1. Call to Order and Roll Call


The meeting was called to order at 5:03 p.m. Commissioners present: Christine Huynh, Kyron Covington, Nicholas Persky, and Mia Shackelford. Commissioner absent: Sarah Armstrong. Staff present: Phimy Truong, Allen Lu. There was quorum.

2. Approval of Agenda (Action Item)


There was no public comment.

Commissioner Covington, seconded by Commissioner Persky, moved to approve the agenda. This motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)


A. February 26, 2013

There was no public comment. Commissioner Persky, seconded by Commissioner Covington, moved to approve the minutes to the meeting of February 26, 2013. This motion was approved unanimously by acclamation.

There were none.

5. Business (All Items to Follow Discussion and Possible Action)


A. Staff report

Ms. Truong provided the following updates: a reminder that Coleman Advocates would be holding a community convener meeting about summer employment for youth on Tuesday, March 19th from 5-7 p.m., commissioners were also invited to an upcoming community forum on tasers on March 25th from 5-7 p.m.; staff and commissioners will be participating in Youth Advocacy day on March 20th, 2013; and staff would be attending the next Youth Council meeting of March 20th from 4-6 p.m. Commissioners asked clarifying questions. Commissioners Huynh and Covington agreed to attend Coleman’s community convener meeting and will report to the committee at the next meeting.

B. Review and work on committee priorities

-Commissioners Covington and Huynh will be attending Coleman’s community convener on summer jobs for youth and will report back at the next committee meeting.
- Commissioners Armstrong and Shackelford have been working with staff to learn more about youth labor practices in restaurants.
-Commissioner Huynh provided her colleagues with an update on her conversation with Camille Richards, Director of the SF Youth Works employment program. YouthWorks offers and supports its participants obtain school credits if approved by their school counselors. Commissioner Huynh learned that the option for students to earn school credits was there, but not many students take advantage of the opportunity.
-Commissioner Persky will provide an update on his personal research on employment for undocumented youth at the next meeting.
-Commissioner Huynh provided an update on a Mission Peace collaborative meeting. Huynh shared that the group’s employment committee mainly focused on local hire and the first source ordinance. Commissioner Persky shared that the school district’s Board of Education is also considering a local hire practice for construction projects within the school district.
C. Review Local Hire Research Map

Ms. Truong and Commissioner Huynh provided a quick introduction to the following documents: the Failure of Good Faith, First Source hiring administrative code, Local Hire ordinance, and meeting minutes to the full Youth Commission meeting of November 15, 2010 where 2009-2010 commissioners provided comment on the local hire discussion.

Committee members agreed to divide up the different documents and spend the rest of the committee time reading.

After some time, committee members regrouped and provided short updates on their research. Committee members agreed to continue the research at the next meeting, as it seems there were a lot of community conversations around the ordinance. Committee members would like to continue research as it relates to transitional age youth employment.
D. Work on Committee Community Engagement Plan

Commissioner Huynh tabled this item.
