1. Call to Order and Roll Call

The meeting was called to order at 5:16 p.m. Commissioners present: Christine Huynh, Nicholas Persky, Mia Shackelford. Staff present: Phimy Truong. There was quorum.

2. Approval of Agenda (Action Item)

There was no public comment. Commissioner Persky, seconded by Commissioner Huynh, moved to approve the agenda. This motion was approved by acclamation.

3. Approval of Minutes (Action Item)

A. June 11, 2013

There was no public comment. Commissioner Persky, seconded by Commissioner Huynh, moved to approve the minutes to the meeting of June 11, 2013. This motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There were none.

5. Business (All Items to Follow Discussion and Possible Action)

A. Staff report

Ms. Truong provided the following updates: the Department on the Status of Women has invited the youth commission to join the SF Collaborative Against Human Trafficking conference on Friday, August 2nd; there will be a public viewing of the Supreme Court decision on Proposition 8 and DOMA at City Hall on Wednesday, June 26, 2013 at 7 a.m.; the next retreat planning meeting will take place on Tuesday, July 2nd at 2 p.m. at the Student Advisory Council’s office; Commissioner Wu will be leading a youth policy development workshop at the Asian American Public Health Youth Leaders Association meeting on June 26 at 3 p.m., Commissioner Wu is looking for interested commissioners to join him; the SFMTA will be hosting a public meeting regarding Title VI at 1. S. Van Ness on Tuesday, June 27th from 6:30-8:00 p.m.; and there will be a children’s fund community coalition conference on Friday, June 28th at 9:30 a.m. Commissioners Shackelford, Persky, and Huynh all indicated to staff the events that they were able to participate in. Staff will be attending the Children’s Fund Community Coalition conference on Friday with Commissioner Tu Mutch and will be taking notes for the commission.

There was no public comment. There was no official action taken.

B. Committee goals and next steps

Commissioner Huynh reviewed the list of youth employment service providers that committee members will be visiting with her peers. Commissioner Shackelford will be visiting LYRIC for their youth employment services. Commissioner Persky will be visiting Community Youth Center, Commissioners Covington and Huynh will be visiting CHALK, Young Community Developers, and Success Center. Committee members reviewed their questions and worked on a handout to pass out to youth served at the employment programs. Committee members then worked on setting up appointments to visit the stated youth employment organizations, as most of the service providers have responded with their availability.

Commissioners agreed to spend 1-2 hours at each of the sites visited and to take detailed notes during their informal interviews. Commissioners would like to put together a mini report of their observations of the youth employment service providers selected to assist youth with finding jobs within the SF Summer Jobs+ program. Commissioners were excited to be spending time doing “field work” and interacting with their peers.

C. Committee briefing document

Committee members then spent some time working on a briefing document for incoming commissioners of the 2013-2014 term. Members divided up the following committee work to note in the briefing document. Topics to include in the document includes:

- an update on the SF Summer Jobs+ and criteria for assessing and monitoring success of the initiative
- briefs on youth involvement plans, undocumented youth and employment, participation in youth employment convener meetings, career to pathway programs, meetings with city departments and service providers

Commissioners discussed the possibility of a youth employment committee in the upcoming year. Commissioner Persky noted that it was important for new commissioners to form committees based on their own priorities. Commissioner Shackelford noted it was equally important to provide a detailed document to allow for follow up work on past priorities. Commissioner Huynh stated that she was happy that the city has highlighted youth employment as a priority. Commissioners agreed to have a briefing document prepared by July 30, 2013.

Commissioner Huynh provided updates on ongoing outreach opportunities and the status of the Youth of the Year award.
