Municipal Housing
LAFCo initiated two studies in this new area of our work plan during Fiscal Year 2023-2024.
- Midtown Park Apartments Municipal Housing Management Study – LAFCo is conducting a study on the Midtown Park Apartments in the Western Addition neighborhood, which is the only City-owned residential property in San Francisco. The study will engage the residents of Midtown to explore potential models for resident ownership or control of the complex. LAFCo has published a web page on this study, including all documents from the resident engagement meetings, property conditions assessment, as well as the historical documents on Midtown:

- Municipal Housing Feasibility Study – As part of LAFCo’s work on municipal housing services, we are initiating a study to determine the recommended structure of a Municipal Housing agency pilot to create and manage cross-subsidy, mixed income, City-owned housing. To support this study, issued a request for proposals (RFP) for a consultant to conduct the study. Supervisor Dean Preston has also requested a report from the Budget and Legislative Analyst on the financial viability of municipal housing, which will inform this study. The goals of the study are to inform the Board of Supervisors and relevant departments on the recommended structure for a Municipal Housing agency to inform budget recommendations for implementation of November 2020’s Proposition K, which authorized the City to own, develop, construct, acquire or rehabilitate up to 10,000 units of low-income rental housing; and to organize a symposium on municipal housing to educate the public about the recommended structure for a Municipal Housing agency.
