This meeting will be held in person at the location listed above. As authorized by California Government Code Section 54953(e) and Mayor Breed’s 45th Supplement to her February 25, 2020 emergency proclamation, it is possible that some members of The Police Commission may attend this meeting remotely. In that event, those members will participate and vote by video. Under Police Commission Rules of Order, during public comment, neither Police or DPA personnel, nor Commissioners are required to respond to questions presented by the public but, may provide a brief response. Individual Commissioners and Police and DPA personnel should refrain, however, from entering into any debates or discussion with speakers during public comment.)

- Report on recent DPA activities, and announcements (DPA’s report will be limited to a brief description of DPA activities and announcements. Commission discussion will be limited to determining whether to calendar any of the issues raised for a future Commission meeting.)

5. Discussion and possible action to adopt revised Department General Order 3.09, Department Awards. Meet-and-confer draft was approved by the Commission on April 14, 2021. (DISCUSSION & POSSIBLE ACTION)
6. Presentation of the Department’s Staffing Report pursuant to Prop E (DISCUSSION)
(In November 2020, San Francisco voters approved Proposition E, amending the City Charter to remove the previously established Police staffing baseline and requiring the SFPD to submit a staffing report and recommendation on staffing levels every two years to the Police Commission.)
7. Update on Chapter 96 A Report and RIPA Recommendations (DISCUSSION)
(Chapter 96 A requires the reporting of certain information on arrests, use of force stop data. The State’s companion legislation, AB 953, the Racial & Identity Profiling Act (“RIPA”) requires SFPD to report on a) all vehicle and pedestrian stops and b) complaints alleging racial and identity profiling.)

CONFERENCE WITH LABOR NEGOTIATOR – COLLECTIVE BARGAINING. This item is for the Commission to meet in closed session with their labor negotiator and provide direction for bargaining with the San Francisco Police Officers Association (POA). The POA is not permitted to attend this closed session meeting.
