Midtown Park Apartments

LAFCo’s Fiscal year 2023-2024 Work Plan directs that LAFCo will conduct a study on the Midtown Park Apartments in the Western Addition neighborhood, which is the only City-owned residential property in San Francisco. The study will engage the residents of Midtown to explore potential models for resident ownership or control of the complex.

In April 2023, the SF Board of Supervisors introduced Resolution No. 208-23 (Future Management Options for the Midtown Park Apartments) requesting LAFCo study the City of San Francisco-owned Midtown Apartments.

To support this study, LAFCo issued request for proposals (RFP) LAF2023-01 on April 7, 2023 for a consultant to provide community facilitation and property assessment services. The consultant will facilitate an inclusive conversation among Midtown tenants to develop a collective agreement on what they want for the future of Midtown, addressing issues such as affordability, ownership or resident control, tenure/inheritance, existing/new residents, and a timeline for the rehabilitation, development, and implementation of the ownership or resident-control model. The selected consultant will also conduct a Property Conditions Assessment (PCA) to assess Midtown’s current condition, and identify current and future physical needs, including capital costs, deferred maintenance, and ongoing maintenance costs.

On June 30, 2023, LAFCo issued an Intent to Award to Steven Suzuki and Fernando Marti, and their subcontractors.

On July 21, 2023, LAFCo Commissioners passed Resolution No. 2023-01 (Midtown Resolution) authorizing the LAFCo Executive Officer to enter into a contract with Steven Suzuki and Fernando Marti.

On September 21, 2023, LAFCo Executive Officer signed the final contract with consultants Steve Suzuki/Fernando Marti. In the contract the scope of work included:

  • Facilitate six meetings with Midtown tenants to develop and draft a collective agreement on what they want for the future of Midtown, addressing ownership or resident control, tenure/inheritance, etc.
  • Conduct Property Conditions Assessment (PCA) to assess Midtown’s current condition, and identify current and future physical needs, including capital costs, deferred maintenance, and ongoing maintenance costs.
  • Write a report documenting the resident engagement process, informed by the PCA, and making recommendations for the future management of the Midtown Park Apartments, including a structure for resident control and/or ownership.

On October 24, 2023, LAFCo staff and consultants met with the Mayor's Office of Housing and Community Development (MOHCD), which represents the City’s ownership of Midtown Park Apartments, and their acting agent (property management firm) Kalco Properties. MOHCD, under advice from the San Francisco City Attorney’s Office, requested that LAFCo enter into a license agreement directly with Kalco to be able to access the Midtown Park Apartments.

On November 17, 2023, LAFCo consultants Steve Suzuki/Fernando Marti presented a summary of the proposed scope and process for the Midtown Study.

On January 3, 2024, the LAFCo Executive Officer and Kalco signed a license agreement.
