1. Call to Order and Roll Call
The meeting was called to order by Commissioner Yu at 5:05pm.

2. Approval of Agenda (Action Item)
Commissioner Wu, seconded by Commissioner Bernick moved to approve the agenda for the meeting. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Sicairos, seconded by Representative Jones moved to approve the minutes from March 5, 2014. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)
Angela Cross introduced herself as a student interested in somatic wellness. After some discussion, Mr. Lopez-Barr recommended Donald Blancher from SFUSD’s School Health Programs.
5. Business (All Items to Follow Discussion and Possible Action)
A. Check-in
The Commissioners checked in about their day and week.
B. Presentation from Youth Empowerment Fund on Youth Vote
Presenter: Prishni Murillo, Senior Program Planner
Ms. Murillo shared that RDA was hired to evaluate the Youth Vote Program, and presented the findings. The principal question they wanted to ask and answer was “What is the impact of Youth Vote?” She explained shared findings regarding the program: Design and Content, Scope and Reach, Community Utility and Impact. Students wanted to experience what a real ballot was VS survey, wanted to be the designers of questions, and wanted speedier results. Teachers wanted to eliminate Youth Vote in the spring due to the busyness at schools, and also wanted better communication.
The committee had discussions around undocumented youth, what the data has been used for, the role of staff, and options to implement youthvote. Ms. Murillo also shared the website: www.yefsf.org/youthvote for the committee to explore.
C. Continue working on committee priorities
Commissioners revisited their draft resolution read through each clause, and made edits. They provided staff and Chair feedback for changes, and agreed that it should be finalized at the next meeting where folks who have supported the committee in this process present.
D. Committee’s Budget and Policy Priorities
Mr. Lu gave an overview of the commission’s budget and policy priorities. The committee saw examples of previous year’s Annual Reports and Budget and Policy Priorities. He shared with them the timeline, and the committee decided to work together on a google document, and input information they felt most drawn to.
They will have the support of the Executive Committee and staff, and learned that the document will be presented at the beginning of May to the Full Youth Commission, and the Board of Supervisors’ Budget and Finance Committee at the end of the month.
6. Staff Report
A. Programmatic updates, review upcoming events
Mr. Lu provided updates about CAHRO and Luisa Sicairos confirmed her attendance and involvement in the panel.
7. Items to Report to Executive Committee (Action Item)
Commissioner Yu, seconded by Commissioner Sicairos, motioned to report updates in their progress with the resolution and Youth Vote presentation.
There was no public comment.
8. Executive Committee Report (Discussion Only)
The Executive Committee will be supporting the Education, Health, & Wellness committee with the Annual Report and Budget & Policy Priorities.
9. Adjournment
The meeting was adjourned at 6:59pm.
