The Police Commission of the City and County of San Francisco met at City Hall Room 400, at #1 Dr. Carlton B. Goodlett Place at 5:41 p.m.

PRESENT:   Commissioners Elias, Byrne, Yee, Carter-Oberstone, Yanez,

ABSENT:     Commissioner Hamasaki

GENERAL PUBLIC COMMENT               

                Ms. Paulette Brown spoke regarding her son’s, Aubrey Abrakasa, homicide case.  She showed the names of the perpetrators:  Hannibal Thomas, Paris, Moffett, Andrew Videau, Jason Thomas, Anthony Hunter, Mauric Carter.  She stated that the videos are up at the district stations.  She asked for help to solve her son’s case.

                Rita Lark, North Beach Place, asked when the Commission will meet in the different districts.

                Francisco Dacosta spoke in regard to the redistricting of San Francisco and spoke of communities suffering because of politics.

                Kitt Hodge, Wealth and Disparities, spoke of the IAD presentation last week and read a quote from their founder regarding anti-Blackness by SFPD.

                Jean Bridges, Wealth and Disparities, spoke of the 96A Report, and read a quote from their founder regarding anti-Blackness by SFPD.               

Chief’s Report

                Chief Scott reported on a homicide that occurred last week that occurred at 24th and Potrero, in the Mission District, involving an argument between the victim and an unknown suspect where a suspect stabbed the victim who died from his injuries.  No arrest made and investigation is ongoing.  The Chief also reported on two shooting incidents:  April 7th, on 100 block of Fulton in the Tenderloin, officers responded in the area of Hyde and Fulton regarding a shot spotter activation and located a victim suffering from a gunshot wound.  Victim was transported and is expected to survive.  The victim provided a name he thought may have shot him and was able to positively identify the suspect from a photo, investigation is ongoing; April 8th, on 100 block of Kiska in the Bayview, officers responded to a shooting report of a juvenile victim inside a resident and may have been an accidental discharge.  However, witnesses’ statements were conflicting, investigation is ongoing.

                Chief Scott reported on crime trends YTD:  Violent Crime up 2 percent; homicide up 30 percent; rape up 5 percent; robbery down 3 percent; assault up 8 percent; human trafficking down 57 percent.  Property Crimes up 11 percent; burglary down 33 percent; motor vehicle theft up 6 percent; arson down 21 percent; larceny theft up 29 percent.  Gun violence is down 22 percent compared to 2021; 2 shooting incidents for the week ending on 4/10/22;  total 46 incidents resulting in 54 victims YTD.  One homicide for the week ending 4/10/22;  there are a total of 13 homicides YTD.

                Fatal traffic collision:  On April 9, on Evans and Mendell in the Bayview, vehicle ran a redlight and struck a scooter; driver of scooter did not survive.  An arrest was made but investigation is ongoing.

                National News: New York city incident in a subway shooting where the suspect has been arrested.  San Francisco responded with increased patrol along its rail lines to ease anxiety.

                Events:  Suit Up Initiative event organized by Director Sutton and Assistant Chief Mike Redmond.  Program provided business suits, from Macy’s, to 15 young men to help with transforming the mindsets and build confidence.  The event was very positive and a way to address violence in a very different way.   The Chief also visited the Department of Emergency Management to thank all the dispatchers not just in San Francisco but throughout the nation for the work they do.

                The Chief talked about implementation of COVID boosters and mandate was lifted for the Department and the health order was modified.

PUBLIC COMMENT         

                Francisco Dacosta stated that not all commissioners can go to one event and recommended that the Commission do a needs assessment of the police force and that there needs to be a dialogue with the officers.

                Ms. Paulette Brown spoke of the Suit Up Initiative and how young men needs jobs and went on to talk about digital posters at Muni and Bart stations.                               

DPA Director’s Report

                Director Henderson reported:  In the year 2022:   176 cases opened; 180  closed; 272 pending; 9 cases sustained; 29 cases past 270-day; 4 cases mediated.  Cases received in the past week:  14;  2 displayed threatening and intimidating behavior; 3 failed to timely investigate a sex trafficking incident, failed to investigate an assault, and drove recklessly; 3 failed to accept evidence, behaved rudely and failed to turn on BWC; 1 traffic stop resulted in an illegal search; 1 failed to respond to a call for service; 1 searched the residence for weapons; 1 provided incorrect information about a storage of a vehicle.

                Audit:  Working with the controller’s office initiating the follow up on recommendations made in the use of force audit.

                Operations:  Training with Street Crisis Response Team with all DPA staff; Held in-house training on de-escalation and active listening.

                Outreach:  Can be found on  community calendar on the DPA’s website and posted on Tweeter, Facebook, Instagram and on DHR’s website:  Outreach meeting with Bayview Station as part of their community safety meeting.

                Commissioner Yee reported that UC Hastings Law School contacted him in regard to Urban Alchemy and what they are doing in the Tenderloin.  He invited the Commission to meet up with Urban Alchemy on Wednesday, 2 p.m. to 3 p.m., at the lobby of 200 McAllister.

                Commissioner Yanez met with League of Women Voters to learn more about the work that they do and asked to agendize DGO 1.08, Community Policing, in May or June.  He also wants to have a conversation about tracking allegations made by community members who may not know where to file complaints regarding allegations.

PUBLIC COMMENT

                Francisco Dacosta talked about the redistricting and the LGBTQ Castro District being left out and spoke of embracing everybody.

DISCUSSION AND POSSIBLE ACTION TO ADOPT REVISED DGO 3.09, DEPARTMENT AWARDS

                Chief Scott thanked to Sgt. Rachael Kilshaw, Commissioners Byrne and Yee, former Commissioners Brookter and DeJesus for their work with this policy.

PRESENTATION OF THE DEPARTMENT’S STAFFING REPORT PURSUANT TO PROP E

                Celeste Berge and Commander Nicole Jones presented the Department’s Staffing Report.

                Francisco Dacosta stated that we need to get feedback from those doing the work and spoke of changes happening in San Francisco and increased violence.

                Susan Buckman, Wealth & Disparities, spoke of lowering work force for officer by eliminating traffic stops for lower offenses.               

UPDATE ON CHAPTER 96 A REPORT AND RIPA RECOMMENDATIONS

                Niksa Nikodinovic, Professional Standards & Principle Policing Unit, presented the Chapter 96 A Report and RIPA recommendations.
