SOUTHEAST COMMUNITY FACILITY COMMISSION
Facility and Design Advisory Committee
Thursday, March 11, 2021
4:00 p.m. to 6:00 p.m.
This was held by Teleconference Pursuant to the Governor’s Executive Order N-29-20 and the Twelfth Supplement to Mayoral Proclamation Declaring the Existence of a Local Emergency Dated February 25, 2020.
During the Coronavirus Disease (COVID-19) emergency, the Southeast Community Facility Commission’s (SECFC) Facility and Design Advisory Committee regular meeting room, 1800 Oakdale Avenue, is closed. Commissioners and SECFC staff will convene Committee meetings remotely by teleconference.
1. Call to Order: The meeting was called to order at 4:06 p.m.
2. Roll Call:

4. Approval of the Minutes of the February 11, 2021 Virtual Meeting: Approved with Corrections to Item #6b

5. Presentation Discussion and Updates:
(a) Bayview Masterplan for Instruction, a discussion on current and planned course offerings, and an update on District 10 campuses, specifically the 1550 Evans Education Building, which would be a CCSF/SFPUC partnership. (Al-Amin)

This item was moved forward to the March 24th full Commission meeting per a request from Torrance Bynum, Dean of CCSF.
(b) San Francisco Downtown Congestion Pricing Study (Hiatt)
Rachel Hiatt, Asst. Deputy Director Planning provided a presentation regarding the San Francisco Downtown Congestion Study. After a lengthy discussion it was determined that due to the pandemic the previous plans for a congestion study would be postponed because the economy was different now and not as many vehicles were traveling into the downtown area. The study will be postponed until next year.
(c) Discussion to consider and possible action on proposing a name for the new Community Center located at 1550 Evans. (Berry)
Larry Berry, Coordinator of Citizen Involvement, SECF/EA/SFPUC led a discussion to propose a name for the new center at 1550 Evans. The names of the members of the naming committee were introduced along with the process that was used to garner suggestions from the community. The top three names were as follows:
1. Center for Southeast Unity
2. 15Fifty / The Southeast Legacy
3. Southeast Community Center, A Cultural Legacy
The Community expressed overwhelmingly they did not want to name the center after an individual, however, there will be other areas on the property where important stakeholders in the community can be honored. As an example, the Alex Pitcher Jr. Community room at 1800 Oakdale is named in honor of Alex Pitcher Jr. and is not the name of the facility itself. Again, it was pointed out that there will be many opportunities to honor community members at the new center. There will be an amphitheater, several gardens, and multi-use rooms that can be named after individuals.
Director Rogers-Pharr informed the committee that there was a fourth option considered by the Community Programs Advisory Committee who had received the same presentation. That option is:

Community Committee Member Comments:
Linda Richardson recommended “Bayview” be included in the name for branding purposes and to emphasize the area in which the center is located. The following name was recommended:
• Bayview Southeast Community Center, A Cultural Legacy
Commissioner Comments:
Commissioner Satele agreed with the addition of “Bayview” to the name.
Director Rogers-Pharr noted the mitigation agreement makes it clear the intention of the space is to serve the Southeast Sector of the community. She reminded the committee there were four choices and she suggested the names be ranked.
Committee Member Linda Richardson said certain neighborhoods in the Southeast do not want to be labeled as such and with new neighborhoods coming in all the time if the Bayview is not coined someone else may come along and coin it.
Vice-Chair Sanchez said keeping the same name would provide reassurance to the community.
Community Member Stephen Tiell advised he never heard anyone refer to the community as Southeast, only Bayview or Bayview Hunter’s Point. (He left the meeting at 5:08)
There was a motion to move forward with the following name:
Bayview Southeast Community Center, A Cultural Legacy
Moved: Richardson Second: Satele
Public Comment:
Daniel Kim said the inclusion of “A Cultural Legacy” made the name too long but he was in favor of Bayview Southeast Community Center.
Vice-Chair Sanchez called for a vote:
Ayes: Richardson, Satele, Chung
Opposed: Sanchez
Bayview Southeast Community Center, A Cultural Legacy is forwarded to the full Commission for consideration.
Staff provided the timeline for the next steps as follows:
• Recommendations will go to the Southeast Community Facility Commission for adoption.
• SFPUC leadership will be notified.
• Results will be shared with community through outreach.
• Branding and logo development will begin.
Committee Member Richardson said promotion of the new center should start right away.
6. Update: Director’s Report:
Emily Rogers-Pharr, SECFC Executive Director reported the following:
• This is the 4th week of vaccinations and the 1st Saturday. Monthly updates will be provided tracing the demographic that is being served. You must have an appointment to receive the vaccine. Next week the City will have a hotline available to assist with registration to receive the vaccine.
• The HUB is open two days a week.
• The Bayview Bistro is available, and the Childcare center is still open.
7. New Committee Business (discussion only)
• Community Member Linda Richardson suggested sending questions in advance to CCSF regarding their plans at 1550 Evans and 1800 Oakdale.
• Director Rogers-Pharr reminded the Commissioners to complete their 700 Forms as soon as possible.
