Minutes from the December 13, 2021 Meeting

 

MEMBERS PRESENT:  Conchita Lozano-Batista (Chair), Coyote Codornices Marin (Vice-Chair),  Julienne Fisher, Joyce Kimotsuki, John Logan

MEMBERS EXCUSED:  Jason Oringer

CITY STAFF PRESENT: Hallie Albert (OLSE), Ellen Love (OLSE), Pat Mulligan (OLSE), Shawn Peeters (OCA),

                                                                                                

The Advisory group unanimously adopted a resolution making findings to allow teleconferenced meetings under California Government Code Section 54953(e) (see attached).

 

  1. ADOPTION OF AGENDA

The agenda was approved without objection.

 

2.    PUBLIC COMMENTS FOR ITEMS NOT ON THE AGENDA                                         

There was no public comment.

 

3.    APPROVAL OF MINUTES                                      

The minutes of the October 14, 2021 meeting were approved without objection.

 

4.   POLICY BODY MEMBER VACCINATION REQUIREMENTS AND VIRTUAL MEETING STATUS                                               

OLSE reviewed the City requirement regarding vaccinations for policy body members. SPAG members must submit documentation of current vaccination status to OLSE by Wednesday, December 15th.

 

5.  CONTRACT RECOMMENDATIONS REVIEW                                                    

Advisory Group members reviewed revised recommendations for Sweat-free contracting language from Corporate Accountability Lab. The group recommended a minor adjustment to the “assignments” language.

 

Julie Fisher made a motion to endorse the recommendations from the Corporate Accountability Lab with the suggested addition to the “Assignments” section.  Motion approved without objection. Conchita Lozano-Batista proposed finalizing language to discuss with supervisors and committee members and offered to draft a letter that will be edited and distributed. 

 

6.  WORKER RIGHTS CONSORTIUM UPDATE                                                       

Ben Hensler from the Worker Rights Consortium provided a review of the WRC’s inspections for the City in 2021. He also shared a summary of the outcome of past inspections for the City. Coyote Marin suggested discussing impacts of the inspections to support expanding the contract.

 

 

 

7. ADVISORY GROUP REPORT                                                                                    

Ellen Love agreed to send out the language from the Sweat-free Contracting Ordinance regarding the SPAG reporting requirement.

 

8.  POTENTIAL ITEMS FOR FUTURE AGENDAS                                                    

The group suggested the following agenda items:

  • That WRC staff return to discuss the outcome of past investigations.
  • Follow up on the CAL suggested contract language and the status of the letter to the BOS endorsing the suggestions.
