is an opportunity to provide a temporary use for the land designated for the educational building.  Commissioner Sanchez reported this is not meant to replace the original plan but to utilize the existing space with an open court or pavilion until the space is activated as an educational building.

Chair Fromer thanked the Commissioners for their reports and Director Pharr noted there is room on the subcommittees for more participation.  She said this was a great opportunity for young people to become more engaged in public service and invited anyone with recommendations to provide them to staff.

Questions and Comments from Commissioners:

Commissioner Tran asked if any dance groups had expressed interest in using space at the new Center?

  • Director Pharr responded there is an opportunity for dance groups and groups with other forms of artistic expression to use the space.  She advised the recently available RFP could also be shared with them and they should be directed to the Real Estate Department if they had questions.  Groups could also be engaged through the reservation system when it becomes available.

9.  SECF Director’s Report: (discussion only)

Director Pharr reported construction at the new Center is ongoing and we are expecting to open at the end of August and if there are any changes to that projection, we will let you know.  She noted we continue to have issues with PG&E, but we hope to have the energy station up and running soon.

Director Pharr announced a tour of the Headworks Project was planned for next week.

Kristen Webb confirmed the tour was set for Thursday, March 31st and she advised she was also working on providing answers regarding the air quality around the local schools.

 

Questions and Comments from Commissioners:

There was a brief discussion regarding the upcoming tour of the Headworks Project, and it was noted some Commissioners had already toured the project.

Director Pharr said there would be an opportunity to tour 1550 Evans again and she reminded the Commissioners that if they are affiliated with any organizations that will be applying for space at the new Center, they must recuse themselves and declare any conflicts of interest.  She said Nicholas Whipps, City Attorney is available to answer questions.

Director Pharr reported there will be a pre-submittal conference on April 13.  She also reported a successful ZOOM meeting with Mo of Hungry Kitchens who is energized and ready to start serving great food in the new Center Café.  She said he is excited about local hiring and expanding services to provide healthy cooking classes and other opportunities to make if more than just a for-profit café.

Regarding 1800 Oakdale the Director reported it will remain closed until we open the new Center.  Reservations are not available, and space is not being rented at 1800 Oakdale.  COVID -19 support is ongoing, and Wu-Yee and Five Keys remain in place as critical services. 

Director Pharr said 102 vaccinations were administered within the last 30 days for an overall total of more than 10,300.  The vaccination center is currently serving children ages 5 and up with no appointment necessary.

10. Future Agenda Items:

Chair Fromer requested an agenda item to discuss how the Commission and Committee meetings are advertised.

Chair Fromer suggested inviting the new Director of the Bayview Opera House to address the Commission.

11. Announcements:

Director Pharr announced she would be on vacation and any questions or concerns should be forwarded to Larry Berry, Deputy Director.

Commissioner Posey announced his participation in a Peace Rally in the Fillmore District and said he would improve his efforts to provide information to the Commissioners prior to community events.  He noted that he was honored to be a part of the Commission and hoped that his participation would inspire young people to get involved with Community work.  He reported a recent incidence of violence in the Fillmore District and said he would be traveling throughout the City on a Peace Tour to encourage others to participate more and take ownership of their communities.

Commissioner Tran said we should connect with the Bayview Opera House because they have good programs for the community.

Chair Fromer suggested reaching out to Dee Hillman, President of the Board of the Bayview Opera House.

Commissioner Murphy noted that “Afatasi the Artist” one of the artists featured in the Artwork Program is an Afro-Polynesian conceptual artist and Commissioner Posey shared she is a member of the For Us-by-Us organization as well.  He also proudly shared his Afro-Samoan heritage.
