1. Call to Order and Roll Call
The meeting was called to order at 6:26 p.m. On the call of the roll, Chair McDonnell, Member Mondejar, Member Schreiber, and Member Tidwell were noted absent. Member Pilpel, seconded by Member Melara, moved to excuse Chair McDonnell and Member Schreiber. The motion passed without objection.
Member Mondejar and Member Tidwell were present at 6:20 p.m.

2. Community Outreach. (8:20 p.m. to 8:25 p.m.) Member Mondejar provided an update on the ethnic media outreach.
Public Comment:
Judy Berkowitz, Coalition for Neighborhoods, asked the Task Force where the public could access or review the documents and files of the Redistricting Task Force after the Task Force completed its work.
Otto Duffy stated that more effort should have been made to outreach to the Tenderloin area.

3. Mapping. (6:08 p.m. to 8:20 p.m.) The Task Force received public input and did not make modifications to the March 22, 2012 working draft map.
Public Comment:
Megan Johnson, Animal House, Lower Haight resident District 5, requested that the Task Force keep the Lower Haight united in District 5.
Irene Crescio, Portola Neighborhood Association, requested that the Task Force keep the Portola united in District 9 with other communities of interest in District 9. She stated that the residents in the Portola have a community of interest with the neighbors in District 9.
Guz Feldman thanked the Task Force for listening to the diverse input from the public, which is reflected on the March 22, 2012 working draft map. He thanked the Task Force for keeping the Sea Cliff area in whole District 2, and for keeping the Valencia corridor in District 8. He stated that major changes to the working draft maps at this late stage of the process would be a disservice to those communities who have provided input from the beginning of the redistricting process.

Requesting that the Task Force keep the Portola together and united in District 10.

