1. Call to Order and Roll Call.
The meeting was called to order at 10:20 a.m. All members were present.


2. Approval of Task Force Minutes. (10:20 a.m. to 10: 22 p.m.)
Member Tidwell, seconded by Member Malara moved to approve the minutes for the March 29, 2012 meeting with corrections. The motion passed without objection.
Public Comment: None


3. Approval of Remaining Task Force Meeting Minutes. (10:21 p.m. to 10:23 p.m.) Member Alonso, seconded by Member Schreiber, moved to delegate Chair McDonnell to review and approve the minutes for April 4, April 5, April 9, April 11 and April 14, 2012. The motion passed without objection.

4. Mapping. (10:24 p.m.to 2:47 p.m.) (5:40 p.m. to 5:52 p.m.)
The Task Force heard public input and made modifications to the April 11, 2012 working draft map. Member Alonso, seconded by Member Leigh, moved to adopt the Final Map dated April 14, 2102. The motion passed by the following vote:
Ayes: 9 - Alonso, Lam, Leigh, Melara, Mondejar, McDonnell, Pilpel, Schreiber, Tidwell


Note: The Task Force recessed at 12:10 p.m. and reconvened at 12:27 p.m.
The Task Force recessed at 2:08 p.m. and reconvened at 2:47 p.m.

 

Public Comment:
Jim Salinas, Sr., San Francisco Latino Democratic Club, requested that the Task Force unify the Mission District as a historic district and recognized neighborhood, with a northern border that extends to the freeway. He thanked the Task Force for its efforts and hard work during the redistricting process.
Sally Ross requested that the Task Force keep the Sunnyside Nursery in District 8.
Richard Goldman, Sunnyside Neighborhood Association, thanked the Task Force for keeping Sunnyside Neighborhood Association united in District 7 and presented a map showing the boundaries of Sunnyside Neighborhood Association and Glen Park Neighborhood Association.
Paul Hogarth thanked the Task Force for keeping the Tenderloin united, as much as possible, in District 6. He requested that the Task Force move the Bristol Hotel, an SRO at 56 Mason, back to District 6.
Kevin Stull requested that the Task Force keep the Bristol Hotel in District 6.
Michael Nulty, Executive Vice President, Alliance for a Better District 6, requested that the Task Force keep the blocks surrounding Hallidae Plaza in District 6 including the Bristol Hotel. He also requested that the Task Force keep 55 Laguna in District 5.
Lawrence Li thanked the Task force for making the southern boundary for District 5 Herman Street. He also requested that the Task Force keep 55 Laguna in District 5.
Rita Wilson, Sunnyside Neighborhood Association, requested that the Task Force keep the Sunnyside Neighborhood Association united in District 7 with other Sunnyside neighborhood communities of interest.
Larry Griffin thanked the Task Force for keeping Booker T. Community Service Center, Hamilton Recreation Center and the Japantown communities of interest and NOPA united in District 5. He thanked the Task Force for its hard work and diligence during the redistricting process.
Rose Hillson, Japantown Organizing Committee and resident of District 2, thanked the Task Force for keeping the Japantown communities of interest united in District 5.
Bruno Peguese, Sr. Warden, St. Cyprian Episcopalian Church, commended the Task Force for its hard work and requested that the Task Force keep St. Cyprian Church in District 5.
Bernie Choden, San Francisco Tomorrow and Japantown Organizing Committee, provided an overview of districts 1, 2 and 5 for cohesive testing for communities of interest in those districts. He requested that the California Pacific Medical Center proposed project be in District 5.
Sharon Eberhardt, Vice President, District 11 Council, and resident of Caygua Terrace for 42 years, thanked the Task Force for listening and hearing the public. She thanked the Task Force keeping communities of interest united in District 11. She also thanked the staff and consultants for providing information to the public in a timely manner.
Marcell Brown, Central City SRO Collaborative, requested that the Task Force keep the Bristol Hotel in District 6.
Lois Scott, Cathedral Hill Neighborhood Association, expressed disappointment that Cathedral Hill is still split and requested that the California Pacific Medical Center project be in District 5.
Thea Selby thanked the Task Force for putting the border of District 5 at Hermann and requested that the Task Force keep 55 Laguna in District 5.
Lisa Shen, Lower Haight Merchants, requested that the Task Force keep 55 Laguna in District 5.
Pierre Pegeron requested that the Task Force keep 55 Laguna in District 5.
Peter Strauss requested that the Task Force keep 55 Laguna in District 5.
Steven Currier thanked the Task Force for its hard work and for keeping communities of interest united in District 11. He also thanked the Task Force for keeping Chicago Way and Latham in District 11.
Dick Vivian requested that the Task Force keep 55 Laguna in District 5.
Clinton Womack thanked the Task Force for keeping NOPA (North of Panhandle Association) in District 5. He also requested that the boundary for District 5 be at Turk Street.
Tony Roblas, Senior Action Network, requested that the Task Force keep the Filipino community united in District 6. He requested that the Task Force extend the northern boundary for District 9 to 15th Street.
Dan Doat, Bayview Merchants, requested that the northern boundary for District 10 be 16th Street rather than Mariposa.
Olga Tikonola requested that the Task Force keep Grove between Cole and Schrader streets in District 5.
Tommy Gallegos thanked the Task Force for keeping the Portola united in District 9.
Chris Bowman, 1995 Task Force member, proposed five additional moves to the Task Force which would unite neighborhoods and change various population deviations.
Mary Helen Briscoe thanked the Task Force work for its hard work and for keeping NOPA united in District 5. She requested that the blocks on Cole, Schrader, Grove, Hayes and Stanyan Streets remain in District 5.
Lisa Spanila thanked the Task Force for keeping the Sunnyside neighborhood in District 7.
Tad Buchner requested that the Task Force keep Cole, Schrader, Grove, Hayes and Stanyan Streets in District 5. He requested that the Task Force move census block 2006, bounded by McAllister, Central, Fulton, and Masonic, to District 1. He also requested that the Task Force keep 55 Laguna in District 5
Tes Welborn thanked the Task Force for its hard work and sensitivity and endurance the redistricting process. She requested that the Task Force keep Cole, Schrader, Grove, Hayes and Stanyan Streets in District 5.
Bradley Wedemeyer requested that the Task Force keep the Market Street Central Business area united in District 6.
Brianna Breen requested that the Task Force keep Cole, Schrader, Grove, Hayes and Stanyan Streets in District 5.
Jillian Gillette thanked the Task Force for moving blocks at Guerrero, Duncan, and San Jose from District 8 into District 9. She also urged the Task Force to move the District 8 and District 9 border to Mission St.
Joe Boss requested that the Task Force that the northern boundary for District 10 be 16th Street.
Tony Kelly, Potrero Hill Boosters Association, requested that the northern boundary for District 10 be 16th Street. He stated that the area with greatest community sensitivity from Mission Bay development is in Dogpatch/ Potrero Hill.
Domencia Henderson, Legislative Aide to District 5 Supervisor Olague, stated that Supervisor Olague’s Office received correspondence relating to the 55 Laguna, Hayes Valley commercial corridor, Inner Sunset and NOPA areas. She requested that the Task Force listen to the issues raised by these individuals in trying to keep communities of interest united in District 5.
Angelica Cabanda, SOMA Community Action Network, supports the Community Unity map, which had the boundary for District 6 at 15th Street. This would keep the Filipino community united in District 6.
Lorenza Lastanza, Tenderloin Filipino Association, requested that the Task Force keep Filipino community united in District 6.
Jesus Perez requested that the Task Force keep the SOMA Filipino community together by moving the boundaries for District 6 to 15th between Harrision and Valencia Streets.
Nelli Savedra requested that the Task Force keep the Filipino community united in District 6.
Raymond Castillio requested that the Task Force keep the Filipino community united in District 6.
Marti Dallalus, SOMA Community Action Network, requested that the Task Force keep the Filipino community united District 6 and urged the Task Force to put the District 6 boundary at 15th St from Valencia to Harrison.
Dayam Polganas, intern at SOMA Community Action Network, testified that historically the SOMA neighborhood was a starting point for Filipino immigrants urged the Task Force to move the line to 15th St, from Valencia to Harrison and keep families together.
Otto Duffy requested that the Task Force keep the Bristol Hotel and Maria Manor in District 6 and consider flipping Treasure Island.
Allan Alano requested that the Task Force to keep the Filipino community in District 6.
Doug Comstock requested that the Task Force keep the block bordered by Cole, Schrader, Hayes, Grove and Fulton in District 5.
Chris Koppel requested that the Task Force keep the block bordered by Grove, Cole, Schrader and Hayes Streets in District 5.
Robert Ruske, Japantown Planning Group, thanked the Task Force for reuniting Japantown and Fillmore.
Marc Soloman thanked the Task Force for keeping the Mission District united.
Chris Jackson thanked the Task Force for keeping Potrero whole with the Bayview. He requested that the Task Force move the northern boundary for District 10 to 16th Street.
Jim Cowan requested that the Task Force keep NOPA in District 5 including the Fulton Plaza.
Kimberly Hathaway requested that the Task Force keep NOPA united in District 5.
Mike Quinn requested that the Task Force include Mansell as a boundary for District 9.
Walter Caplan, Forest Knolls Neighborhood Association, thanked the Task Force for a remarkable job. He thanked the Task Force for keeping Forest Knolls and West of Twin Peaks in one district. He urged the Task Force to bring Maria Manor and the Bristol Hotel into District 6.

