Brenda Barros, my name is Brenda Barros a 1021 member and I work at Department of Public Health.  The issue that I would like to bring up is a major issue, hopefully the Civil Service Commission can deal with it.  It’s related to Covid and to people being tested and forced to come to work, that needs to be addressed.  We’ve had incidents where people have been tested because of a specific program in Public Health to go to a particular unit, everybody had to be tested.  That’s fine we don’t have an issue with that, what we do have an issue is with people being tested and then told to go back to work.  Then, they are working side by side with their co-workers and some of them have ended up later coming back positive.  We really hope the Civil Service will look at this because we feel that it is a violation of the workers’ rights who are there and it’s also putting people and our patients at risk.  While they are waiting for that test to come back, they are still working and coming to contact with people.

Sandra Eng, Executive Officer announced a request from the Department of Human Resources who would like to request the appeal by William Morales be considered out of order.  They would like to either hear this appeal before the others or at the end.  They are also requesting if it’s possible to present the other four (4) appeals which are similar all at one time.

Micki Callahan, Human Resources Director, reported that the department continues to work with the department personnel officers in developing policies and resources for Covid-19 testing.

         

 

EXECUTIVE OFFICER’S REPORT  (Item No. 6)

 

 

 

Sandra Eng, Executive Officer reported that the department is still preparing the Goals & Objectives and plans to include recent concerns that have occurred this year. The department is still waiting for responses from other departments regarding our Pending Appeals. We have not received any questions from the Mayor’s Office regarding the additional reductions to our budget request. Budget requests are being reviewed and prepared to go before the Board of Supervisors.

  • UV sensor inspection and rescale power settings as required
  • UV sensor inspection and sensor well cleaning inspect for scratches on all quartz surfaces, leaks in sensor wells, etc.
  • Replace UV sensors and sensor wells as required
  • Inspect power supply cabinets and ensure proper terminations on all PLC I/O cards
  • Inspect lamps for deformation suspected to be from acoustic resonance at this time
  • Replace UV lamps, as requested
  • Replace quartz sleeves, as requested

The Office of Economic and Workforce Development (OEWD) is seeking a contractor to support the expansion of workforce development services customized to meet the specific needs of jobseekers with criminal histories.  The selected contractor will build upon existing programs, policies, tools, and services to include, but not limited to counseling services, workshops and employment assistance customized to and targeting the employment needs of jobseekers with criminal records, especially those newly re-entering the workforce from the criminal justice system. The contractor must deliver services at its own designated location, and should additionally provide services at OEWD’s Comprehensive Access Point (CAP) and Neighborhood Access Points (NAPs), as appropriate in order to spread awareness of the specialized services.  Services must also be connected to the CAP and NAP’s appropriate through built-in cross-referral mechanisms.

This contract will provide access to a proprietary, web-based software application to enable DPH to maximize State reimbursement for DPH’s administration of the Medi-Cal Administrative Activities (MAA) and Targeted Case Management (TCM) programs.  In 2012-13 new State requirements will take effect which will expand the annual staff time survey required by the State from one sample month to all year.  This software will save staff time and ensure more accurate submissions to the State, to ensure as much administrative time as possible is claimed for reimbursement.
