1. Call to Order and Roll Call

The meeting was called to order by Commissioner Yu 5:05pm.

2. Approval of Agenda (Action Item)

Commissioner Sicairos, seconded by Commissioner Bernick moved to approve the agenda for the meeting. The motion was approved by acclamation. There was no public comment.

5. Business (All Items to Follow Discussion and Possible Action)

The committee shared their “Roses” and “Thorns” of the week.
B. Discussion and Feedback with Support For Families
Guests: Joe Goyos, Education Manager, and Alison Stewart, Special Needs Inclusion Project (SNIP)
Ms. Stewart and Mr. Goyos presented an overview of the handout “Inclusion Tools for After School Professionals.” Ms. Stewart facilitated a group activity around the words from the article that stood out to the youth. The words/phrases that stood out were: A wide range of activities and environment; Support the right of every child; Opportunities, comunication, and collaboration; Belonging; Inclusion; Support; Reach full potential; Full members of family community and society; Development and learning.
Commissioners and SAC Representatives also noted words that were missing from the article: Youth; Transitional Age Youth; People of all ages; Care; Understanding; Awareness; Acceptance.
“I am Norm Campaign” 2010 video was presented by Ms. Stewart and Mr. Goyos made by 20 students from all over the nation filmed in Washington D.C. They suggested the youth reach out and connect with the folks at ‘I am Norm” for feedback.
Ms. Stewart and Mr. Goyos also mentioned articles that would be of use to the committee: SFUSD released an audit report that came out 3-4 years ago about the disproportionality of black, latino, and special ed students; the University of New Hampshire released an article about the need for PBIS, restorative justice, and community building as a way to advocate for students with disabilities (building unity in diversity).
Ms. Stewart also shared with the group her process and framework of building awareness about disabilities: become aware of learning preferences, understand that there are multiple intelligences (and we all are somewhere on a spectrum, and then how people with disabilities are people whose brain operate differently. She talked about the People/Person First movement and Mr. Goyos shared with the committee disabilityisnatural.com.
Suggestions for next steps include: find the percentage of youth who are in special day class (from Ms. Blanco), find out the story of SFUSD’s transformation in trying to be more inclusive and the battle schools are having with students. The group identified that the group they are trying to affect is the general education students and teachers. Ideas for legislation included training the trainers for health teachers on PD days, and making sure clubs and classrooms are accessible/accommodating to all students.
The group closed with Ms. Stewart leading an activity: What do people do to make you belong?
During the group’s debrief, the Committee expressed a possibility of confusion of the Committee’s Resolution. This is based on the overwhelming amount of information presented. The Chair proposed to narrow down and reevaluate the Committee’s goal for next meeting. A proposal was made to separate Inclusion from the goal of building awareness as they work on their resolution.

6. Staff Report

Mr. Lu shared: Free MUNI for Youth on March 4th, public comment at the MTA board at 4pm and a ceremony at 5pm to recognize the Art Contest. He shared a few of the options the MTA board were considering such as including seniors, increasing the fare during peak hours, etc. The Soda Tax legislation is referred to the full Youth Commission. SFPL Library is looking for advocates who can give public testimony in support of their Teen/Media Center, please come and support the SF Public Library on February 20th at 4:30pm. Solutions not Suspensions will be voted on at the Board of Education, February 25th.
Mr. Lopez-Barr regretfully provided this Committee notice that SAC Representative Liam Thirtyacre is enrolled in high school baseball this Spring 2014. Unfortunately, Representative Thirtyacre has a scheduling conflict with this Committee meeting time and will not be able to continue his participation with the committee group.
A. Programmatic updates, review upcoming events
Mr. Lopez-Barr shared that the Student Advisory Council 11th annual Youth Summit on March 28, 2014 will be happening at Ft. Mason from 10am-3pm.

Commissioner Yu, seconded by Commissioner Bernick, moved to share with the Executive Committee the discussion they had today with the guest speakers.
