Director, Office of Financial Empowerment
Nicole Agbayani serves as the Director of the Office of Financial Empowerment. Previously, Nicole served as the Director of Community Affairs since 2016 under Carmen Chu in her current role as City Administrator, as well as her previous role as elected Assessor-Recorder. From both Offices, Nicole has spearheaded citywide community engagement programs serving thousands of local families and small businesses, bringing public services and relevant financial help directly to communities. During her time in the Assessor's Office, Nicole founded the award-winning Family Wealth Forum series, connecting over 3,000 residents with financial and legal counseling around asset building and estate planning. Prior to joining the City, Nicole led programs of community and economic development in various San Francisco neighborhoods. She is a proud native of the Excelsior neighborhood and brings her commitment to an inclusive vision for San Francisco where families are best positioned to thrive.
Operations Manager, Kindergarten to College
Bashir oversees operations of the Kindergarten to College (K2C) program. Prior to OFE, he served as a School Safety Specialist with the San Francisco Municipal Transportation Agency’s (SFMTA) Crossing Guard Program, handling all traffic related issues around schools throughout the city. Prior to that, he served as a public safety supervisor and training instructor in the private sector. Bashir earned his Bachelor of Arts in Criminal Justice from San Francisco State University.
Manager, Policy and Partnerships
Jacob leads OFE's consumer financial protection and student loan debt initiatives, as well as broader policy analysis and advocacy to help families build and protect wealth. Prior to joining OFE, Jacob managed housing and economic development programs for the National Urban League. Jacob received his Master of Arts in Public Policy from the University of California, Berkeley and Bachelor of Arts from Princeton University.
Program Manager, Kindergarten to College
Mohan leads the Kindergarten to College Savings program and the K2C team. Mohan has more than 10 years of experience in the non-profit sector, most recently with the Children’s Council of San Francisco as the Director of Community, Innovation and Impact. Prior to Children's Council, he served as the Director of Programs and Engagement with Mission Asset Fund (MAF). Mohan brings a commitment to financial inclusion and a passion for championing equity-driven, tech-enabled initiatives. He has worked with community-based organizations in New York and California, and has lived, studied and traveled extensively abroad. Mohan graduated from the University of California at San Diego in 2007 with degrees in International Studies & Ethnic Studies.
Elisa Rodriguez Furey
Community Engagement Specialist
Elisa leads community outreach and engagement for Kindergarten to College (K2C). Prior to joining OFE, Elisa worked for the San Francisco Public Utilities Commission where she supported the community outreach and communications strategy for CleanPowerSF and other projects. Additionally, she served as a Program Manager for Parents for Public Schools of San Francisco where she implemented the School Governance and Family Engagement Program. Previously, she worked for the Mexican Consulate in San Francisco where she oversaw the Spanish Adult Literacy Program in Northern California and collaborated with the California Department of Education on special projects. Elisa earned her Master of Public Administration from San Francisco State University and her Bachelor of Business Administration from the Instituto Tecnologico of Chihuahua, Mexico.
Nicole provides communication support across OFE. Prior to joining OFE, Nicole worked in healthcare where she provided support to providers in the transition to EMR as well as helped medical assistants and front desk staff with day to day activities. Nicole earned her Bachelor of Arts in Political Science from San Francisco State University.
Customer Service Coordinator, Kindergarten to College
Donna provides customer service and account management for Kindergarten to College (K2C). Prior to joining OFE, Donna served as an administrative assistant in San Francisco's public school system.
Financial Capability Program Manager
Andrea is OFE's Financial Capability Program Manager, and leads financial education and access initiatives including Smart Money Coaching and Bank On. Andrea was most recently the Senior Manager of Design and Innovation at MyPath, where she was the lead visual and curriculum designer, and piloted launches of innovative credit building and financial mentoring programs with financial institution partners and youth programs.
