SWEATFREE PROCUREMENT ADVISORY GROUP
Minutes from the June 9, 2022 Meeting

1. ADOPTION OF AGENDA
The agenda was approved unanimously after moving Vancouver update later.
3. PUBLIC COMMENTS FOR ITEMS NOT ON THE AGENDA
There was no public comment.
4. APPROVAL OF MINUTES
Change to spelling of Coyote Codornices Marin’s name and clarification on the dashes in 12-U-I. Motion to approve and approved unanimously.
5. CONTRACT RECOMMENDATIONS UPDATE
Regarding status of outreach to the Board of Supervisor: Julie Fisher had not yet spoke to Supervisor Chan. Jason Oringer was absent and did not send in any updates. Marin reached out to Supervisor Mandelman’s office and spoke to a staffer who expressed interest. Marin told the staffer they believe the plan is to have Supervisor Chan introduce the amendment to the ordinance. Conchita Lozano-Batista said Supervisor Chan was the most responsive and proposed that Mandelman may be able to co-sponsor.
6. OCA UPDATE
Shawn Peters reported that Sailaja Kurella is able to present to the Vancouver group. There are no new 12-U-I forms but Peters is hoping to get Banner’s this weekend be able to send to WRC for a new inspection. Peters received additional training on BI to export files to assess POs released and he is planning to meet with suppliers to address their pattern of not following the requirements of the Sweatfree Ordinance.
Marin inquired whether any suppliers were aware of the third-party beneficiary change. Peters believes they are not aware and will speak with Kurella about doing a “temperature check” with suppliers to see how they will react to the change. The group discussed inviting Banner and Muscatellos to a meeting (noting Banner came to a prior meeting once). Peters and Lozano-Batista raised the need to communicate to all potential suppliers and Peters will loop back to OLSE before the July meeting.
7. WRC UPDATE
Ben Hensler’s update was read to the group:

- On June 27-29, the WRC will inspect the RJ Torres factory in the Dominican Republic, disclosed by Fechheimer and Muscatellos as a supplier under the MTA contract. We have already completed offsite worker interviews, and will be presenting our draft report to the factory and buyers in July after the inspection, and will send our report to OLSE after we have the factory and buyers’ responses.
- The WRC has completed a follow-up assessment for the City of Madison, WI of the Dong Thanh factory in Vietnam, which was inspected for the City of SF in 2019. This will allow us to provide an update to the City of SF on status of remediation of previously identified violations. That report will be supplied to both Madison and OLSE in July.
- The WRC is reviewing previously provided factory data to identify a factory for one more inspection for the City of SF before the end of the current monitoring agreement.
8. OUTREACH UPDATE
The group reviewed the draft language to send to prospective group members. Patrick Mulligan clarified San Francisco residency is preferred but not required and Hallie Albert to confirm that the ordinance states such. Lozano-Batista discussed sending the letter to local law school clinics, labor counsels. Mulligan said there is no concern about sending the letter on OLSE letterhead and Albert will send it out.
9. VANCOUVER UPDATE
Mulligan shared that the Vancouver group are in the policy development phase and interested in WRC contract which Mulligan Shared with them. The group will circle back to OLSE with any additional questions.
10. POTENTIAL ITEMS FOR FUTURE AGENDAS
Lozano-Batista and Fisher unavailable for August meeting. Continue discussion on outreach to BOS on third party beneficiary amendment and follow up on OCA’s input on how to address with suppliers.
