Sarika leads research for OFE and directs its Economic Mobility Lab, charged with testing and scaling innovations that strengthen economic security and mobility of low income San Franciscans. Sarika brings expertise in financial inclusion, and program and product research, design and evaluation. Previously, she served as Director of Ideation at Commonwealth (formerly D2D Fund) and Research Analyst at ideas42, and independent consultant.  Sarika earned her Master of Arts in Public Administration from New York University and Bachelor of Arts in Economics from the University of California, Berkeley.

BashirBashir Algaheim
Operations Manager, Kindergarten to College

Bashir leads community outreach and engagement for Kindergarten to College (K2C). Prior to OFE, he served as a School Safety Specialist with the San Francisco Municipal Transportation Agency’s (SFMTA) Crossing Guard Program, handling all traffic related issues around schools throughout the city. Prior to that, he served as a public safety supervisor and training instructor in the private sector. Bashir earned his Bachelor of Arts in Criminal Justice from San Francisco State University.

Jacob leads OFE's consumer financial protection and student loan debt initiatives, as well as broader policy analysis and advocacy to help families build and protect wealth. Prior to joining  OFE, Jacob managed housing and economic development programs for the National Urban League. Jacob received his Master of Arts in Public Policy from the University of California, Berkeley and Bachelor of Arts from Princeton University.

SeanSean Kline

Sean works closely with San Francisco's elected Treasurer, the OFE Team team and a broad group of thought partners to develop and expand financial innovations that support the financial health of individuals and communities across San Francisco. Sean brings 20+ years of strategy, program, policy and management experience focused on economic security and financial health, including raising $30 million, recruiting and leading high-impact teams, and building broad, multi-disciplinary partnerships spanning the public, private and non-profit sectors. Sean earned his Master of Science from the London School of Economics and Political Science with a concentration in Poverty and Social Policy.


CarolCarol Lei
Manager, Kindergarten to College

Carol leads OFE’s Kindergarten to College (K2C), the first, publicly funded universal children’s savings account program in the country. Prior to K2C, she served as Programs Director for Parents for Public Schools of San Francisco, helping thousands of families enroll in and engage with the public school system. She has also managed several special projects for the City and County of San Francisco, worked in the technology sector, and operated her own consultancy supporting management, team development, and diversity in the workplace.

Jessica leads Smart Money Coaching, OFE’s one-on-one financial coaching service. In addition to working closely with city agencies and non-profit partners to integrate Smart Money Coaching into social service delivery, workforce development and public housing, Jessica leads expansion of coaching as a free, public service to those living, working or receiving services in San Francisco. Previously, she worked for NerdWallet and the Leo T. McCarthy Center for Public Service and the Common Good, and as a policy fellow with OFE and the California Reinvestment Coalition. Jessica earned her Master of Arts in Public Affairs from the University of San Francisco and Bachelor of Arts in Politics from the University of California, Santa Cruz.

MayaMaya Oubre
Financial Access and Innovation Specialist

Maya leads Bank On San Francisco and Bank On Youth San Francisco, working closely with city agencies and non-profit partners to integrate access to safe, affordable banking for youth and adults, particularly in low-income communities and communities of color. Prior to joining OFE, Maya helped launch and expand over 50 community youth initiatives focused on health, wellness and financial access with the national nonprofit organization MyPath. Maya earned her Master of Arts in Public Policy from Mills College.

Nicole provides communication support across OFE.  Prior to joining OFE, Nicole worked in healthcare where she provided support to providers in the transition to EMR as well as helped medical assistants and front desk staff with day to day activities.  Nicole earned her Bachelor of Arts in Political Science from San Francisco State University.
