1. Call to Order and Roll Call

The meeting was called to order at 4:10pm.

Commissioners present: Carrion, Monge-Rodriguez
Commissioners absent: Gomez
Staff present: Phimy Truong, Adele Carpenter

There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Monge-Rodriguez, seconded by Commissioner Carrion, moved to approve the agenda. This motion was approved by acclamation.

3. Approval of Minutes (Action Item)

A. July 3, 2013

Commissioner Monge-Rodriguez, seconded by Commissioner Carrion, moved to approve the minutes from July 3, 2013. This motion was approved by acclamation.

5. Business (All Items to Follow Discussion and Possible Action)

A. Staff report

Phimy Truong gave updates on events celebrating Chief Siffermann’s retirement and about the appointment process for the upcoming Youth Commission term.

There was no public comment.

B. Next Steps and Work on Committee Priorities

a. SFPD

Commissioners discussed their efforts to develop a distribution proposal for the Know Your Rights pamphlets that includes high schools and middle schools divided by proximity to SFPD district stations. They requested staff to produce a list of area CBO’s to help with the development of the distribution proposal. Commissioners Monge-Rodriguez and Carrion agreed that when the distribution plan is finished, the committee will produce a memorandum and include in the memorandum a request to reissue the department bulletin regarding the distribution of pamphlets to juveniles during police contact, as the bulletin has expired since it was issues by Gascon.

Commissioner Monge-Rodriguez agreed to follow up with area advocates on a meeting regarding content of the SFPD-SFUSD MOU.

Staff members agreed to invite members of SFPD to the training with Lisa Thurau in August and to RSVP for commissioners, as well as to update Supervisor Campos’ office on the progress of the three recommendations.

b. JPD

Committee members expressed interest in meeting with recently appointed Chief Juvenile Probation Officer, Allen Nance, and staff members agreed to follow up to request a meeting.

Commissioner Carrion explained he was researching the educational protocols in juvenile detention, and the role of CBO’s in providing educational support to youth on probation.

c. School-based work

Commissioner Monge-Rodriguez gave an update on the campaign to ban suspensions for willful defiance and how advocates are researching the effectiveness and implementation process for restorative justice practices. He also updated the committee on efforts to evaluate the impacts of a proposed policy to reduce A-G graduation requirements in continuation schools.

d. Immigrant Rights Defense Committee

Staff member, Adele Carpenter, updated commissioner Carrion on the presentation from Young Workers United on their campaign to stop the practice of ICE detainers in San Francisco County received at the last full commission meeting. She updated commissioners that advocates had requested commissioners to help attend meetings with Supervisors, reach out to organizations in District 10, and possibly attend the convener meeting August 20th. Commissioner Monge-Rodriguez explained the importance of the effort in ensuring due process for undocumented residents. Commissioner Carrion explained he would consider the proposal and read over the materials provided by presenters at the last full commission meeting.

C. Developing Briefing Documents on Committee Priorities

Commissioners agreed to develop a binder of priorities with a table of contents and executive summary. Commissioners requested staff support in compiling committee documents and drafting a summary.

There were no items to report to the executive committee because the executive committee was not scheduled to meet before the end of the term.
