1. Call to Order and Roll Call

The meeting was called to order at 3:38 PM. Commissioners present: Rene Ontiveros, Happy Yang. Committee members present: Carlos Rios. Winnie Lin. Staff present: Phimy Truong.

2. Approval of Agenda (Action Item)

Commissioner Ontiveros, seconded by Commissioner Yang, moved to approve the agenda. The motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)

A. Wednesday, December 7, 2011

Commissioner Ontiveros, seconded by Commissioner Yang, moved to approve the minutes to the meeting of December 7, 2011. The motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There was none.

5. Business (All Items to Follow Discussion and Possible Action)

A. The role of budget priorities

Commissioner Yang gave a quick overview of the Youth Commission’s budget priorities and the committee’s role in providing priorities to the commission’s Executive Committee by March 23, 2012. Yang went over the 2009-2010 Youth Commission’s budget priorities with committee members. Members asked clarifying questions.

B. Analyze survey data from Immigrant Youth Summit

Commissioner Yang went over the Immigrant Youth Summit’s survey data with committee members. Though there was a low number of surveys collected than expected, the key issues found includes: many immigrant students lacked awareness of important resources and services, did not fully understand what AB 540 and the Dream Act was, and lacked participation and interest in local government.

C. Confirm priorities

Committee members discussed priorities as it relates to immigrant youth and the Youth Commission’s budget priorities. Commissioner Yang informed her peers that they would have to think about priorities as it relates to funding that affects the lives of immigrant youth.

Commissioner Ontiveros brought up the importance of youth employment for all immigrant youth. Ontiveros and Rios stressed the difficulty of finding employment and internship opportunities if you were an undocumented youth. Undocumented youth benefit from stipend programs, but would benefit more if they were able to work more.

Members agreed to work on the following budget priorities: employment programs that would be available to all immigrant youth, including research on employment and stipend opportunities for undocumented youth; an immigrant youth task force; and legal services for immigrant youth and their families.

D. Break into pairs for individual priorities

Commissioner Yang and Lin agreed to work together and look into legal services for immigrant youth and their families, as well as research other urgent priorities for immigrant youth.

Commissioner Ontiveros and Rios agreed to work together on the issue of employment and stipend opportunities for undocumented youth.

As committee members Jose-Luis Mejia and Janette Rio was absent from the meeting, Commissioner Yang asked staff to follow up with both and request that they research more about an immigrant youth task force.

E. Members schedule and availability to meet

Members shared their schedules with one another and asked staff to follow up with everyone through email and set up another meeting.

6. Adjournment

The meeting was adjourned at 5:15pm.