requesting that the Task Force to keep the Portola Portola stay together and united in District 10.
Dwayne Jusino, District 10 resident, submitted letters from the Portola community. He requested that the Task Force to keep the Portola united in District 10.
Jonathan Meade, District 10 resident, requested that the Task Force to keep the Portola in District 9. He is a Bayview Hunters Point resident and his communities of interest are in the Bayview not in the Portola.
Paul Hogarth, District 6 resident, requested that the Task Force move the northern boundaries of District 6 one more block west to include 875 Post Street located between Hyde and Leavenworth. He also requested that the Task Force move the southern boundary of District 6 further to include two of the largest SROs.
Thea Selby, Lower Haight Merchants and Neighbors Association President, requested that the Task Force keep one census block 3000/CT 168.01. She stated that this census block has no population and could be split. She requested that the Task Force include 55 Laguna in District 5.
Laurence Lee, Lower Haight resident, requested that the Task Force draw the boundary line for District 5 at Herman, and include 55 Laguna in District 5.
Tony Kelly, Portrero Hill Neighbor Boosters Association President, read a letter from a resident of the Portola and requested to keep the Portola in District 9. She supported the Community Unity Map.
John Rizzo, District 5 resident, commended the Task Force for its work for a good process. He stated that he supported the March 22, 2012 working draft map and keeping the northern Fillmore area united in District 5.
Jeanne Crawford, Portola District resident, requested that the Task Force include McLaren Park in the Portola district.
Jim Marks, Portola resident, requested that the Task Force keep the Portola in District 10.
Peter Strauss requested that the Task Force keep the Lower Haight, Duboce Triangle and all the Haight united in District 5. He also requested that the Task Force keep 55 Laguna in District 5.
Sally Ross requested that the Task Force make Congo Street the boundary between Districts 7 and 8. She requested that the Task Force keep the Sunnyside Nursery in District 8.
Tes Welborn District 5 Action Group, requested that the Task Force unify the Lower Haight in District 5. She also requested that the Task Force divide the census block of 55 Laguna, as there is no population, and move the northern part to District 5.
Bessie Eddy, Diamond Heights Community Association President, requested that the Task Force keep Diamond Heights united in District 8.
Alara Flin, A. Phillip Randolph Institute Outreach Specialist, requested that the Task Force keep the Portola in District 10.
Kurt Grimes, A. Phillip Randolph Institute Program Manager, requested that thee Task Force keep the Portola in District 10 and do not divide a minority group.
Jackie Flin, A. Phillip Randolph Institute Executive Director, requested that the Task Force keep the Portola in District 10 as a community of interest.
Dedria Smith, District 10 resident, requested that the Task Force keep the Portola and Potrero Hill in District 10.
Ferndando Marti, San Francisco Information Clearing House, Community Unity Map, requested that the Task Force keep 55 Laguna in District 5, keep the Portola in District 9 and the southeast waterfront in District 10.
District 9 Supervisor John Avalos thanked the Task Force for its hard work.
He stated that goal of redistricting was to attempt to keep boundaries and neighborhoods intact as much as possible, and he stated that the March 22, 2012 working draft map does accomplish this.
He supported the uniting of the Portola. He requested that the boundary line between Districts 7 and 11 be at Holloway rather than at Shields. He stated that he was willing to give up Saddleback and Chicago Way to ensure that the OMI was united in District 11.
District 10 Supervisor Malia Cohen stated that she supported members of the community in keeping the Portola whole in District 10. She recognized the geographical barriers in keeping the Potrero Hill in District 10 but she will leave that decision up to the Task Force. She stated that there will be future economic development in southeast corridor waterfront area. She requested that the Task Force keep McLaren Park along with the Portola in District 10.
Richard Ivanhoe, Haight Ashbury Neighborhood Council President, thanked the Task Force for its hard work, and requested that the Task Force keep 55 Laguna in District 5, keep the Haight united in District 5, and requested that the Task Force move the boundary line of the eastern part of the Golden Gate Park into District 5.
Dennis Mosogofian supported the Community Unity Map. He also requested that the Inner Sunset remain in District 5 and the eastern part of the Golden Gate Park be in District 5. He also requested that UCSF be in District 5.
Farah, San Francisco State student, requested that San Francisco State University be in District 11 and is a community of interest with District 11. Eihway Su, District 5 resident and Tennants Union Counselor, supported the Community Unity Map and important to support progressive neighborhoods for diversity.
Rose Hillson, Japantown Organizing Committee, requested that the Task Force keep the northern boundaries of District 5 as shown on the March 22, 2012 working draft map. She thanked the Task Force for keeping the Fillmore and Japantown united in District 5 as communities of interest.
Dr. Yvette Fagan, NAACP Education Chairman, thanked the Task Force for keeping Japantown, Westside Courts and Booker T. Washington Community Service Center united in District 5.
Dr. Justin Morgan thanked the Task Force for their hard work and for keeping the Fillmore and Japantown areas and communities of interest of these two neighborhoods united in District 5 as shown on the March 29, 2012 working draft map.
Otto Duffy requested that the Task Force extend the northern boundary of District 6 to Post Street, and keep the North of Market and South of Market areas the core of District 6.
Eddie Kittrell requested that the Task Force keep Portero Hill in District 10.Benjamin Gonzalez requested that the Task Force keep the Filipino communities united in Districts 6 and 11.
David Lauman requested that the Task Force keep Bernal Heights, Portola San Bruno and McLaren areas in District 9.
Vallie Brown requested that the Task Force keep the Lower Haight area united in District 5. She also requested that 55 Laguna be in District 5.
Espanola Jackson requested that the Task Force keep Potrero Hill in District 10. She stated that Potrero Hill is a part of the Bay View Hunters Point community.
Calvin Welch supported the Community Unity Map. He also requested that the Task Force keep Potrero Hill in District 10, and to unite the Portola in District 9.
Kristine Zaback, Forest Knolls Neighborhood Association President, thanked the Task Force for keeping the west side together in District 7 as shown on the March 29, working draft map.
Francisco da Costa expressed concern with the previous drawling of lines and how politics played a role in the final lines. He stated that housing, safety, schools and quality of life issues should be a part of the redistricting process.
Andrew Wood supported the Community Unity Map and requested that the Task Force keep McLaren Park in District 10.
David Hooper, New Mission Terrace Improvement, requested that the Task Force draw the boundary between Districts 7 and 11 at Holloway.
Chris Bowman, 1995 past Task Force member, suggested several changes to the March 29, 2012 working draft map, and discussed the deviation numbers of the March 22, 2012 working draft map and other city wide submitted maps.
Judy Berkovitz, Eastern Mission Improvement Association (EMIA), stated that the EMIA requested that the Task Force keep San Francisco General Hospital and the residential area between Portero and the James Lick Freeway in District 9. She also stated that EMIA requested that the Task Force keep the Portola in District 10.

