1. Call to Order and Roll Call

The meeting was called to order at 5:05 p.m. Commissioners present: Christine Huynh, Kyron Covington, Nicholas Persky, and Mia Shackelford. Staff present: Phimy Truong. There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Covington, seconded by Commissioner Persky, moved to approve the agenda. This motion was approved unanimously by acclamation.

There was no public comment.

3. Approval of Minutes (Action Item)

A. December 4, 2012

Commissioner Shackelford, seconded by Commissioner Covington, moved to approve the minutes to the meeting of December 4, 2012. This motion as approved unanimously by acclamation.

There was no public comment.

There were none.

5. Business (All Items to Follow Discussion and Possible Action)

Each committee member shared one positive thing about their winter break.

B. Review committee priorities

Committee Chairwoman Huynh asked her colleagues to quickly look over the Summer Jobs+ resolution and provide any suggestions before the final reading at the Youth Commission’s special midyear retreat meeting of January 13, 2013. Commissioner Huynh had made edits to the resolution based on the suggestions and feedback from commissioners at the full Youth Commission meeting of December 17, 2012.

Commissioner Huynh led her peers in a discussion of where the committee was at and what youth employment priorities they would like to focus on for the rest of their term. As Commissioner Armstrong was unable to attend the meeting, Commissioner Huynh shared with everyone Armstrong’s committee priorities, which includes looking at how private companies are working with youth employment programs; continue to be a part of evaluating Summer Jobs+ to ensure that it thrives and grow; looking into how to expand current youth employment programs; reach out to other local youth commissions who have an employment focus and see what they have done; and possibly look into hosting a youth employment summit.

Commissioners Persky gave an update on his work with Commissioners Monge-Rodriguez and Covington on researching the national Deferred Action for Childhood Arrivals (DACA) policy. Commissioners Persky and Monge-Rodriguez looked into having a streamlined process for students to apply for DACA. Commissioners Persky and Covington shared that they would like to look into how to link DACA recipients in San Francisco to work permits and then to youth employment programs.

Commissioner Shackelford expressed her interest in looking into employment services for transitional age youth veterans. Commissioner Huynh expressed her interest into looking at youth employment programs and how they help connect youth with additional academic support.

Commissioners discussed their priorities and agreed to do some research on their individual issues to bring back to the next committee meeting.

6. Items to Report to Executive Committee (Discussion Only)

Commissioner Huynh shared that she will be reporting the following updates to the Executive Committee: the youth employment committee will finally have their second reading of the Summer Jobs+ resolution at the midyear retreat and will continue to flesh out their new priorities.

7. Executive Committee Report (Discussion Only)

Commissioner Persky shared that some members of the executive committee will be attending the bay area-wide youth commission summit planning meeting on January 18, 2013 at the Oakland Youth Commission office. Commissioner Persky also urged his peers to support the Youth Justice Committee at the Juvenile Probation Commission hearing on the evening of January 9, 2013. Commissioner Persky also shared to his peers that executive committee members have been working with staff on developing the agenda and some workshop curriculum for the upcoming midyear retreat.

8. Adjournment

The meeting was adjourned at 6:04 p.m.
