1. Call to Order and Roll Call


The meeting was called to order at 5:02 p.m. Commissioners present: Nicholas Persky, Rachel Brodwin, Christine Huynh, Mia Shackelford. Staff present: Phimy Truong. There was quorum.

2. Approval of Agenda (Action Item)



There was no public comment.

Commissioner Huynh, seconded by Commissioner Brodwin, moved to approve the agenda. This motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)


A. March 27, 2013

There was no public comment.

Commissioner Shackelford, seconded by Commissioner Huynh, moved to approve the minutes to the meeting of March 27, 2013. This motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)


There were none.

5. Business (All Items to Follow Discussion and Possible Action)


A. Staff report

Ms. Truong provided the following updates: Mr. Al Kurland from New York City has reached out to the Youth Commission to collect testimonies about the importance of youth input in advisory bodies; Mr. Kurland is a volunteer at a NYC T.E.E.N, a program working to allow, but not mandate, the appointment of 16 and 17 year olds to NYC’s community boards. Commissioners asked clarifying questions. Commissioners agreed to email statements to staff in the next two weeks.

B. Consideration of authorization of the following absences:

Commissioner Brodwin stated that she would not be at the special full meeting of April 16, 2013 and asked not to have her absence for review at this meeting.

Commissioner Shackelford, seconded by Commissioner Huynh, moved to forward the absences of Commissioners Armstrong, Marshall-Fricker, and Taumoepeau to the next full commission meeting. This motion was approved unanimously by acclamation.

Commissioner Huynh, seconded by Commissioner Shackelford, moved to forward the absences of Commissioners Armstrong, Marshall-Fricker, Guzman-Ramos, Carrion, and Monge-Rodriguez to the next full commission meeting. This motion was approved unanimously by acclamation.

C. Approve the agenda for the April 16, 2013 full Youth Commission meeting

Commissioner Persky reminded his colleagues that the next full Youth Commission meeting was a special off site meeting, to be taken place on Tuesday, April 16th, 5:30 p.m. at the Bayview Opera House. The Youth Justice committee has been working vigorously on preparing their priorities and presentation to share with the community. Commissioner Persky also stated that there would be a first reading of the commission’s policy and budget priorities. The priorities document would be in draft form, and ready for initial feedback from commissioners and members of the public. Commissioner Shackelford commended the work of the youth justice committee. Commissioners were excited for the first full commission meeting taking place at a community center, and hoped that many youth would be there to provide feedback and input to their work. Commissioners then reviewed the possible agenda items for their upcoming meeting.

There being no further discussion, committee members agreed to an agenda including the following items: introduction and overview of the Youth Commission’s charge by Chairwoman Shackelford; an overview of the youth justice committee’s priorities and work of the year by Commissioners Carrion, Gomez, and Monge-Rodriguez; structured time for community feedback and testimonials; presentation from youth serving organizations; and a first reading of the commission’s policy and budget priorities for the next year.

There was no public comment.

Commissioner Shackelford, seconded by Commissioner Brodwin, moved to approve the agenda for the upcoming April 16, 2013 special full Youth Commission meeting. This motion was approved unanimously by acclamation.

D. Planning for 2013-2014 Youth Commission interview process

Commissioner Persky reviewed the interview process for 2013-2014 YC applicants, and reminded his colleagues that the committee would be taking the lead on working with staff to coordinate the interviews. Commissioners agreed on setting up interviews for the week of May 13th, and May 6th. Commissioners then spent some time reviewing the interview process. There was no official action taken.

E. Officer updates

Commissioner Huynh provided the following updates around outreach: YC will be leading a workshop for youth from Bernal Heights Neighborhood Center on Friday, April 12th; commissioners have been preparing for a 2 day workshop for Juma Ventures students, a youth employment program; and plan on attending the Bayview Youth Summit on April 13, 2013.

There was no official action taken.

F. Update on Youth of the year award

Commissioners discussed youth of the year award applicants; and agreed to not set a deadline for the award; rather commissioners would like to keep the application on going to collect more nominations. Commissioners agreed to revisit this item at a later date when more applications come in.

6. Issue-Based Committee Reports (Discussion Only)


Commissioners Huynh and Brodwin provided brief updates about the employment and education committee.

7. Executive Committee Report (Discussion Only)


Commissioner Persky is going to share the following updates at the next full commission meeting: the status of the Youth of the Year award; and updates on interviewing 13-14 YC applicants.

8. Adjournment


The meeting was adjourned at 6:00 p.m.
