The Police Commission of the City and County of San Francisco met in Room 400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:33 p.m.               

PRESENT:             Commissioners Turman, Mazzucco, Marshall, Melara, Hing

Commissioner Mazzucco announced that tonight’s meeting will be adjourned in honor of Lt. Jason Lynch who recently passed away.

Chief Scott spoke of how the Department is saddened by the passing of Lt. Lynch.

CHIEF’S REPORT

-              Report on recent Police Department activities, including major events, weekly crime trends, and announcements

                Chief Scott spoke of recent officer-involved shooting that occurred this afternoon.  He announced that there will be a town hall meeting in the next two days, with date and venue to be announced.   The Chief continued to give a brief update on recent arrest and crimes including shootings in the Taraval and in the Bayview.  He also talked about upcoming Cinco de Mayo celebrations around the city.

                Deputy Director Baltazar presented the 3rd quarter 2016 Statistical Report.

              Commissioner Turman asked Sergeant Kilshaw to introduce new Commission staff Sergeant Rodriguez and Officer Jones.

                Commissioner Melara spoke of attending a safety meeting moderated by Supervisor Yee, and attended by Chief Scott, Commander Mannix, and captains from three police district stations.  The meeting was held in West Portal and that the meeting was well-attended.  Commissioner Melara stated that the public was glad that the Chief and members of the command staff was there to answer questions from the west side community.  She also spoke of recent working group meeting in regards to ECWs and that the next meeting will be on Friday, May 5th.  Commissioner Melara stated that the first meeting focused on the goals and objectives of the group.

                Commissioner Hing spoke of meeting with Commander Lazar who is in charged with community policing and announced that his group will be meeting every other week starting next Wednesday with the executive community group.

                Commissioner Marshall spoke of meeting with Deputy Chief Moser and Assistant Chief Chaplin in regards to bias.

COMMISSION ANNOUNCEMENTS AND SCHEDULING OF ITEMS IDENTIFIED FOR CONSIDERATION AT FUTURE COMMISSION MEETINGS 

                Commissioner Turman asked that the 1st Quarter Bias Audit be agendized for the first meeting in June.               

PUBLIC COMMENT               

                Francisco Decosta spoke of having benchmarks within the reports and spoke of how there are sorrow in the hearts of many decent San Franciscans.  He asked that in preparing the reports that goals and timelines be included.

                Darryl Rogers, SF resident and activist since 1959, spoke of strong convictions in having a good police department and asked that officers be diligent, understanding and to see people as human beings and not victims or criminals.  He stated that reform doesn’t stop on what’s going on out on the street but also in the department in taking care of whatever mental health problems in the department. ?

                Jackie Barchack spoke of recent officer-involved shooting incident and spoke of why there is no other way of de-escalating the situation. 

                David Salaveri spoke of recent shooting and that it is a tragedy and hopes that body camera footage be released and asked what is the status of MOU between the Department and the DA’s Office.

ELECTION OF COMMISSION OFFICERS

                Commissioner Turman spoke of how our rules require that we have elections by the end of May.

                Commissioner Melara explained that new elections do not have to be conducted but can take a vote for the officers that were confirmed recently.  Second by Commissioner Marshall.  Approved 5-0.

RESOLUTION NO. 17-25

                Motion by Commissioner Melara to confirm the present officers elected on January 7, 2017, second by Commissioner Marshall:

ELECTION OF PRESIDENT OF THE POLICE COMMISSION

                RESOLVED, that Commissioner L. Julius M. Turman shall serve as President of the San Francisco Police Commission.

ELECTION OF VICE PRESIDENT OF THE POLICE COMMISSION

                RESOLVED, that Commissioner Thomas Mazzucco shall serve as Vice President of the San Francisco Police Commission.

PUBLIC COMMENT

                David Villalobos, Lower Polk Merchants Association, thanked the Commission and Mayor Lee for selecting Chief Scott as the new Chief of Police and thanked Chief Scott for attending their meeting.

                Francisco Dacosta spoke of the Blue Ribbon Committee report and spoke of a meeting with the Board of Supervisors that was put over and asked the Commission to work with the POA, the new Chief, and the citizens of San Francisco.

                Karen Fleshman asked as to the status of disciplinary process for officers involved in the Amilcar Lopez matter and spoke of the MOU between the Department and the DA’s office.

                Unidentified spoke of police in the Civic Center area profiling Latinos and spoke of drug use in the area.

                Tom Gilberti showed a photo of a fishing net and spoke of a net instead of using firearms and that it can be good for everybody.  He also spoke of using the tenured vets to train with new officers.

                David Salaveri congratulated President Turman and Vice President Mazzucco and welcome new staff to the Commission and commended Ms. Adwan for her work.

                Ms. Paulette Brown spoke of her son Aubry Abrakasa and thanked Sgt. Yamaguchi for posting posters of her son.  She showed photos of homicide victims whose cases are still not solved.

                Barbara Attard asked if a DPA investigator was present at the scene of the officer-involved shooting incident.

PUBLIC EMPLOYEE APPOINTMENT:  Interim Executive Director, Department of Police Accountability:

Government Code Section 54957(b)(1) and San Francisco Administrative Code Section 67.10(b) and its authority under Charter Section 4.136(b), the Commission will discuss and take possible action regarding potential candidates to serve as Interim Executive Director, DPA.  Appointment of an Interim Executive Director would be effective July 1, 2017.  The Interim Executive Director will serve at the pleasure of the Police Commission until the Mayor appoints an Executive Director pursuant to the process in Charter Section 4.136(b)
