1. Call to Order and Roll Call


The meeting was called to order at 6:47 p.m. Commissioners present: Michelle Kong, DeAsia Landrum, Angel Van Stark, and Nicholas Persky. Staff present: Phimy Truong.

2. Approval of Agenda (Action Item)


Commissioner VanStark, seconded by Commissioner Landrum made a motion to approve the agenda. This motion was approved by acclamation. There was no public comment.

3. Approval of Minutes (Action Item)

Commissioner Persky, seconded by Commissioner Landrum, made a motion to approve the minutes of April 30, 2014. The motion was approved by acclamation. There was no public comment.

4. Public Comment on Items not on Agenda (Discussion Only)


Two San Francisco State University students stated that they were there to observe the meeting for a class.

5. Business (All Items to Follow Discussion and Possible Action)


A. Executive officer updates, check-ins, and committee reports

Each commissioner shared updates on their ongoing work. The Housing committee recently had a youth housing youth town hall where over 50 youth and adult allies showed up to support. There were breakout sessions and representatives from the Mayor’s Office of Housing and Community Development. Commissioners on this committee will be working on a report out! The Employment and Immigration committee finalized their resolution to urge for employment of undocumented youth. Members of this committee have been participating in various ad hoc working groups as well. Education committee members have had some roadblocks to their current work in increasing disability awareness. Members will be continuing their research and re-strategizing other methods to increase disability awareness and youth inclusion. There was no public comment.

B. Updates on YC Budget and Policy Priorities and Annual Report
Presenter: Commissioner Kong and Staff

Commissioner Kong and Ms. Truong shared brief updates. Commissioners have been hard at work on their priorities and there will be a second draft ready for adoption at the next full meeting. Mr. Lu has been working on the Annual Report which will highlight programmatic aspects of the commission, as well as committee reports, the youth town halls, community meetings, and outreach. There was no public comment.

C. Approve agenda for May 19, 2014 meeting

Commissioners reviewed requests for the upcoming meeting of May 19th, 2014. Commissioners had questions related to the Mission Beacon presentation. Ms. Carpenter has been in conversation with Mission Beacon staff and has coordinated a meeting on Thursday, May 15th at 4 p.m. for youth commissioners to meet with Mission Beacon staff and youth. Commissioners agreed for this presentation to be an informational presentation. Commissioners agreed on the following items, in addition to standing agenda items: legislation referred on the Public Education Enrichment Fund; a presentation from Mission Beacon and their youth participants; a second reading of Employment Immigration committee’s resolution supporting undocumented youth; a second reading of the Youth Commission’s budget and policy priorities; a presentation on the Youth Commission’s Annual Report, a YC commendation for Nayad Abrahamian by Commissioner Landrum, and a request to authorize Commissioner VanStark’s absence from the April 7th meeting. There was no public comment. Commissioner VanStark, seconded by Commissioner Landrum, made a motion to approve the agenda of May 19th, 2014. The motion was approved by acclamation.

6. Staff Report (Discussion Only)


Ms. Truong provided a brief update: the Youth Commission office’s larger group interview process has finalized. Staff will now be holding individual one on one meeting with any applicant who were not able to make the group interviews. Staff will be forwarding all applications received to the appointing offices of their choice. Ms. Carpenter is leading and facilitating the application intake, interview process, and communication this year. New ERA youth are putting on a Youth Economic Justice Summit in the Bayview district this Saturday and still need a youth commissioner speaker. Commissioner Webb has been ill and had to cancel. Commissioners Landrum and Kong, both live in District 10 and agreed to attend and speak about youth voice and financial wellbeing. There was no public comment.

7. Adjournment


The meeting was adjourned at 7:46 p.m.
