Carol Isen gave an update on the 48th Supplemental Order.  Four (4) eligible lists have been adopted; made three (3) referrals to key departments; conducted 129 examinations; DHR will be reporting monthly to the Commission until the rule sunsets.

Scope of Work/Services to be Contracted Out:

Provide a comprehensive case review to identify the strengths and areas of improvement of the current San Francisco Child Welfare system.  This review will assess the usage and application of assessments, structure decision making tools (SDM), team decision making (TDM), safety organized practice (SOP), and other practices implemented by the county.  The review will include the policy framework as well as supervisory and management oversight.

Services include:

1. Review approximately 250-300 referrals/cases, as identified by FCS.

2. Develop and utilize a standardized case review instrument, which must be approved by the county.
3. Conduct interviews and focus groups with FCS staff and management as needed.

COMMISSIONERS’ ANNOUNCEMENTS/REQUESTS  (Item No. 10)

 

 

 

After hearing the matters raised on appeal by Kaitlin Limpach, Commissioner Chan expressed concerns about the manner in which the case as alleged could have been better handled.  The Executive Officer was asked to inquire with the Department of Human Resources whether the department should re-evaluate its procedures and practices in responding to cases of this nature. The Commission requests a report back for a future meeting.
