Nikcole Cunningham spoke about her appeal that was originally scheduled for today’s agenda but later removed due to  pending litigation.   Cunningham stated that there is no documentation/policy provided regarding appeals not being heard until pending litigation is completed.  Cunningham learned that Sandra Eng, Executive Officer had an impromptu meeting with EEO Director, Amalia Martinez and made the decision to place the appeal on hold after receiving the additional material from the appellant. The action is unethical and highly prejudicial to Cunningham’s case to have due process. Cunningham was informed by Director Eng that this was a practice of the Commission. Cunningham stated the practice should be stated on the notice of hearing so that appellants know of the practice.   Cunningham noted that the litigation has been on record since October 2020 and this was improper because the action to remove the appeal from the agenda was taken after the submittal of the additional documentation.

HUMAN RESOURCES DIRECTOR’S REPORT  (Item No. 5)

 

 

 

Carol Isen, Human Resources Director, reported filing successor agreements with all labor unions with Board of Supervisors on Friday (5/13/2022) with a few exceptions - Police, Fire and Nurses. The Department of Human Resources (DHR) did something unusual this round which was to negotiate agreements directly with the unions rather than have the agreements awarded by arbitrators. Two (2) major unions signed side letters of agreement, the letters are aspirational having to do with civil service hiring, the unions recognize the need for reform. The side letters also acknowledge the important role and legal authority of the Civil Service Commission to establish its rules and the need to be able to maintain a robust merit-based employment system while at the same time take necessary and overdue steps to really speed up our processes. Director Isen talked about this generally at prior commission meetings and expects side letters to lead to much more detailed discussions with labor organizations. DHR intends to propose changes to the Commission in order to take the important steps needed to address the fact that there are 3.000 vacancies and likely growing due to a new round of retirements.  

 

 

 

EXECUTIVE OFFICER’S REPORT  (Item No. 6)

 

 

 

Sandra Eng, Executive Officer, announced a new change in staffing. Elizabeth Aldana has been promoted and is the Commission’s new Temporary Exempt Human Resources Analyst (1241). Deputy Director Lavena Holmes, assisted in leading one of the racial equity leaders’ meetings for the working group on City hiring. There was extensive discussion on minimum qualifications (MQs). Deputy Director Holmes was instrumental in explaining MQs to leaders and hiring managers who are committed to making changes in their departments. Deputy Director Holmes shared with them, Commission staff is looking to clarify MQs including the type of documentation necessary to verify MQs. The racial equity leaders are very interested in working with Commission staff as we prepare civil service advisers and rule proposals. They have much to share as experts in their field.

The San Francisco Public Utilities Commission (SFPUC), a department of the City and County of San Francisco (“City”), seeks to retain the services of a qualified Proposer to provide construction management (CM) staff augmentation services for the Treasure Island Wastewater Treatment Plant (TIWWTP). As part of the SFPUC’s Sewer System Improvement Program (SSIP), the existing Treasure Island Wastewater Treatment Plant will be replaced with a new wastewater treatment plant to provide reliable wastewater services for the island and to provide for the growing population. The CM staff augmentation services required for the TIWWTP Project includes construction resident engineering and office engineering services, field contract administration, construction contract administration, construction inspection, environmental inspection and project controls services. The SFPUC will manage the staff augmentation team during the construction phase of this project for a duration under 5 years.

The contractor , the will be responsible for; manufacturing, procuring and transporting a sufficient supply of tires as required to guarantee continuity of service; mounting and dismounting tires on and from the rim, balancing tires, changing wheels/rims maintaining proper tire pressure; recapping rear tires, providing emergency road-side service 24 hour / 7 days-a-week; conducting monthly maintenance checks on all tires providing required tools and equipment not furnished by SFMTA; and performing in-depth tracking of the tires through all stages, including the federally-regulated disposal of thousands of tires. In addition, the contractor is responsible for following all federally mandated regulations and guidelines and maintaining all required licenses.
