1. Call to Order and Roll Call.
The meeting was called to order at 6:09 p.m. All members were present.
2. Mapping. (6:11 p.m. to 9:39 p.m.) The Task Force heard public input and made modifications to the April 5, 2012 working draft map. The Task Force agreed to post the April 9, 2012 working draft map on the Task Force website.

at 8:12 p.m.
Public Comment:
Michael Nulty, Central City Democratic Club, requested the Task Force move the northern boundary for District 6 up to Post Street because that it is the standard boundary for the Tenderloin.
John Nulty also requested the Task Force move the northern boundary for District 6 up to Post Street, and generally requested that the district boundaries be as straight as possible. He also requested the North of Market area remain united in District 6.
Teresa Dal Santo requested that the Task Force move the Yick Wo Elementary School back to District 3 from District 2, because most of the students attending that school live in District 3.
Steven Currier requested that the Task Force keep Chicago Way in District 11.
Tes Welborn requested that the Task Force keep the 55 Laguna project in District 5, and that the Hayes Valley neighborhood should be kept whole.
Joelle Kenealey requested that the Task Force keep Chicago Way in District 11.
John Rizzo, District 5 resident, requested that the Task Force keep the North of Panhandle (NOPA) neighborhood united in District 5 instead of split among three districts. He also commented on the irregular shape of District 5, and requested that the Task Force keep the 55 Laguna project in District 5.
Michael Dorsi, Lower Haight resident, requested that the Task Force keep the Upper Haight, Buena Vista Park and the Inner Sunset in District 5.
Kimerey Leung, NOPA resident, requested that the Task Force keep NOPA united in District 5. She stated that the neighborhood shares common concerns on public safety issues.
Kathleen Courtney, Russian Hill Community Association, thanked the Task Force for keeping the boundary between Districts 2 and 3 along Union Street. She also thanked the Task Force for its hard work and professionalism during the redistricting process.
Supervisor Christina Olague, District 5, stated that she supported the March 22, 2012 working draft map because it kept the Japantown communities of interest in District 5, and NOPA in District 5. She stated that the she was comfortable with the current boundaries for District 8, but she does support keeping the 55 Laguna project in District 5.
Bernie Choden, San Francisco Tomorrow and District 5 resident, requested that the Task Force to examine voter registration in the proposed districts. He also requested that the Task Force place the area north of California Street in District 2, and that the Task Force add the area just south of Golden Gate Park - along Judah - in District 1.
Jim Cowan, NOPA resident, requested that the Task Force keep NOPA united in District 5.
Chris Bowman, member of the 1995 Elections Task Force, referred the Task Force to a letter he had provided which listed several suggestions to the April 5, 2012 working draft map
Leela Gil, NOPA Association, President, requested that the Task Force keep NOPA united in District 5 and to keep Turk Street as the boundary for the district. She added that the NOPA area has a common interest on public safety issues.
Larry Griffin, District 5 resident, requested that the Task Force keep NOPA united in District 5 as it has become a distinct City neighborhood.
Dr. Justin Morgan thanked the Task Force for keeping the Fillmore and Japantown communities together in District 5. He also requested that the Task Force keep NOPA united in District 5.
Jarie Bolander, NOPA resident, requested that the Task Force keep NOPA united in District 5.
Lois Scott, Cathedral Hill Neighbors, Board member, requested that the Task Force keep the proposed California Pacific Medical Campus project in District 5 and keep as much of the Cathedral Hill neighborhood together as possible.
Pat Scott, Booker T. Washington Community Service Center, President, thanked the Task Force for keeping the Booker T. Washington Community Service Center together with its community of interest in District 5.
Paul Hogarth requested that the Task Force not remove any portions District 6 above Market Street out of the proposed district.
Karen Kai, Japantown planning group, thanked the Task Force for its work in District 5, especially with respect to Japantown institutions.
Thea Selby requested that the Task Force to keep the Lower Haight neighborhood together in District 5 and "smooth out" the boundary for District 5, especially around the 55 Laguna project.
Evelyn Desolaki, YMCA, stated that she works in OMI and requested that the Task Force not remove any other portions of the OMI from the proposed District 11.
Mary Harris, Outer Merced Ingleside Neighbors in Action, President, requested that the Task Force keep the OMI communities of interest united in District 11 and the boundary line for District 11 at Holloway.
Caroline Hsu, Asian Law Caucus, thanked the Task Force for its hard work during the redistricting process. She also thanked the Task Force for moving the northern boundary of District 5 to include Booker T. Washington, Westside Courts and JCYC.
She also requested that the Task Force keep the area east of Leavenworth Street in District 3 to keep the Chinatown communities of interest united in District 3.
Otto Duffy, Central City Democrats, requested that the Task Force include more of the North of Market area in District 6 and that the northern boundary for District 6 be placed at Post Street.
Angelina Cabade, SOMCAN, requested that the Task Force move the boundary between Districts 6 and 9 from 14th Street to 15th Street, in order to keep the Filipino-American community of interest in that area together.
3. Task Force Map and Report. (9:39 p.m. to 10:01 p.m.) The Task Force discussed and reviewed the proposed approach to its final report.

4. Task Force Budget. (10:02 p.m. to 10:10:07 p.m.) Vice Chair Lam reviewed with the Task Force members the current budget, expenditures, and outstanding costs associated with the Task Force.

Chris Bowman asked whether the budget would allow the Task Force to produce hard-copies of itsFinal Report for the public.
5. Task Force Member Reports. (10:07 p.m. to 10:08 p.m.)
Task Force members had nothing to report.

6. Public Comment. (10:08 p.m. to 10:13 p.m.)
Otto Duffy, Central City Democrats, stated that the changes to District 6 will render the area more politically conservative and observed that one of the blocks moved in that area is also part of a historic district.
Glen Van Lane, District 5 resident, requested that the Department of Elections begin to identify neighborhood groups for outreach purposes before the next redistricting process even begins. He also stated that the next Task Force might want to start the redistricting process farther in advance of its deadline.
Chris Bowman, member of the 1995 Task Force, stated that the Task Force had made three major accomplishments to the working draft map in the Inner Mission, Portola and Crocker-Amazon areas. He also suggested more changes to the April 5, 2012 working draft map.
7. Future Agenda Items. (10:14 p.m. to 10:15 p.m.)
Chair McDonnell informed the Task Force members that the April 11, 2012 agenda has already been finalized in order to meet notice requirements. Member Melara requested that an item relating to a future press conference be included on the April 14, 2012 agenda. Member Schreiber requested that an item relating to finalizing outstanding Task Force minutes also be included on the April 14, 2012 agenda.
