1. Call to Order and Roll Call


The meeting was called to order at 5:07 p.m. Commissioners present: Nicholas Persky, Christine Huynh, and Paul Monge-Rodriguez. There was quorum. Staff present: Phimy Truong.

2. Approval of Agenda (Action Item)



There was no public comment. Commissioner Huynh, seconded by Commissioner Monge-Rodriguez motion to approved the agenda. This motion was approved by acclamation.

3. Approval of Minutes (Action Item)


A. June 12, 2013

There was no public comment. Commissioner Monge-Rodriguez, seconded by Commissioner Huynh moved to approve the minutes to the meeting of June 12, 2013. This motion was approved unanimously.

4. Public Comment on Items not on Agenda (Discussion Only)


There were none.

5. Business (All Items to Follow Discussion and Possible Action)


A. Staff report

Ms. Truong provided the following updates:

- The retreat planning meeting will be meeting next the week of July 22nd, 2013 and will tentatively take place at City Hall and the South Beach Harbor House. The location of the retreat will be confirmed at the next planning meeting.
- Ms. Truong will be out of the office from July 19th to 31st, 2013. Adele and Allen can be reached at all times during normal YC hours.
- The next Children’s Fund Community Coalition meeting will take place on July 26, 2013 9am-11am. Commissioners interested in attending should follow up with Adele. Ms. Truong and Commissioner Monge-Rodriguez had attended the last coalition meeting, and provided some brief updates regarding the draft recommendations the coalition made for the City to consider in the Children’s Fund.
- The Immigrant Rights Defense Committee has invited Youth Commissioners to attend an educational event on Thursday, July 11, at noon. The event entitled “Don’t let immigration reform become an obstacle course” will take place at Civic Center Plaza across from City Hall.
- Peer Resources has invited the Youth Commission to attend a Youth Fishbowl for SFUSD administrators. This will take place on July 31.
- The Youth Commission has been invited to attend the Y-PLAN Youth Leadership Dinner Panel to take place on August 9 from 6:30-9:00 p.m.


B. Consideration of authorization of the following absences:

1. Monday, June 17, 2013
i. Commissioner Chu

There was no public comment. Commissioner Monge-Rodriguez, seconded by Commissioner Huynh moved to forward Commissioner Chu’s absence for consideration at the next full YC meeting, contingent on a written response by Commissioner Chu. This motion was approved by acclamation.


D.Approve the agenda for the Special full YC meeting of July 15, 2013

Commissioner Persky then called item 5D out of order.

Commissioners reviewed and discussed requests for presentations at the next full Youth Commission meeting. Commissioners agreed to a July 15, 2013 full YC meeting agenda which would include the following items: basic standing agenda items, a presentation of the San Francisco Youth Commission’s 2013 Youth of the Year Award where 8 youth will be honored for their exceptional youth leadership; a presentation on San Francisco Immigrant Rights Defense Committee’s ICE Referral Campaign and request for feedback and support; a motion to sponsor a Deferred Action for Childhood Arrivals day in San Francisco; a second reading of a resolution to urge the support of the creation of youth government advisory bodies at both the regional and federal levels.

There was no public comment.

Commissioner Huynh, seconded by Commissioner Monge-Rodriguez, moved to approve the full YC meeting agenda of July 15, 2013.

C. Planning for the Youth of the Year Award Ceremony

Commissioner Huynh presented an outline of the YOYA ceremony to her peers. Commissioners Persky and Monge-Rodriguez provided feedback. The ceremony would include the following:

* YOYA awardees : DeAsia Landrum, Juleimy Lopez, Cecily Mongtomery, Lavinia Star Morris, Adonis Williams, Dominic Sanchez, Darwin Velasquez, Lawrence Collins *in memoriam*

* Closing

E.Officer Updates

Commissioner Huynh provided updates on the Youth Commission’s ongoing outreach and civic engagement activities, which included: facilitation of a two day workshop for rising Freshmen at Mission High School; facilitation and coordination of a speaking series geared towards empowering female leaders; participation in the Tenderloin Healthy Corner Store Coalition Community meeting of July 11, 2013. Commissioner Huynh also recapped the tremendous amount of community outreach commissioners have done this fiscal year. Commissioners Persky and Monge-Rodriguez thanked staff and Commissioner Huynh for her work.

6. Issue-Based Committee Reports (Discussion Only)


The Youth Employment committee has been visiting SF Summer Jobs+ doorway organizations to learn more about what each community.
