                The Police Commission of the City and County of San Francisco met via videoconference at 5:38 p.m.

REPORTS TO THE COMMISSION

a.            Chief’s Request

-              Presentation of the Earthquake Safety & Emergency Response Bond Program (“ESER”) 2020 – Police Facilities

                Chief Scott started his report of an officer-involved shooting on October 10th at approximately 11:26 p.m., of an attempted carjacking with a knife at Market and Grove Streets.  The virtual town hall meeting will be on Monday at 3 p.m.  Body worn camera footage will be released at that time.

 Chief Scott reported on crime trends:  Part 1 crimes:  property crimes down 24 percent; violent crimes up 21 percent; homicides up 34 percent; shootings up 11 percent.  Three shootings:  October 7th a shooting in parking lot of Safeway on Webster Street, victim was bleeding from his leg and was transported to the hospital; October 8th a shooting on the 200 block of Texas in the Bayview, victim was on the ground with GSW on the lower leg; October 9th a shooting at the 1100 block of Palou in the Bayview, victim drove away crashing his vehicle; October 13th a shooting on Otis Street, victim felt a burning in her side and realized she had been shot; and today, October 14th,  a shooting at Ellis and Jones, victim located with multiple gunshot wounds. 

Commander Rob O’Sullivan presented the 3rd Quarter 2020 Audit of Electronic Communication Devices for Bias.

Deputy Chief Greg Yee introduced Charles Higuera, Acting Director, Department of Public Works, who presented the Earthquake Safety & Emergency Response Bond Program.

                Director Henderson gave an update on year-to-date stats: 642 cases opened; closed 704 cases year-to-date; 377 pending cases; 34 cases sustained; 29 cases past 270 days; 30 cases mediated; 35 cases pending with the Chief; 13 cases pending with the Commission.  Outreach:  Participated in a Stakeholder Engagement Series with OCEIA focusing on San Francisco community sharing resources; Engagement Series with Family Support Network; Stakeholder Engagement Series specifically with the Youth Commission with a scheduled Know your Rights Presentation on Oct 19th.  Sharon Woo and Eric Baltazar attended the CMCR Training which is the Critical Mindset Coordinated Response training with the Department.

                Brian Cox, Deputy Public Defender, spoke regarding the Bias Audit Report and recommended better tools be utilized by the SFPD to capture data.

STATUS REPORT REGARDING DPA/SFPD INFORMATION SHARING AGREEMENTS

                Sharon Woo, DPA Chief of Operations, along with Assistant Chief Bob Moser, Chief of Staff, presented the status report regarding information sharing agreements between SFPD and DPA.