Member Schreiber, seconded by Member Mondejar, moved to adopt the Final Map.
Member Pilpel, seconded by Member Schreiber, moved to rescind the vote to permit time for a final review before the Task Force adopted the map. The motion passed without objection.

Note: The Task Force returned to Item 4 after considering Item 5 and voted to adopt the final map at that time. See motion by Member Alonso noted above.


5. Task Force Map and Report. (2:48 p.m. to 5:40 p.m.) (5:52 p.m. to 5:55 p.m.)
The Task Force made revisions to the Final Report and adopted its Final Report.

Member Schreiber, seconded by Lam, moved to adopt the Final Report. The motion passed by the following vote:
Ayes: 9 - Alonso, Lam, Leigh, Melara, Mondejar, McDonnell, Pilpel, Schreiber, Tidwell
Public Comment: None


Note: The Task Force recessed at 5:10 p.m. and reconvened at 5:27 p.m.
The Task Force returned to Item 4 at 5:40 p.m.
The Task Force returned to Item 5 at 5:52 p.m.


6. Press Conference. (5:55 p.m. to 5:58 p.m.)
The Task Force discussed the possibility to hold a press conference to present the Task Force's final map and report.

7. Task Force Budget. (5:58 p.m. to 6:00 p.m.)
The Task Force reviewed its budget and expenses. The Task Force suggested that future Task Forces begin the budget process earlier as to seek more funding and provide greater community outreach.