4. Task Force Work Plan. (8:25 to 9:26 p.m.) The Task Force discussed the process and timing for completing its work. The Task Force discussed whether or not to summarize District’s public submittals for the report. Member Tidwell stated that she was not comfortable with including summary of the public submittal, because it may suggest pre set opinions. Member Melara suggested that each Task Force members prepare a paragraph summarizing each District and then the City Attorney would review and advise if there would be any legal reason not to include the summaries.
The Task Force asked Deputy City Attorney Mollie Lee what should be included in the Task Force’s Final Report. Deputy City Attorney Mollie Lee stated the following should be a part of the final report: population and variation from the mean, demographic information list of recognized neighborhoods, list of communities of interest and, if necessary, findings regarding contiguity or compactness
Member Melara, seconded by Member Leigh, moved that the Task Force members submit a draft of each of their respective sections of the Task Force’s Final report to the Clerk on Tuesday, April 3, 2012 by 12:00 noon.
Vice Chair Lam will compile the documents and prepare a draft of the Final Task Force Report for review at the April 4, 2012 meeting.
The Motion passed without objection.
Member Alonso, seconded by Member Leigh, moved to complete the Final Map by April 5, 2012.
Member Alonso, seconded by Member Tidwell, moved to complete the Final Map April 5, 2012, but the Task Force could make minor changes after April 5, 2012,
The motion as amended passed by the following vote:
Ayes: 6- Alonso, Lam, Leigh, Melara, Mondejar, Tidwell
Noes: 1- Pilpel
Excused: 2 - McDonnell, Schreiber
Public Comment:
Chris Bowman suggested that the Task Force review the Charter language which refers to why they were created and what their duty is. He also requested that the Task Force include what issues they did address in drawing district lines are included in their final report.
Judy Berkowitz requested where the Redistricting Task Force files and documents will be stored once the Task Force has completed its work, and asked what will be in the files. She stated that the Task Force could make changes to the map up to the deadline of April 14, 2012. She also thanked the Task Force for their hard work.
Otto Duffy stated that April 5, 2012 is too early a deadline for a final map.

5. Task Force Budget. (9:25 p.m. to 9:26 p.m.) Vice Chair Lam reported that there were no updates on the Task Force budget.

6. Task Force Member Reports. (9:27 to 9:28 p.m.) Vice Chair Lam informed the Members that the Task Force has been receiving many media requests.

7 Public Comment. (9:28 p.m. to 9:36 p.m.)
Tess Welborn, District 5 Action Group, stated that the area of Anza Vista, now in District 2, might be where the current Supervisor of District lives. Otto Duffy, North Of Market Tenderloin Coalition Outreach, stated that the training sessions for ReDrawSf were insufficient, bad hardware, poor training and not a single map was drawn. He stated that the budget for the Redistricting Task Force was insufficient.
Judy Berkowitz, San Francisco Coalition for Better Neighborhoods, stated that the Community Unity Map did not have input from all neighborhood organizations. She also stated that ReDrawSf was useful to the public for drawing lines.
Chris Bowman, 1995 Task Force member, stated that Re DrawSf was useful for the public in drawing lines. He also suggested several changes to the March 29, 2102 working draft map.
Benjamin Gonzalez requested that the Task Force keep the Filipino community united in Districts 6 and 11.
Tad Buchner suggested that the Task Force have a final map in place, which could be tweaked in some way at the April 14, 2012 meeting. He requested that the Task Force move Portero Hill out of District 10 at this late stage of the process. This should have been brought up and discussed much earlier in the process.

8. Future Agenda Items. (9:37 p.m. to 9:38 p.m.) Member Melara requested that the consultant provide the demographics for the Latino population in Districts 9, 10 and 11.
