Resolution 01-07-04-1

 

Whereas, the voters of San Francisco passed Proposition A in March 2002 requiring the Department of Elections (“Department”) to implement Ranked Choice Voting before the November 2003 election; and

 

  Whereas, the Department and its vendor were unable to implement Ranked Choice Voting for the November 2003 municipal election as required by law; and

 

Whereas, the city’s vendor is attempting to complete an application with the Secretary of State’s office to certify modifications to the city’s existing voting equipment in order to conduct Ranked Choice Voting elections;

 

Therefore, be it

 

resolved, that it is the intention of the Elections Commission that Ranked Choice Voting will be implemented for the November 2004 election;

 

that the Elections Commission will do everything possible to assist the Department in implementing Ranked Choice Voting by November 2004;

 

that the Commission will encourage the Department to work with the vendor to complete its application before the Secretary of State’s office and to facilitate holding a hearing before the Voting Systems and Procedures Panel as soon as possible;

 

that the Commission will encourage the Department to regularly request updates from both the Secretary of State and the vendor regarding the progress of the vendor’s application and any estimates as to when its constituent parts will be complete; and

 

that the Commission will encourage the Department to initiate a program to educate voters about Ranked Choice Voting.

Charter Amendment to

hold election for Public Defender and Assessor/Recorder in November election.

Recommendation to the Board of Supervisor for a Charter amendment

moving the election for the offices of Public Defender and Assessor/

Recorder from the March Statewide primary election to the following

the Board, placed on the ballot and approved by voters, could take effect

as early as 2006.

Approval of Resolution honoring Robert

Kenealey and dedicating meeting gavel with

inscription of his name.

The Commission voted unanimously to support the following resolution:

Resolution 9-22-04-1

Whereas Robert Kenealey, a founding Commissioner, is retiring from the San Francisco Elections Commission, having performed outstanding public service during the Elections Commission’s first year and throughout his tenure;

 

Whereas Robert Kenealey’s public service on the Elections Commission was notable for its intelligence, fidelity to the public good, unyielding devotion to the creation and maintenance of an independent Elections Commission and wry wit;

 

Now therefore, the Commission unanimously declares Robert Kenealey a good fellow, stout heart, and defender of the Public’s right to fair, independent, effective elections;

 

Further, in witness of Robert Kenealey’s outstanding service, this Commission shall cause to be made a gavel which each succeeding officer of the Commission shall use to call to order, transact business and adjourn Elections Commission meetings;

 

Further, such gavel shall bear a small plaque on its head bearing the words “Robert Kenealey founding member 2002-2004”;

 

Further, such gavel and a copy of this Resolution shall publicly be presented to the Commission at the appropriate time;

 

Further, Commissioner Kenealey shall receive a copy of the resolution and the original shall be conspicuously posted in the Commission office.

At the 11/17/04 meeting of the Elections Commission, John Trasvina announced that he would be resigning his commission appointment to accept the position as Western Regional Director of the U. S. Commission on Civil Rights, an office located in Los Angeles.
