The Police Commission of the City and County of San Francisco met via videoconference at 5:39 p.m.

                PRESENT:             Commissioners Cohen, Elias, DeJesus, Hamasaki, Brookter

GENERAL PUBLIC COMMENT

                Ben Tong, Wealth & Disparities, thanked President Cohen for acknowledging their work.  He went on to talk of DPA’s recommendations about collecting statements from officers when there’s an OIS and how the DPA plays an advisory role when there’s an OIS and how the Chief said no to the recommendations and hopes that SFPD will enact best practice recommendations by DPA.

                Kit Hodge, Wealth & Disparities, spoke of shootings in the Bayview and concerns of how city officials have not made this a priority and concerns of over policing in the Bayview would like a written plan from SFPD for reduction of racial disparities and would like funds be invested in Black communities.

                Cheryl Thornton, SF Health Department, spoke of vaccination resolution passed by the Commission spoke of how officers were turned away from the Southeast Community Center for vaccination because they did not live in the district.  She asked for a follow-up because officers keep the city safe and needs to be vaccinated.

                David Aaronson, Wealth & Disparities, thanked Commissioner Cohen for mentioning their work and spoke of shootings in the Bayview and lack of partnership between city officials, the Department, and the community.  He spoke of lack of community policing and talked about SFPD placing a mobile outpost on 3rd Street & Quesada as if SFPD is an outside military force occupying the community instead of a taxpayer funded local force to protect and serve the community.

                Paul called to ask SFPD not to respond with militarized force to community gatherings and defund the SFPD.

                Adam called in support of Commissioner Hamasaki for speaking up in regard to gun violence from attacks of SF Supervisors.

Chief’s Request

                Chief Scott gave brief update on vaccinations for officers and stated that it is happening and officers are signing up and are getting vaccinated.

                Chief Scott reported on crime trends:  Homicide, up 75 percent; down across the board on part 1 violence crimes; property crimes:  burglaries up 56 percent; motor vehicle theft up 18 percent; arson is up; larceny theft down 51 percent; gun violence strategy:  increased deployment in the Bayview with command post vehicle for people to see and serves as a mobile substation for officers to check in, write reports,  and gives the Department the ability to be seen.  The Chief stated that it makes a difference in the number of shootings.  The Chief also spoke of a community meeting with both Captains Dangerfield and Maron in attendance and the community asked to see more cops out in their community engaging and enforcing where enforcing is appropriate.  The Chief also talked about Community Liaison Officer to engage in community safety walks to kick off in the Tenderloin and it about community engagement officers walking with cadets and volunteers to engage with the community.  The Chief talked about a shooting in the Southern District, at 6th and Harrison, where an individual was shot after an attempted robbery.  Plainclothes unit were placed in that area where evidence were recovered, and one person detained.  The Chief also talked about domestic terrorism and stated that there was a joint intelligence bulletin that came out from the FBI and the DHS in regard to the possibility of more violence in the Capitol.

                Director Henderson gave an update on year-to-date stats: 131 cases opened cases and closed 118 cases year to date; 351 pending cases; 9 cases sustained; 30 cases past 270 days; 2 cases mediated; 41 cases pending with the Chief; 14 cases pending with the Commission.  Outreach:  Can be found on the community calendar on the DPA’s website and posted on Tweeter, Facebook, Instagram and on DHR’s website.  February 18th, presentation with Mayor’s Office staff for Transgender Initiative about DPA’s mission and services; February 18th, hosted a panel with youth groups and school organizations about DPA process and internship program; also, engagement with Mega Black meetings with outside agencies; February 19th, hosted a Black History Month panel with SF Human Resources diversity recruitment leaders addressing Black History; February 23rd, collaborated with Racial Equity Law Enforcement collaboration team for a presentation of Black History Month and a Black History Month celebration in the office where Commissioner DJ Brookter was honored along with Supervisor Shaman Walton and Commander Steve Ford; February  26th, attended the USF Resource Fair with the Mayor’s Office and SF Housing Authority.  Director Henderson talked about his meeting with Felicia Jones and Wealth and Disparities to address concerns that they’ve raised and to talk about proactive partnership with their agency to highlight their own initiatives and ideas that they will be presenting to the Commission.

                Commissioner Cohen reported that she’s working on the Bayview Strategy for next week’s agenda.

                Commissioner Elias reported that she and Commissioner Hamasaki attended the Disciplinary Equity working group.  This is the working group that addresses DOJ recommendations relating to procedural justice within the disciplinary process for officers and looking at bias and/or any disparate treatment with respect to discipline outcome.  

                Commissioner DeJesus  spoke of the community plan to compassionate alternative response to homelessness request to do a presentation before the Commission.  Contact person to follow.

PUBLIC COMMENT:

                Ms. Paulette Brown spoke in regard to her son Aubrey Abrakasa and how she is still seeking justice for him and how she has not heard about unsolved homicides and how families are still grieving.

                Unidentified spoke in regard to people gathering indoors and to allow people to gather in a more controlled circumstances. 

PRESENTATION OF THE EARLY INTERVENTION SYSTEM, 2020 REPORT

                Commander Rob O’Sullivan, Risk Management, presented the Early Intervention System Report, 2020 Report.  

PUBLIC COMMENT

                Brian Cox said he is encouraged that SFPD is moving to a data driven model.  He said that we need more data to understand how to end police misconduct and disparate impact of criminal legal system have on people of color.  He stated that the details of the new system are important and that it is important for the Chief to report to the Commission on what type of system the Department intends to choose to keep the public informed and give the Commission a chance to provide some measure of oversight.

                Assistant Chief Bob Moser and Chief of Staff Sarah Hawkins presented the SFPD/DPA Disciplinary Review Board Findings and Recommendations, 4th Quarter 2020.

                Commander Steve Ford gave a brief background on Department Bulletin 20-166.
